3.0 SCOPE OF WORK

The University of South Dakota seeks an agency partner that can help raise awareness of the university, strengthen its reputation and support meaningful engagement with prospective students, current students, alumni, donors, employers, policymakers and other key audiences.

The selected agency will serve as an extension of the Marketing & University Relations team and work collaboratively with university leadership and campus stakeholders to develop, implement and evaluate integrated marketing, communications and public relations strategies.

The scope of work may include:

• Developing annual and campaign-specific communications strategies that support university priorities and measurable outcomes.

• Providing strategic messaging, audience insights and positioning recommendations that strengthen USD's brand and market presence.

• Supporting major institutional initiatives, announcements and strategic priorities through communications planning and counsel.

• Identifying emerging trends, opportunities and reputational considerations that may affect the university.

• Developing and executing proactive public relations and media relations strategies.

• Pitching stories and building relationships with local, regional, national and industry media outlets.

• Identifying opportunities to elevate the visibility of university leaders, faculty, students and research through earned media and thought leadership initiatives.

• Providing media monitoring, issue tracking and earned media reporting.

• Developing strategic media plans that support awareness, engagement and conversion goals.

• Planning, negotiating, placing and optimizing digital and traditional advertising campaigns.

• Recommending audience targeting strategies, budget allocations and media investments.

• Monitoring campaign performance and providing recommendations to improve results.

• Advising on brand messaging and content strategy to ensure communications align with USD's mission, values and strategic priorities.

• Conducting performance analysis, competitive reviews and other research to inform decision-making and future planning.

• Providing regular reporting, insights and recommendations that help the university evaluate success and continuously improve its marketing and communications efforts.

While the primary focus of this engagement is strategic communications, public relations, media relations and media planning services, USD may also seek creative and content development support on a project basis.

Such work may include creative strategy, copywriting, graphic design, video production, photography, content creation and related services. Agencies should describe their creative capabilities, available resources and pricing structure for projects that fall outside the scope of the annual communications plan

Budget and Media Investment

The anticipated annual agency retainer for services outlined in this RFP is approximately $100,000. This budget is intended to support strategic planning, public relations, media relations, reporting and related consulting services.

In addition to agency fees, USD will allocate funds for paid media placement and campaign execution. Based on current and projected investments, annual media spending is expected to range from $250,000 to $350,000, with the potential for additional campaign-specific investments throughout the year. Agencies should clearly identify all fees, commissions and costs associated with media planning, buying and optimization services.

From time to time, individual colleges, schools, departments or university initiatives may allocate additional funds to support targeted campaigns. These projects may be managed within the scope of the agency relationship or proposed separately as needed. Agencies should describe their process, pricing structure and capacity for supporting work outside the annual communications plan.

Proposers should provide examples of comparable work and demonstrate their ability to deliver measurable results for organizations with marketing and communications budgets similar in size and complexity to USD.

USD is seeking a partner that brings both strategic perspective and practical execution. The agency should demonstrate the ability to collaborate effectively with an experienced in-house team, contribute fresh ideas and deliver measurable results.

The university expects this partnership to strengthen awareness of USD, enhance its reputation, expand positive media coverage, improve marketing effectiveness and support deeper engagement with key stakeholders.
