About this file

This document is a Request for Information (RFI) issued by the United States Department of Agriculture (USDA) Forest Service (FS) to conduct market research. The purpose is to determine if there are qualified and interested companies capable of performing the work described in a draft Performance Work Statement to rebuild four single-family residences using mass timber construction at the Detroit Ranger District in the Willamette National Forest.

The RFI requests companies to provide information such as their company details, socioeconomic status, subcontracting plans, experience with mass timber construction, and estimated costs. Companies are asked to respond by September 17, 2024. The RFI includes concept drawings for the four residences, which range from one-bedroom fourplexes to two-bedroom duplexes, totaling 19 bedrooms. Respondents are requested to provide insight on challenges related to the project location and address various aspects of mass timber construction materials and processes.

Mass Timber Construction Materials Inquiry

August 20, 2024

The United States Department of Agriculture (USDA) Forest Service (FS) is issuing a Request for Information (RFI) FOR PLANNING PURPOSES ONLY. As part of its market research, the USDA FS is issuing this RFI to determine if there exists an adequate number of qualified and interested companies capable of performing the work in the following draft Performance Work Statement:

In September of 2020, the Detroit Ranger District (DRD) of the Willamette National Forest (WNF) experienced significant fire events that destroyed many of its resources and infrastructure.

Among the damage was the loss of four (4) single-family residences occupied by employees at the DRD compound (Detroit, Marion County, Oregon). Disaster Recovery funding was received by the WNF in 2021 to rebuild the housing units lost in the fire. To support the development of mass timber products and markets, the USDA FS Pacific NW Region and the WNF explored opportunities to include mass timber innovations in the rebuild process. The current housing concept calls for an expansion of the living space from 12 bedrooms to 19 bedrooms spread over the four separate residences (see Concept Drawing attachment, 4 pages).

Interested companies are requested to submit the following information (if you would like a copy of your responses, please print to pdf prior to submission). Upon submission, you will receive a notification of submission confirmation.

For the following questions (17 – 20), the term “Mass Timber” is defined as:

Mass timber describes a family of engineered wood products known for their strength, durability, versatility and sustainability. Mass timber products are made by taking smaller wood elements such as dimension lumber, veneers, or strands and connecting them with adhesives, dowels, nails, or screws to create larger structural building components. Engineered wood products including cross-laminated timber (CLT), nail-laminated timber (NLT), dowel-laminated timber (DLT) and glulam beams. These advanced wood products are all made with dimensional lumber. Mass plywood (MPP) is made using a similar process except it uses large sheets of veneer and can use logs as small as five inches in diameter. Mass timber panels and beams are prefabricated at manufacturing plants with specialized equipment to exact specifications. A computer numerically controlled (CNC) router adds the necessary cut outs for doors, windows, fasteners, conduit, and utilities.

17. Does your company have experience building these type of units (modular or non-modular) utilizing materials that are mass timber based?

Yes No

18. If you answered yes to question 17, what do you see as the average sq ft costs for each type?

Mass Timber Based Materials: $ per square ft

Standard Materials: $ per square ft

19. If you answered yes to question 17, is there a longer lead time for materials when compared to non-mass timber related materials?

No

Yes: Approximately months.

20. For mass timber materials, what do you get (documentation, certification, etc) that supports/proves mass timber processes were applied in the manufacturing of the materials?

Please email your completed form, by COB on 9/17/24, to: janet.paul@usda.gov
