About this file

This document contains responses to requests for information (RFIs) regarding a solicitation for a design-build renovation project at the Marine Forces Cyber Command (MARFORCYBER) facility in Fort Meade, Maryland. The solicitation seeks proposals to replace failed building systems including the roof, exterior cladding, interior and exterior finishes, HVAC, electrical, plumbing, communications, electronic security, and fire protection systems. Proposals are due in two phases, with Phase I requiring past performance and management approach information and Phase II involving more detailed technical and price proposals from downselected offerors. The RFI responses clarify requirements around submission formats, personnel qualifications, security clearances, and page limits for proposals.

Requests For Information FGGM B8605 MARFORCYBER Renovation DB Phase 1 Solicitation

[RFI 1]: Page 4 Item 3 of the RFP- Submission of Proposals states: a. All proposals must be submitted in accordance with the electronic requirements detailed in the Phase I Proposal section. Proposals or modifications to proposals that are received by facsimile will not be considered.

b. Hand Carried and Mailed Proposal: Hand carried and mailed proposals are not required. See Phase I Proposal section for directions on how to submit proposals electronically.

Per pages 19&20 C. Proposal Submission – this section does not provide electronic requirements but instructions to submit hard copies.

Please advise.

[Response]: Bidders shall electronically send their bids using the following link:

https://safe.apps.mil/ WHO - The SAFE site will require contacts for bid submission to be provided. All requests for information and the bid submission must be sent to the below contacts to ensure timely receipt of bids. Please use the following contact information to submit bids:

Contract Specialist: MAJ Puna Taamu at Punatoto.V.Taamu@usace.army.mil

BIDDERS MUST REQUEST AN UPLOAD CODE: Bidders must e-mail the Contract Specialist no later than five (5) working days prior to the bid opening date to receive a request code which will allow for file uploads via the SAFE site. Bidders that fail to request a code at least five (5) working days before bid opening date may not be able to receive a request code in time to upload their bids.

[RFI 2]: Factor 2.1: Field key personnel, such as superintendents, safety managers, and quality control managers are not typically selected until the Phase II stage, at which point an award date (and field key personnel availability) can be better anticipated. Would the government consider omitting these construction team positions, in favor of the Program Manager, Project Manager, and Lead Scheduler only?

[Response]: The Government will not omit key field personnel such as superintendents, safety managers, and quality control managers from VOLUME I PHASE I - FACTOR 2 – MANAGEMENT APPROACH. Note that PHASE II occurs only one month after PHASE I. The 30 – 45 day difference in personnel availability between PHASE I and PHASE II is not significant.

[RFI 3]: RFP Paragraph 1.1 on page 9 of 84 states "The Offeror shall submit information on at least three (3), but no more than five (5) completed design build projects demonstrating the Offeror's recent and relevant experience.

We would request that the Client permit the submission of relevant projects other than design-build. Constraining Factor I to only design-build delivery will prevent Offerors from putting forward some of their most relevant past experience. It is understood that competency in design-build delivery is important, therefore a suggested stipulation would be "at least 50% of the submitted projects in Volume I Factor I shall be design-build".

[Response]: The submission of relevant projects other than design-build is acceptable. However, the requirement for "... at least three (3), but no more than five (5) completed Design-Build projects..." will persist. The bidder can substitute Design-Bid-Build projects in lieu of any or all of the maximum five (5) Design-Build projects submitted. Full credit will only be given to projects that fully comply with the Design-Build criteria and only partial-credit (50% each) will be given to one or more Design-Bid-Build project(s) submitted to meet this requirement. Also note that no more than five (5) projects will be considered (Design-Build or Design-Bid-Build) for each bidder to meet this requirement.

[RFI 4]: Box 13 of the SF1442 indicates that 2 hard copies are to be provided.

Section C "Proposal Submission" on page 19 of 84 of the RFP calls for 6 hard copies (original + 5 copies).

RFP page 4 of 84, under Section 3 paragraph B indicates that hand carried and mailed proposals are not required.

Please clarify the hard copy and electronic submission requirements.

[RFI 5]: On page 9 of the RFP, under Paragraph 1.1 it indicates past project information should be on the form "Experience in Relevant Projects" (Attachment A). On page 21 there is Attachment A but it is the "Statement of Affiliation" form. Please confirm that Attachment B was the intended reference.

