1New QuestionQ&ASee BelowSee BelowBased on the inconsistent responses from the Q&A below, please provide a single answer that clearly defines exactly what documents are due on what day, in what format and if they are to be redacted or unredacted? These instructions supercede all other previous instructions. Volume III – Past Performance is due via email to Mr. Anthony Hill, anthony.j.hill16.civ@mail.mil and Mr. David Robledo, david.robledo17.civ@mail.mil on Wednesday, 5 May 2021 @3:00pm CST. Again, only Volume III is due on 5 May 2021.

In order to submit the rest of your volumes via https://safe.apps.mil/ (DoD Safe) you must contact the above NLT 14 May 2021 at 12:00PM CST and include your Company Name, Proposal Number, Cage Code, Duns Number, and the overall proposal price. Upon receipt of this information, the Government will provide instructions for an invite for contractors to drop off their full proposals through the DoD Safe website. Note: The SAFE drop off will occur after 12:00PM as the Government must send an invite after receiving your email.

To be specific: 1) Volume I is due on 14 May 2021 at 12:00PM CST (one copy via SAFE, one hardcopy and one CD-R) all unsanitized. 2) Volume II is due on 14 May 2021 at 1200PM CST (we need one unsanitized and one sanitized copy via SAFE, hardcopies and CD-R by mail). 3) Volume III, an electronic copy of Volume III is due on 5 May 2021 at 3:00PM CST. One unsanitized copy is due via email to anthony.j.hill16.civ@mail.mil and david.robledo17.civ@mail.mil. Hardcopies and CD-Rs are still required by 14 May 2021. 4) Volume IV is due on 14 May 2021 at 12:00PM CST (one copy via SAFE, one hardcopy and one CD-R by mail) all unsanitized.

2 78 RFP 137 1. f. 52.212-1 Addendum - Since Volume 1 is strictly Administrative and not used as an evaluation factor, will the Government please remove the requirement to provide a Sanitized Version of Volume I? This Volume will become useless without company identifying information. See the answer to question 1 above.

3 125 52.212-1 136 1 Please describe the manner of submittal when considering SAM instructions state: IMPORTANT INSTRUCTION TO OFFERORS: “The offeror shall submit their initial response for solicitation for contract award for commercial items by email to David Robledo and Anthony Hill at david.robledo17.civ@mail.mil and anthony.j.hill16.civ@mail.mil NLT 10:00 AM, 5 May 2021, Local San Antonio TX time. The initial response shall include the contractors, Company Name, Proposal Number, Cage Code, Duns Number, Technical and Contractor POCs (name, telephone number and email address) and the overall Proposal Cost. Upon initial Proposal receipt, the Government will provide instructions for an invite for contractors to drop off full proposal(s) through the secure DoD Safe website at https://safe.apps.mil/. The contractor full proposal shall be received NLT 3:00 PM Local San Antonio TX time 6 May 2021. While 52.212 requires electronic and mail-in CDRs. See the answer to question 1 above.

4 222 RFP 138 b. BETA.Gov states the following: "“The offeror shall submit their initial response for solicitation for contract award for commercial items by email to David Robledo and Anthony Hill at david.robledo17.civ@mail.mil and anthony.j.hill16.civ@mail.mil NLT 10:00 AM, 5 May 2021, Local San Antonio TX time. The initial response shall include the contractors, Company Name, Proposal Number, Cage Code, Duns Number, Technical and Contractor POCs (name, telephone number and email address) and the overall Proposal Cost. Upon initial Proposal receipt, the Government will provide instructions for an invite for contractors to drop off full proposal(s) through the secure DoD Safe website at https://safe.apps.mil/." There is no reference to CD's therefore please clarify what day all CD's are due? See the answer to question 1 above.

5250Given the likely voluminous quantity of questions that will take the Government time to answer, some of which may impact the past performance refernces offerors choose to submit, please consider extending the closing date by 15 days. The RFP due date has already been extended to 14 May 2021 via W81K0421R0002Amendment0004 of the RFP. See the answer to question 1 above.
6254RFP1361.a"Each volume shall be submitted electronically on https://safe.apps.mil/submittal, along with one(1) hard copy, and one (1) un-sanitized read-only CD-R and one (1) sanitized (no identifying names or symbols of your company) read-only CD-R. Any portion of the proposal that is changed (as a result of negotiations or proposal revisions) should be annotated and dated. Each volume shall be clearly labeled with its title and a copy number (e.g., copy 1 of 1)." Is the governments intent to have a printed and bound hard copy, CD's and an electronic submission for this proposal? If so would the government consider extending the due date by 14 days to provide sufficient time to package and ship the proposals?See the answer to question 1 above.

