About this file
This is a Request for Quote (RFQ) issued by the Massachusetts Department of State Police for network services under the Massachusetts Statewide Contract ITT72. The RFQ, identified as Commbuys Bid Number BD-26-1084-POLGH-GHQ-126965, is restricted to bidders who have been awarded Categories 4, 6, 7, and 9 of Statewide Contract ITT72 for Network Services, Communications Services & Related Equipment. The project involves designing, deploying, and providing ongoing support for an enterprise multi-site network consisting of a central headquarters location and approximately 9 to 15 branch sites. Services include network discovery, architecture design, firewall and switching infrastructure installation, VPN connectivity configuration, and integration of 5G backup connectivity where available. The Department reserves the right to award bids as a whole or on an individual item basis and may negotiate changes to contract performance or costs to achieve better value. Vendor staff must maintain active CORI background clearances for this work.
The scope of work includes a comprehensive current environment discovery phase documenting existing firewall and switching infrastructure, VPN tunnels, WAN circuits, IP addressing schemes, and DHCP implementations, with deliverables including detailed network topology diagrams and circuit/tunnel documentation. The headquarters network must support an enterprise firewall with IPSec site-to-site VPN capability for 200+ tunnels with throughput scalable to 2 Gbps, along with a minimum 1 Gigabit L3 internet connection with 5G failover. The RFQ also requires the selected vendor to provide ongoing operational on-site support and security updates for hardware break/fix services under defined service level agreements, with security logs transmitted to the Commonwealth's Security Operations Center. This RFQ excludes desktops, desktop support costs, and telecommunications circuits with their recurring costs.