[Response]: It is confirmed that offerors shall utilize Attachment B - PAST PERFORMANCE OF CONSTRUCTION CONTRACTOR to submit project experience information for the Prime (Construction) Contractor and utilize Attachment C - PAST PERFORMANCE OF AE (DOR)'s to submit project experience information for the AE (DOR).

[RFI 6]: page 9 of the RFP, Section 1.1 states that for projects demonstrating past experience from the designer, one hundred percent (100%) of the design and at least seventy five percent (75%) of the construction of each project must be completed at the time of proposal submission. Requesting that this requirement be updated to state "design must be 100% complete and project must be at least 50% complete". This would be consistent with other recent Baltimore District solicitation requirements.

[Response]: The requirement will remain unchanged. The requirement for "...completion of at least seventy five percent (75%) of the construction of each project..." provides a high-level metric to assess past design-build experience based on design product quality that is validated by and applied to a successful construction project pool defined by construction that is 75% to 100% complete versus a project pool that is defined by construction that is 50% to 100% complete.

[RFI 7]: Please advise if the completed and signed SF1442 is to be included in the Offerors proposal prior to Factor 1 and Factor 2.

Also, please advise on where to insert the Attachment A Statement of Affiliation, as well as Teaming Agreements.

Finally, is Section 00 45 00 Reps and Certs required to be filled out and provided in the Phase I response?

[Response]: Volume III(a) is for Administrative Documents. In Phase 1 Administrative Documents, the offeror must submit SF 1442 BACK (Page 2 of the Solicitation): Offerors are required to acknowledge the receipt of all amendments to the Solicitation on the Standard Form 1442 in Block 19. Offerors shall fully complete all the required areas located under the section designated as "OFFER" (refer to Items 14 through 20C). Please refer to Solicitation No. W912DR21R0071, page 4 of 84, 3. SUBMISSION OF PROPOSALS, and page 19-20 of 84, C. PROPOSAL SUBMISSION.

Statement of Affiliation and Teaming Agreements should be included in Volume III(a)

Section 00 45 00 Reps and Certs information is required for Phase I [RFI 8]: Does the bullet requiring Design-Build Military Construction experience refer to MILCON funded (i.e. specifically identified individual projects through the Office of Secretary of Defense (OSD) Future Years Defense Program (FYDP) MILCON Planning/ Programming/Budgeting Process, or does this refer to overall Military Construction funding in general (from various funding mechanisms such as Facilities Sustainment Restoration Modernization – FSRM, or Operations and Maintenance Army/Air Force OMA, OMAF sources, for example that may apply to individual projects below the $7.5M Congressional notification threshold)?

[Response]: The bullet requiring Design-Build Military Construction refers to experience acquired from any Design-Build Military Construction project associated with any funding type executed for that Design-Build Military Construction project.

[RFI 9]: Are past performance projects limited only to design/build projects or can the constructor also provide design/bid/build and other projects that collectively meet the requirements to demonstrate the constructors' capabilities and experience?

[Response]: The submission of past performance projects other than Design-Build is acceptable. However, the requirement for Design-Build projects will persist. The bidder can substitute Design-Bid-Build projects in lieu of Design-Build projects. However, consideration for full credit will only be given to projects that fully comply with the Design-Build criteria and only partial-credit (50% each) will be given to one or more Design-Bid-Build project(s) submitted in lieu of Design-Build project(s) to meet this requirement.

[RFI 10]: Personnel resumes are required to include "qualifications relevant to this project". What are the key personnel qualifications for each of the 12 roles? Are you looking for short, 1-page resumes for key personnel? If so, can the resumes be excluded from the Factor 2 Management Approach page count?

Response: "Qualifications relevant to this project" is referenced to indicate experience, expertise or credentials that demonstrate personnel ability to perform the key services necessary for project delivery success. The qualities are deliberately vague and unspecified to release the bidder to translate the fundamental criteria into their version of a "best value" solution for the Government to consider. The qualifications relevant to this project include not only the fundamentals necessary to support the basic project narrative but also those that would support the bidders Phase II proposal should the bidder be down selected to participate.

[RFI 11]: Factor 2, Management Approach, requires 12 resumes, an organization chart, and multiple narratives describing the contractor's design/ construction organization/QC/safety/schedule. In order to sufficiently address all aspects of this factor, we request a 20-page maximum for this section.

Response: The maximum page limitation for the Phase 1 proposal will remain unchanged. The pages that exceed the maximum count will not be considered.