7 271 beta.sam "The offeror shall submit their initial response for solicitation for contract award for commercial items by email to David Robledo and Anthony Hill at david.robledo17.civ@mail.mil and anthony.j.hill16.civ@mail.mil NLT 10:00 AM, 5 May 2021, Local San Antonio TX time. The contractor full proposal shall be received NLT 3:00 PM Local San Antonio TX time 6 May 2021."If hard copies and CD versions are required, they will need to be mailed in advance of the first and second due dates (5/5 and 5/6). Please clarify 1) hard copies and CDs are required and 2) there are two due dates. See the answer to question 1 above.

8 280 W81K04-21-R-0002 RFP Beta.SAM 1 Under DESCRIPTION Important Instruction to Offerors: The offeror shall submit their initial response for solicitation for contract award for commercial items by email to David Robledo and Anthony Hill at david.robledo17.civ@mail.mil and anthony.j.hill16.civ@mail.mil NLT 10:00 AM, 5 May 2021, Local San Antonio TX time, but there is no indication of this initial submission in the RFP (ITO) but is this still a requirement? See the answer to question 1 above.

9281W81K04-21-R-0002 RFPBeta.SAM1Is this Initial Submission due May 5, only an unsanitized version of the required documents?Only an unsanitized version of Volume III is required on 5 May 2021. See answer to Question 1 above.
10311GeneralN/AN/AGiven the extent and complexity of questions submitted and the minimal number of answered questions, will the government please revise the proposal due date such that contractors have at least 2 weeks after the questions are answered to submit their proposals?See the answer to question 1 above.

11 222 & 271 1. The answers to Questions 222 and 271 say that the CDs and hard-copies, respectively, are due on 6 May 21, but the answer to Question 281 says that all versions of the solicitation are due on 14 May 2021 @ 12 PM and the offer due date in Amendment 4 is also 14 May 2021 @ 12PM Central time. We understand that the past performance volume is due via email on 5 May 2021 . When are the digital versions of the response due? When are the physical versions (CDs and hard copies) due? See the answer to question 1 above.

12 270 2. The answer to Question 270 states that “The sanitized version is applicable to all volumes, see question 136”, and Questions 136 states “see question 78” and the answer to Question 78 states “A sanitized and unsanitized version is applicable to all volumes.”. However, the answer to question 285 states that a sanitized Volume IV is not required, and the conformed solicitation published with Amendment 4 does not require a sanitized Volume IV. Can the Government confirm that the instructions in the conformed solicitation published with Amendment 4 supersede any instructions regarding unsanitized and sanitized volumes provided in the Q&A? See the answer to question 1 above.

133. How will contractors receive the invite to drop off proposals through the secure DoD safe website?Through the contact listed on your initial email proposal response to the RFP. See answer to question 1 above.
1494. The answer to Question 9 states that the Responsibility Determination should be in Section A of Volume I Administrative, but the answer to Question 154 states that the Responsibility Determination should be in Section D. Please, confirm which section should be used to respond to the Responsibility Determination.Section A
15771) Reference Q&A 77. Will the Government please remove the Page Limit associated with the Administrative Volume? 75 Pages is not sufficient to cover the information requested by the Government for this volume. Please note JV Operating Agreements are often 30+ Pages, Teaming Agreements are 20+ per subcontractor (this requirement was originally 600+ FTEs - there are going to be some large teams of companies responding to this RFP), responsibility documentation, teaming explanation...The page limit will be removed.
169 and 1542)Q&A # 9 and # 154 provide conflicting guidance. Accordingly, will the Government please clarify where Responsibility Documentation should be in the Admin Volume?See the answer to question 14 above.
172223) Answer to Question 222 says: "The CDs will be due Not Later Than 3:00 PM on 06 May 2021". Will the Government please clarify if this is an error since the RFP was updated with a proposal due date of 14 May.See the answer to question 1 above.

18 271 4) Answer to Question 271 States: "Yes, Hard copies are required and they must be received by the second due date, which is 6 May 21." Will the Government please clarify if this is an error since the RFP was updated with a proposal due date of 14 May. See the answer to question 1 above.

