About this file

This document is a Limited-Sources Justification (LSJ) for a firm-fixed price order under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract for the Department of Justice Federal Bureau of Prisons (Bureau).

The requirement is for the Annual Maintenance, Technical Support, and Software Licenses of the Bureau's Physical Access Control System (PACS) equipment used at nine nationwide locations. XTEC Incorporated is the sole-source provider, as they own the proprietary rights to the customized PACS equipment, software, and licenses currently installed. The estimated value of the 12-month base period and four 12-month option years is $1,216,650.90. The Bureau determined that using XTEC is the only way to maintain the existing PACS system without interrupting building access or incurring additional costs for a new system integration. This LSJ will be synopsized on SAM.gov within 14 days of order placement.

LIMITED-SOURCES JUSTIFICATION (LSJ)

FOR MULTIPLE AWARD SCHEDULE PROGRAM

Upon the basis of the following justification, prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-6(c), this justification is hereby provided for approval of the use of sources limited to fewer than those required in FAR 8.405-2, pursuant to the authority of 41 U.S. Code (USC) 251 as implemented by FAR 8.405-6(a)(1)(i)(B).

1. Identification of the agency and the contracting activity.

U.S. Department of Justice, Federal Bureau of Prisons (Bureau), Central Office, Administration Division, Acquisitions Branch, Technology Procurement Section.

2. Nature and/or description of the action being approved.

This requirement will be a single firm-fixed price order for the Annual Maintenance/Technical Support and Software Licenses of the Physical Access Control System (PACS) equipment needed to operate the card readers, enrollment stations, turnstiles, and application servers used within the Bureau Central Office Buildings (320, 400, and 901 D), Mid- Atlantic Regional Office, Southeast Regional Office, Western Regional Office, Northeast Regional Office, North Central Regional Office and Grand Prairie (DSCC). This requirement is being procured under XTEC Incorporated’s General Services Administration (GSA) Multiple Award Schedule (MAS) contract

47QSWA23D003D.

3. Description of Supplies/Services required to meet the

Agency’s Needs including the estimated value:

The Bureau intends to procure PACS Annual Maintenance, Technical Support, and Software Licenses for up to 2,500 licensed credentials and 400 readers. This system enables the Bureau to secure the entrances of the locations listed and provide proper levels of access to the facilities by utilizing the Government issued Personal Identity Verification (PIV) cards.

The estimated total dollar value of this procurement is $1,216,650.90 and is inclusive of a twelve-month base period of performance, October 1, 2024 – September 30, 2025, with four individually priced and exercisable twelve-month option years.

4. The authority and supporting rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service:

This Limited-Sources Justification rationale is supported through the implementation of FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

XTEC owns the proprietary rights to their software and licenses. Other vendors do not have access to the XTEC servers which operate the pre-installed and customized contactless access control readers at the designated nine nationwide Bureau offices. This PACS infrastructure allows the organization to change authentication mechanisms from a web-based interface, and to monitor transactions per building, or access point, which eliminates the expense to service or replace each individual card reader when an application is added to the PACS environment.

Deviating from the existing XTEC PACS equipment currently in place would cause interruption to building/restricted area access, PIV card programming issues, and require additional reinstallation/set up costs.

5. Determination that the anticipated cost to the government will be fair and reasonable:

The contracting officer determines that the anticipated cost for this procurement will be fair and reasonable as this order is to be issued under XTEC’s GSA MAS contract 47QSWA23D003D. The GSA Schedule Contracting Officer has already determined the price of supplies, fixed priced services, and rates for services offered at hourly rates, under the schedule contract to be fair and reasonable prior to contract award.

6. Description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted:

Market research was previously completed when the Bureau was met with the initial need for a PACS system. This procurement is a sole-source requirement for Annual Maintenance, Technical Support, and Software Licenses of the installed

PACS equipment and products. XTEC owns the proprietary rights for the equipment, software, and licenses. The equipment was customized at the time of installation and use of this system will allow for continued uninterrupted access.

7. Any other facts supporting the justification:

This requirement satisfies the Homeland Security Presidential Directive #12 (HSPD-12), Federal Identity, Credential and Access Management (FICAM) and related policies, mandates and standards from the Office of Management and Budget (OMB), Department of Homeland Security (DHS), and National Institute of Standards and Technology (NIST) Special Publications (SP).

Installing and utilizing two separate PACS systems could inadvertently affect the orderly running of the Bureau’s nine locations. Maintenance of the systems could be limited due to manufacture compatibility, and subject to additional costs should there be more than one program on site. The cost and delay in integrating a second PACS system would not be in the best interest of the government.

8. Actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made:

The Bureau is committed to the competitive acquisition of requirements. It is the Bureau’s policy to seek full and open competition to meet the Bureau’s requirements when such competition does not impede mission imperatives. In accordance with FAR 8.405-6(a)2, this approved LSJ and notice of award action will be synopsized on the Government Pont of Entry https://www.sam.gov within 14 days after placing the order.