[RFI 12]: RFP page 9 of 84, Volume 1 Phase I – Factor 1 – Past Performance, section 1.1 states "The information that is required to be supplied is identified on the form provided entitled "EXPERIENCE IN RELEVANT PROJECTS" (Attachment A)." However, Attachment A on page 21 of 84 is the Statement of Affiliation form.

Please confirm that offerors shall utilize Attachment B (pages 25-26) to submit project experience information for the Prime (Construction) Contractor and utilize Attachment C (pages 26-27) to submit project experience information for the AE (DOR).

[RFI 13]: RFP page 9 of 84, states "Design Build projects valued at $20,000,000 (present day value) or more."

Would the Government consider lowering the minimum magnitude to $15 M (or even to $12.5 M which would be the median) considering the Government's estimated magnitude of the this project is between $10-$25 M?

[Response]: The valuation threshold of Design Build projects specified for full consideration will remain unchanged. Consideration for projects submitted that fall below the identified valuation will not exceed 50% of the credit assigned to projects that fully complied with the solicitation requirement.

[RFI 14]: RFP page 27 of 84, Attachment C - PAST PERFORMANCE OF AE (DOR)'s includes the box: Offeror's Role & Work Self-Performed that reads as though it was meant to be in Attachment B - PAST PERFORMANCE OF CONSTRUCTION CONTRACTOR. Please clarify that only the Prime (Construction) Contractor is required to provide this information via Attachment B as part of the project experience submission.

[Response]: The requirement will remain unchanged and continue under the PAST PERFORMANCE OF AE (DOR). The AE (DOR) may also engage subconsultants to provide critical services as an alternate to the AE (DOR) election to self-perform with staff.

RFI 15: RFP page 20 of 84 shows that the maximum pages allowed for Tab 2 – Factor 2 – Management Approach is 15 pages. This Factor includes resumes for 12 positions, both construction and design, in addition to the information requested for the Management Approach narrative.

We respectfully request the Government to consider excluding the resumes from the overall 15-page limit for Factor 2.

[Response]: The requirement will remain unchanged. Resumes for the 12 positions are not required to be stand-alone single pages but can be condensed to provide the key experiences, past performance and credentials to credibly illustrate the expertise and knowledge that proposed personnel bring to bear on the challenges of this project. The management of the content and distribution of information within the assigned page limitation beyond the dictates of the solicitation is at the discretion of the bidder.

[RFI 16]: RFP page 11 of 84, section 2.1 Project Team Organization requires resumes for the Design Team to include Project Manager, Architect, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, DOR Design Manager. Please confirm that the DOR Design Manager may fulfill the role of Project Manager for the AE (DOR).

[Response]: The requirement will remain unchanged. Project Manager is responsible for non-design functions and activities to be fulfilled that require concurrent coordination time and different skill set than that required of the DOR Design Manager. While the same individual may retain both skill sets, the single individual only has 24 hours in one day and cannot perform the different functions concurrently and at the same level of quality demanded of each function as would two separate individuals assigned the different respective functions.

[RFI 17]: Please confirm that a bar chart schedule is not required with this Phase 1 submission.

[Response]: The requirement will remain unchanged. A bar chart schedule may reflect the level of detail appropriate for Phase 1. The bar chart schedule will also communicate a commitment and intent of the bidder to deliver the project within the scheduled construction period to meet the completion deadline.

[RFI 18]: What must be submitted in Volume III(b) Phase I Administrative Documents?

[Response]: Volume III(b) is Phase II Administrative Documents while Volume III(a) is Phase 1 Administrative Documents.

For Volume III(a) Phase 1 Administrative Documents, the offeror must submit SF 1442 BACK (Page 2 of the Solicitation): Offerors are required to acknowledge the receipt of all amendments to the Solicitation on the Standard Form 1442 in Block 19.

For Volume III(b) Phase II Administrative Documents, the offeror must submit an update to Standard Form 1442 that includes acknowledged receipt of any additional amendments, a Bid Bond/Bid Guarantee, and any administrative documents requested under the solicitation or directed by subsequent amendments to the solicitation. Please refer to Solicitation No. W912DR21R0071, page 4 of 84, 3. SUBMISSION OF PROPOSALS, and page 19-20 of 84, C. PROPOSAL SUBMISSION.