19 280 5) Answer to Question 280 states: "Yes, this is still a requirement. This will allow us to send you an invite via DOD Safe so that you can drop off your documents electronically by 6 May 21." Will the Government please clarify if this 6 May date is an error since the RFP was updated with a proposal due date of 14 May? See the answer to question 1 above.

20 78 6) Answer to Question 78 Says: "A sanitized and unsanitized version is applicable to all volumes." Answer to Question 285 says: "A sanitized Volume IV is not required." Will the Government please clarify which is correct? See the answer to question 1 above.

21 222 7) Answer to Question 222 says: "The CDs will be due Not Later Than 3:00 PM on 06 May 2021" answer to Question 305 says: "All hardcopy items (i.e. CD-Rs and Paper copies) are due on the finaldue date." Will the Government please clarify which is correct? See the answer to question 1 above.

22 302 8) Q&A 302 indicates that the total proposal cost and Company Name, Proposal Number, Cage Code, Duns Number, Technical and Contractor POCs (name, telephone number and email address) are due by 10:00AM, 5 May 2021, Local San Antonio TX time. Will the Government please clarify if this is correct given the revised 14 May proposal due date? See the answer to question 1 above.

23 To follow up on my below email,we respectfully request that the RFP due date for any and all proposal documents be due No Earlier Than the 14th.Honestly, due to the volume of changes, it would be preferrable that the entire proposal be due at the same time, and the due date be extended until 21 May.

Considering the volume of significant (emphasis added) changes to the solicitation (CLINS, PWS, places of performance, # of FTES, new pricing instructions, etc.) it is extremely unreasonable to ask vendors to provide their total proposed prices by 5 May, as Q&A # 302 and the referenced Beta.SAM instructions require. Secondly, with the changes to the past performance volume and additional past performance instructions/clarifications provided via Amendment 4's Q&A, it is completely unreasonable to expect offerors to submit past performance volumes by 5 May. The Q&A provided with Amendment 4 will result in many offerors needing to change the past performance references provided in thier proposals, as these were selected based on the original guidance provided in the RFP and Amendment 1 Q&A. Accordingly, offerors need time to prepare and send out new PRAQs, write up their PP references in relation to H2F; and our customers need time to complete these new PRAQs and provide them to your office. Expecting a new past performance volume to be developed and sent in for a requirement of this size and complexity in one to two business days (note the 3rd and 4th of May would be needed for hard copy production and delivery) is unreasonable and places significant undue burden on offerors.

The Government has read your statement and considered it. The due date remains the same. The PRAQs selected and already submitted (PRAQs were due 26 April 2021) should not be affected by these changes. The dollar value for this requirement remains essentially the same as you are still providing pricing on all locations (base location and all future locations). The only locations you will not be providing pricing for are the OCONUS locations. You will be evaluated on the total price for all locations (base period, plus 5 option years, plus future locations). Your past performance selection should not change since the dollar value essentially remains the same. The PRAQ due dates will remain the same.
24Q&A #222, 271, 280, 281, 302, and 305 and 52.212-1 Addendum, Para 2.b.RFP, Amd 041382.bReference Q&A #222, 271, 280, 281, 302, and 305 and 52.212-1 Addendum, Para 2.b. Currently, the answers and the Addendum provide conflicting guidance. According to Q280, the purpose for the requested information is “to send you an invite via DOD Safe so that you can drop off your documents electronically by 6 May 21.” However, Amd 3 extended the proposal due date to 14 May 2021 @12 pm CST, so the answer to this question is inaccurate. This requirement was originally scheduled for 1 day before the proposal due date. We understand the need to have some contractor information, so you can send the DoD SAFE invite to vendors. However, Proposal Cost data is not one of those items. Given the significant changes associated with Amd 4 and release of over 300 Q&As, it is completely unreasonable to require the submission of any proposal documents (and especially Proposal Cost data) within less than 3 business days (Wed, 5 May, 3:00 PM CDT) especially when the release was on a Friday evening after the Close of Business for half the country. Will the Government please review the answers to these questions and ensure they provide consistent guidance on when proposal items are due, especially given the RFP extension in Amd 3? Request the Government delete the requirement to provide Proposal Cost data by 5 May. We also request that all proposal files, hard copies, CD-Rs, SAFE Uploads, etc. be due no earlier than14 May (see answer to Q281).See answer to question 1 above.
25Q&A #4, 169, 221, 234, 248 and 52.212-2 Addendum, page 165, Para 1.bRFP, Amd 041651.bReference Q&A #4, 169, 221, 234, 248 and 52.212-2 Addendum, page 165, Para 1.b which state ‘The word “contract,” as defined herein, for the purpose of present and past performance submissions under this solicitation, does not include individual delivery orders, task orders, or blanket purchase agreements or basic ordering agreements.’ The guidance provided in the answers and the Addendum are contradictory. Will the Government please review the answers to these questions/Addendum and ensure they provide consistent guidance based on the following issues:

