2. Description of Action: A sole source award for the annual renewal of Mastercam Software License subscriptions. Mastercam software is used through CCAD�s machine shops; it enables the artisans to create/modify tool paths that are required to manufacture tools and parts in support of CCAD�s mission. Mastercam provides the ability to manufacture an item from an AutoCAD or similar two/three-dimensional drawing and convert that drawing to cutting paths for specific machines. Each machine used at CCAD requires specific machine information which provides the required information to develop the cutting paths specific to that machine.

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: This justification is for the purchase of the Mastercam software license subscription renewal from only one source, the Original Equipment Manufacturer (OEM), MLC CAD Systems, LLC (MLC). required. To ensure continuity of the common file structure, Mastercam Software is the only option for the Corpus Christi Army Depot's (CCAD�s) CAD system. Due to Mastercam being the CAD system currently installed throughout CCAD, and MLC is the only provider for Mastercam equipment and licenses, it is imperative that the Mastercam equipment and licenses be renewed through MLC. The CAD system supports Machine Shops 2 and 3, along with the Tool & Die, Jigs and Fixtures and Foundry work centers at CCAD. The license agreement provides software updates and Post Processors that allow Mastercam to output the Computer Numerical Control (CNC) programs utilized by CNC machines to manufacture parts and tools for CCAD. In order for this to function properly, a common CAD software file structure is critical and must be sustained.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed.
7. Market Research: Market research was conducted by Lori Donceel, IT Specialist, and Marisol Mendiola, Contract Specialist, between January 2025 � Aug 2025.
Ms. Donceel contacted the following individuals: Jared Rodriguez, IT Specialist, CCAD, and Clay Dumas MLC CAD Systems.
Mr. Rodriguez informed Ms. Donceel which licenses CCAD is currently using and what would be needed for the next contract action. Mr. Dumas verified that only MLC CAD Systems can provide the software licenses in this region due to proprietary data and software.
Ms. Mendiola verified with Mr. Dumas that there were no other vendors authorized to distribute Mastercam software licenses. She also reviewed the previous contract and verified that it was awarded as a sole source to MLC CAD Systems.
8. Other Facts: The previous contract, W912NW-24-P-0067, was awarded as a sole source contract to MLC CAD Systems for XXXXXX with Product Service Code (PSC) 7A20 and NAICS Code 513210. The contract prior to that, W912NW-21-P-0085 was also awarded as a sole source to the same company for XXXXXX with the same PSC and NAICS code 511210 (now obsolete, changed to 513210 in 2023). SoNA 216816260 confirms non-availability in CHESS.