[RFI 19]: Would the Corps consider extending past performance relevancy to 8 years to allow small businesses to adequately compete against large businesses?

[Response]: The requirement will remain unchanged. There are many opportunities for small businesses to participate and compete in the procurement, whether at the prime contractors, subcontractors, joint-venture partnerships or other business contract levels, based on their accumulated qualifications, experience and business acumen.

[RFI 20]: May contractors use fonts greater than size 9 for tables, figures, and graphics?

[Response]: Bidding contractors must comply with all the requirements of the solicitation. Non-compliance would subject the bid submission to risk being determined non-responsive to the solicitation.

[RFI 21]: For the bidders that are selected for Phase II, will a stipend be provided by USACE for the designers to provide the drawings and renderings specified in section 3.3 on pages 14-15 of the RFP?

[Response]: No, a stipend will not be provided by USACE for the designers to provide the drawings and renderings requested under the solicitation.

[RFI 22]: Factor 2 requires 12 resumes and six sections of narratives including details related to design and construction, QC, scheduling, safety, and organization. To address these topics in the required level of detail, we request that the resumes be omitted from all page counts.

[Response]: VOLUME I PHASE I - FACTOR 2 – MANAGEMENT APPROACH requires the offeror to organize the submitted material sequentially under tabs to facilitate evaluation and to submit this information in the form of narratives and an organization chart. There is a maximum of pages 15 pages allowed for Factor 2, Management Approach. This may necessitate condensed resumes that will provide the minimum information required for each representative.

[RFI 23]: Factor 2 Management Approach requests narratives related to design and construction approach, each with a number of subtopics; organization; quality control; saefty; and scheduling. To address these topics in the required level of detail, we request that the page count for this section be increased to 25 pages.

[Response]: The request to increase the page count for Factor 2 Management Approach is denied. The page count is necessarily limited in order facilitate evaluation within an aggressive acquisition schedule required for selection and contract award.

[RFI 24]: Page 19 of 84 states that in Phase I, offerors must submit Volume III(a), but there are no instructions detailing what is in Volume III9a). Please explain what must be submitted in Volume III(a).

[Response]: For Volume III(a) Phase 1 Administrative Documents, the offeror must submit SF 1442 BACK (Page 2 of the Solicitation): Offerors are required to acknowledge the receipt of all amendments to the Solicitation on the Standard Form 1442 in Block 19.

[RFI 25]: Project relevancy requires a past performance with LEED Silver or higher and Volume I Phase II Tech Approach #6 talks about minimum rating of LEED Silver. Please confirm the expected LEED certification level for this project.

Response: LEED Silver is the minimum rating imposed on the project, but a higher LEED rating is desirable if it can be achieved within the cost and time limitations of the project.

[RFI 26]: RFP states Prime Contractor must have FCL at appropriate level prior to the star of the contract awarded period of performance. Please confirm the level of FCL required for this contract and if that FCL must be in place prior to submission of the proposal.

[Response]: The contract will require a Facility Site Clearance (FCL) by the Prime Contractor to handle, control and safeguard secure documents up to the Top-Secret classification level. However, the DD254 that establishes the final security parameters of the project will be included under Phase 2 of this solicitation. As the building will be unoccupied and non-operational during the renovation, the establishment and designation of construction documents as classified beyond the CUI (Controlled Unclassified Information) designation typically occurs post SCIF accreditation and subject to the classification imposed by that certification.

[RFI 27]: Per the Relevancy of Past Experience, the offeror is to demonstrate experience meeting DD Form 254 – Security Requirements. Does this project require clearance? If so, at what level? Will the clearance be required at time of proposal submission?

Response: The contract will require a Facility Site Clearance (FCL) by the Prime Contractor to handle, control and safeguard secure documents up to the Top-Secret classification level. However, the DD254 that establishes the final security parameters of the project will be included under Phase 2 of this solicitation. As the building will be unoccupied and non-operational during the renovation, the establishment and designation of construction documents as classified beyond the CUI (Controlled Unclassified Information) designation typically occurs post SCIF accreditation and subject to the classification level imposed by that certification.

[RFI 28]: Under the Proposal Submission instructions, line 1: "Offerors shall submit Proposal Volumes I Phase 1 and Volume III(a) in response to the initial solicitation." What is to be included in Volume III(a)?

[Response]: For Volume III(a) Phase 1 Administrative Documents, the offeror must submit SF 1442 BACK (Page 2 of the Solicitation): Offerors are required to acknowledge the receipt of all amendments to the Solicitation on the Standard Form 1442 in Block 19.