A) Amendment 1, Q&A 4 provided official guidance on 9 Apr that was used by vendors to prepare PRAQs so they could be submitted by 26 Apr (10 days before the original proposal due date and 3 days before Amd 3 which changed the proposal due date. Q&A #248 supports Q&A #4 and the Addendum; however, Q&A #169, 221 and 234 appear to contradict them. Are PRAQs and past performance using an IDIQ with multiple task orders still acceptable? If not, then vendors need to be given sufficient time after the Government’s clarification is provided to prepare/submit alternative PRAQs to their customers and those customers should be given time to submit the PRAQs to the contracting office.

B). Will the Government please confirm, in accordance with Q&A #221, that multiple task orders on a single IDIQ may be combined as a single reference if there is a single POC to complete the questionnaire? Does the single POC have to be the same for each Task Order or can the POC be at the IDIQ level (e.g., Contracting Office or Program Office)?

C). Amendment 4 was released 14 calendar days before the proposal is due and according to Q&A 233, 250 and 267, the Government will not change the due date for PRAQs even though there is conflicting guidance concerning past performance and there are changes that materially affect vendor past performance selections. It is unreasonable to require vendors to submit PRAQs by 4 May (10 days before the proposal due date) and only 2 business days after the Amd 4 release. Request the Government reconsider these answers and change the PRAQ due date to the proposal due date.Question A: PRAQs using an IDIQ with multiple task orders are still accepatable. Question B: Yes, task orders on a single IDIQ may be combined if there is a single POC. The POC can be at the base IDIQ level provided they can speak on and have performance knowledge at the task order level. Question C: The PRAQs selected and already submitted (PRAQs were due 26 April 2021) should not be affected by these changes.
26Q&A #156 and 171RFP, Amd 04Reference Q&A #156 and 171. Will the Government please clarify exactly how this will work? Does this mean any page with a graphic on it will be excluded from page count? Does this mean just the percentage of the page covered by a graphic will be excluded from page count? Does this mean a page is excluded from page count if it has a graphic taking up a certain percentage of the page? If so, what is the percentage? If the graphic takes up more than 50% of the page the page will not be counted.
2752.212-2 Addendum, Para 2.c(iii) Volume III and Q&A #81 and 84RFP, Amd 041422.c(iii)Reference 52.212-2 Addendum, page 142, Para 2.c(iii) Volume III and Q&A #81 and 84. The Addendum states ‘This volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms,’ implying that the PRAQs must be included in the volume. However, Q&A #84 states they are not to be included. Would the Government please clarify if PRAQs (submitted to customer or completed) need to be included in Volume III?The PRAQs are not included in Volume III.
28Q&A #99 and 117RFP, Amd 04Reference Q&A #99 and 117. It appears these answers may contradict each other. Would the Government please clarify if ATs can begin performance before a Government Personnel Background Investigation is complete?AT will be able to begin performance before a Government background investigation is complete.
29Q&A 159, 161, and 214RFP, Amd 04Reference Q&A 159, 161, and 214. Please clarify the following items:

A) If all Items in Exhibit I must be provided as part of the Credentialing Package, how are contractors/candidates supposed accomplish Section III, Orientation and Training; Section IV, Initial and Ongoing Competency Assessment; and Section V, Continuing Education - Peer Reviews? Will the government please verify that Exhibit I Sections III, IV, and V (the Peer Reviews portion) are accomplished after the candidate has been approved and started performance and should not be part of the Credentialing Package?

B) Q&A #161 states ‘Peer reviews/references are typically a component of the credentialing package” and Q&A #213 states the Peer Review process will be covered with the ATs by the Clinical Supervisor after they start. The Peer Review Form appears to be focused on an Army patient encounter where there was an issue. This does not appear to be a document that would be provided to non-DoD personnel to be completed by an AT candidate as part of their Credentialing Package. Are vendors required to provide Peer Reviews for each candidate? If so, how are they to be documented? Or by “peer reviews/references” does the Government really just mean “references” to verify the candidates qualifications and experience?A) Exhibit I, Sections III, IV, and V (the Peer Reviews portion) are in fact accomplished after the candidate has been approved and started performance. They are not part of the Credentialing Package. B) Peer reviews are for once the AT has started and is a review of their encounters in the EHR by a peer/colleague. The process would be managed by the Clinical Supervisor. Vendors are not required to provide peer reviews of each candidate either with their proposals or when submitting candidates after award.
30"Volume III, Past Performance is now due by email on 5 May 2021 @ 3:00PM CST."

Is just an electronic version of the VOL III PP due on the 5th to be followed by hard copies on the 14th?

Yes, just the electronic version of Volume III is due on 5 May and the hard copy is due on the 14th.

31 126 Also on line #126 of Q&A's it states “The offeror shall submit their initial response for solicitation for contract award for commercial items by email to David Robledo and Anthony Hill at david.robledo17.civ@mail.mil and anthony.j.hill16.civ@mail.mil NLT 10:00 AM, 5 May 2021, Local San Antonio TX time. The initial response shall include the contractors, Company Name, Proposal Number, Cage Code, Duns Number, Technical and Contractor POCs (name, telephone number and email address) and the overall Proposal Cost. Upon initial Proposal receipt, the Government will provide instructions for an invite for contractors to drop off full proposal(s) through the secure DoD Safe website at Caution-https://safe.apps.mil/. The contractor full proposal shall be received NLT 3:00 PM Local San Antonio TX time 6 May 2021.

While 52.212 requires electronic and mail-in CDRs.

The mail-in CDRs and hardcopies are required in addition to the Caution-https://safe.apps.mil/ drop off. The CDRs and hardcopies must be received NLT 12:00 PM Local San Antonio TX time 14 May 2021."

Is the initial response still due May 6th? Given the exhibit L has changed significantly we need to confirm our overall proposal costs.

See the answer to question 1 above.

32 36 MASTER QA Could the government please claify what is exactly due for the CD submission and the hard copy submission? Please clarify how there is only a total of 4 CD's to be submitted if we are to submit sanitized and unsanitized volumes, did you want them submitted together? Are hard copies supposed to be Volumes I-IV together in one binder or in four seperate binders? Do you want 4 binders with sanitized only and then another 4 with un-sanitized volumes? There is some conflicting answers so please clarify exactly what is wanted by the government to recieve on May14th. See the answer to question 1 above.

33BETABETA.Gov states "In addition, Volume III – Past Performance will now be due via email to Mr. Anthony Hill, anthony.j.hill16.civ@mail.mil and Mr. David Robledo, david.robledo17.civ@mail.mil on Wednesday, 5 May 2021 @3:00pm local time. Again, only Volume III is due on 5 May 2021. All other volumes are still due on 14 May 2021 at 12:00pm local time. In order to submit the rest of your volumes via https://safe.apps.mil/ (DoD Safe) you must contact the above and include your Company Name, Proposal Number, Cage Code, Duns Number, and the overall proposal price. Upon receipt of this information, the Government will provide instructions for an invite for contractors to drop off their full proposals through the DoD Safe website." Question #1 - What exactly is due on May 5th @ 3:00pm? Question #2 - Should my overall proposal price, as stated above, include the cost for future sites or just what is requested in the 1449?Volume III, Past Performance is do on 5 May 2021. The overall proposal price will include future sites.
34MASTER QA61Please clarify if the Exhibit L should be included in place of the 1449 Continuation Sheet for pricing or in addition to?It should be provided in addition to the 1449 continuation sheet.
35MASTER QA106 & 146Both reference 1871 hours, please clarify how this number was derived?2087 hours (Average available work) – 216 (Non-productive/leave time) = 1871 hours

216 hours (Non-productive/leave) = 80 hours Holiday + 80 hours Annual Leave + 56 hours Sick Leave

36 The updated solicitation appears to contemplate adding locations in future years (Exhibit O) and asks vendors to price those locations (Pricing Spreadsheet, Instructions to Offerers). However, the updated CLIN structure has removed these CLINs completely, rather than made optional. Therefore: 1. Does the government anticipate using this contract to expand services to the locations in Exhibit O in FY23-26?

a. If so, how does the government anticipate awarding those locations since the CLINs have been removed, rather than made optional?

b. If not, is the government planning to include the pricing for the locations in Exhibit O (and associated pricing sheets) in its evaluation of total price? Note that this may allow contractors to bid unusually low rates at those locations to bring their price down, expecting that they will never have to produce at those locations.