[RFI 29]: Do we need to include the Statement of Affiliation with the Phase I proposal? If so, in what Volume?

[Response]: Yes, Statement of Affiliation should be included in Volume III(a).

[RFI 30]: Do we need to include Representations and Certifications with the Phase I proposal? If so, in what Volume?

[Response]: Yes, Reps and Certs should be completed for Phase 1 and included in Volume III(a).

[RFI 31]: Do we need to include the Certificate of Corporate Authority or Standard Form LLL (Disclosure of Lobbying Activities Location) with the Phase I proposal? If so, what volume?

[Response]: Yes, these documents must be submitted with Phase 1, in Volume III(a) [RFI 32]: What level of detail will the phase 2 RFP be in related to design? For example, will the design be at concept level, or further along?

[Response]: The Phase 2 DB RFP will be provided at a programmatic concept level which establishes with solution floor plans and major system layouts that the project requirements can be met while not prohibiting or limiting the Designer of Record for the offeror from modifying the design for improved performance, reduced cost and/or more efficient schedule that produces better value for the government. The RFP plans may be utilized as-is, modified as deemed appropriate, or completely revamped in its entirety, but the DOR will be the responsible and accountable for its use in meeting or exceeding the project requirements.

[RFI 33]: Will the contract require the use Microstation or Autodesk BIM?

[Response]: Yes, a project of this magnitude is well-served by the implementation Building Information Management (BIM).

[RFI 34]: Can you please confirm that resumes are not included in the technical proposal page count?

[Response]: Volume I Phase I (Technical Proposal) (Factor 2) contains resumes within the maximum page count of 15 pages. VOLUME I PHASE I - FACTOR 2 – MANAGEMENT APPROACH requires the offeror to organize the submitted material sequentially under tabs to facilitate evaluation and to submit this information in the form of narratives and an organization chart. The15 page maximum allowed for Factor 2, Management Approach, may necessitate condensed resumes that will provide the minimum information required for each representative.

[RFI 35]: RFI# 17 requires a bar chart schedule to be submitted with Phase 1 proposal. Please confirm that the bar chart schedule shall be submitted under Factor 2 and is excluded from the page limit.

[Response]: The requirement will remain unchanged. A bar chart schedule may reflect the level of detail appropriate for Phase 1. The bar chart schedule will also communicate a commitment and intent of the bidder to deliver the project within the scheduled construction period to meet the completion deadline.

[RFI 36]: Will the government be providing additional specifications and concept design? There is a reference in the RFP where the government would be providing this information to the Phase 2 awardees.

[Response]: The Government will provide additional specifications and design to bidders that are selected for Ph II [RFI 37]: As a follow-up to the response to RFI# 17, there is no requirement in the Phase I RFP for a bar chart deliverable. Refer to paragraph 2.7 on page 12 of the RFP. Please confirm, or provide clarity on the deliverable.

[Response]: The following is paragraph 2.7 on page 12 of 84 of the RFP. The requirement is for a narrative about the Offeror scheduling process and logic: it does not require a bar chart.

"2.7. Schedule (Narrative): The offeror shall describe how it will manage a Design-Build project schedule. The offeror must discuss its scheduling capabilities and procedures to be used for this contract, which must include schedule updates, incorporating modifications into the schedule, and other steps to be taken to maintain the construction project schedule. Discussion shall include how to start a project; discussions on important early activities such as submittals, site visits, requirements gathering, design, pre-work submittals, site organization, long lead items, commissioning, vetting sub-contractors, process for getting contractors and deliveries through gates, etc."

[RFI 38]: Please confirm that the cover, title page, cover letter, TOC, acronym list, and dividers are exempt from page count.

[Response]: Refer to item 4., page 20 of 84 in the solicitation. Volume I Phase I (Technical Proposal) (Factors 1 and 2): The information must be divided by tabs and shall be organized... TAB 1A - Factor 1 - Projects will have a maximum of 30 pages; TAB 1B – Factor 1 - CPARS & Past Performance Questionnaires will not have an applicable page limit; and TAB 2 – Factor 2 - Management Approach will have a maximum of 15 pages. The contractor team agreement/commitment shall be provided at the beginning of the Offeror's proposal and will not be included in the overall page count.

Therefore, the cover, title page, cover letter, TOC, acronym list, and dividers are exempt from the page count.

[RFI 39]: The Past Performance template (Attachment B) includes a section for "Subcontractor's Cost". Please confirm that this section is to be used when a teamed Subcontractor's past experience is being presented as Relevant Experience in Factor 1 Tab 1A.

[Response]: Refer to item 4, page 8 of 84 of the solicitation under OFERROR TEAMS: "In the case of additional projects submitted by subcontractors, the subcontractor must submit the final cost of their portion of the project along with total project cost and all other required information."

[RFI 40]: The AE (DOR) Past Performance template has a section for Cost. Please confirm that this section is intended to convey the Original and Final Construction Cost of the project, and not the AE's design fees and/or title II services.

Response: Refer to page 9 of 84 of the solicitation under 1.1 Relevancy of Past Experience, which includes a project cost measure associated with a relevant project type as follows: "Projects shall demonstrate all of the following project types (either individually or in combination thereof): Design Build projects valued at $20,000,000 (present day value) or more; ..."

Therefore, the section for Cost included in the AE (DOR) Past Performance template is intended to convey the Original and Final Construction Cost of the project, and not the AE's design fees and/or title II services.

[RFI 41]: Would recently completed PPQs that address quality, schedule, cost control, management, and regulatory compliance be permissible rather than the NAVFAC/USACE PPQ-0 form?

[Response]: Yes, with the following caveat. The information that is required to be supplied is identified on the forms provided entitled "Attachment B: Past Performance of Construction Contractor"; "Attachment C: AE (DOR)'s Past Performance"; and. "Attachment D: Past Performance Questionnaire (NAVFAC/USACE PAST PERFORMANCE QUESTIONNAIRE (Form PPQ-0))". Offerors are not required to use these forms themselves as part of their proposal, but the information requested on the forms must be in the Offeror's proposal and should be in the same format as the form. Offerors may expand the form as necessary to accommodate the required project information.

[RFI 42]: Bullet 3 includes the statement: "The proposals must be in an 8-1/2" x 11" format for which a folded 11" x 17" format may be used and shall be counted as one page provided the only information presented is the organization chart. Schedules may be submitted in 11" X 17" format, and schedule pages do not count toward page limits."

Please clarify whether 11" x 17" pages may be used and counted as two pages for information other than the organization chart or schedule.

[Response]: The request is denied. All submissions shall follow formatting instructions as specified in the Solicitation.

[RFI 43]: Is it permissible to use smaller font, ie 9 or 10 point font, for tables and figures?

[Response]: The request is denied. All submissions shall follow formatting instructions as specified in the Solicitation.

[RFI 44]: Offerors are provided 30 pages for Factor 1-Past Performance. Is it permissible to use some pages to introduce the team and their capabilities if all 30 pages are not used for the 5 project writeups?

[Response]: The request is denied. All submissions shall follow instructions as specified in the Solicitation.

[RFI 45]: "Full credit will only be given to projects that fully comply with the Design-Build criteria and only partial-credit (50% each) will be given to one or more Design-Bid-Build project(s) submitted to meet this requirement"

Please confirm that past performance references must show ALL NINE bulleted items to receive full credit.

[Response]: The extent to which the submitted projects demonstrate the bulleted criteria will affect the relevance rating for the project.

[RFI 46]: "2.6. Safety. The offeror shall discuss how they intend to manage and execute their Safety program for the contract and each task order. Include a discussion of the safety risks. Discuss how your program implements and/or adheres to EM 385-1-1. Provide an example of how accidents shall be reported to USACE. Provide EMR rates and DART rates, if available."

- The statement above references task orders, please confirm this is an error and we are not to address task orders in this section since this is a stand alone project.

[Response]: Confirmed. Any reference to task orders will be removed from this Solicitation.

[RFI 47]: 2. VOLUME I PHASE I - FACTOR 2 – MANAGEMENT APPROACH has a page limit of 15 yet we are requested to provide 12 resumes that will take a page each to meet the requirements. We respectfully request the page limit be extended OR resumes be excluded from the page limit ( currently only the org chart is excluded). This will allow us to adequately provide appropriate responses to the other items required in the management approach.

[RFI 48]: If the Government will not increase the page limit, would they allow for 10pt font in lieu of the current 11pt font requirement?

[Response]: The request is denied. All submissions shall follow formatting instructions as specified in the Solicitation.