Per David: The CLINs for the future locations that you need to price can be found on Exhibit L. They have been removed from Section B of the RFP but they still remain on Exhibit L.

1. Yes

a. Should additional future funding become available, the government anticipates that contract modifications would be used to add the additional locations. For the modifications, the government will use the pricing you give on Exhibit L. There are tabs on the bottom of Exhibit L that are named “Future Locations” so that you can provide pricing for these locations.

b. Yes all locations will be evaluated in the total overall price. If vendors submit unusually low rates, that will be easily identifiable by comparing to the IGCE and other proposed rates from different vendors. In addition, proposing an unusually low price for the reason you mentioned would be an integrity issue. Vendors could propose low rates on any of the years just to get the contract so this would not be any different for the future sites. Rates will be evaluated for all vendors to include their technical proposal, past performance and compensation plan as this is a best value tradeoff.

37If the government does intend to use this contract to service the sites in Exhibit O, we suggest returning the associated CLINs as Optional so that they may be properly included in the overall evaluated price, and the government would have optional CLINs it could exercise if and when they are able. All pricing submitted on Exhibit L (to include future locations) will be evaluated in the overall evaluated price as the pricing found on Exhibit L (future locations tabs) will be used as optional pricing should money become available to fund these locations.
38Is it the intention of the government to have the total price submitted in an email 5 MAY?On Amendment 0004 that was published on 30 April 2021, it clearly states that:

In addition, Volume III – Past Performance will now be due via email to Mr. Anthony Hill,anthony.j.hill16.civ@mail.mil and Mr. David Robledo, david.robledo17.civ@mail.mil on Wednesday, 5 May 2021 @3:00pm local time. Again, only Volume III is due on 5 May 2021. All other volumes are still due on 14 May 2021 at 12:00pm local time. In order to submit the rest of your volumes via Caution-https://safe.apps.mil/ < Caution-https://safe.apps.mil/ > (DoD Safe) you must contact the above and include your Company Name, Proposal Number, Cage Code, Duns Number, and the overall proposal price. Upon receipt of this information, the Government will provide instructions for an invite for contractors to drop off their full proposals through the DoD Safe website.

Based on this language, the instruction are clear on how to provide your proposal. See also answer to question 1 above.

39The special notice issued on 19 April indicated proposals should be submitted in two phases. The initial response is to be emailed NLT 10:00 AM, 5 May 2021, Local San Antonio TX time and include Company Name, Proposal Number, Cage Code, Duns Number, Technical and Contractor POCs (name, telephone number and email address) and the overall Proposal Cost. The second phase commences upon initial Proposal receipt, when the Government will provide instructions for an invite for contractors to drop off full proposal(s) through the secure DoD Safe website at Caution-Caution-https://safe.apps.mil/. This full proposal is required to be received NLT 3:00 PM Local San Antonio TX time 6 May 2021.Can the government clarify what is meant by “Proposal Cost” on the submittal for 5 May? Proposal cost refers to the cost incurred by the offeror to prepare the proposal response, but we believe what is being asked for here is the offeror’s price for this contract.Per David: Yes you are correct. For the first question, we are referring to your proposal price (price for the contract) to do the work solicited for in the RFP. We changed the RFP due date to 14 May as a result of Amendment 3 and 4 that were published last week. The two phase approach will both take place on 14 May 2021. The two phase approach is necessary since the proposals will be submitted electronically via DoD Safe. We did not want to publish the DoD Safe RFP link to beta.sam so that we could contain the link to only those contractors who were serious about sending a proposal. Submitting the first part of your proposals indicates you are serious about submitting a proposal and the second phase will be us (the government) sending you the link so that you can provide your electronic copies of the proposals. I hope this adequately answers your questions. Thanks.
40If what is being asked for is price, can the government share the purpose of the request for a proposal cost 5 May, a day before the due date of the formal proposal submittal 6 May, which will be by invitation?See answer to question 1 and 39 above. Both of these request will now happen on the same day but at different time.
