About this file

This is a Market Survey Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support for market research purposes regarding a potential Indefinite Delivery Contract (IDC). The survey, dated May 14, 2026, solicits information from potential suppliers about their capability and willingness to supply a Coupling Assembly, Self-Sealing (NSN 4730-010957013). Four approved sources have been identified: Allen Aircraft Products Inc. (CAGE 82829, P/N 8DC1000), Eaton Aeroquip LLC (CAGE 00624, P/N AE80110H), AAR Supply Chain, Inc. (CAGE 1Y249, P/N AE80110H), and Sikorsky Aircraft Corporation (CAGE 78286, P/N SS65-108G-1). The contract structure contemplates a three-year base period with up to four option years, with delivery orders to be issued on an as-needed basis against the established pricing.

The market survey requests comprehensive information regarding supplier status (manufacturer versus dealer/distributor), company size and socio-economic classifications, commercial availability and distribution networks, and commerciality determination. Respondents must address whether the item is sold to non-governmental customers in identical form, provide commercial sales history and pricing data, supply technical drawings and specifications, and clarify differences between commercial and military equivalents if applicable. The survey also inquires about capacity for the three-year base period commitment, maximum delivery quantities, minimum order requirements, lead times, quantity/price breaks, and willingness to accept guaranteed minimum order values ranging from 1% to 10% of forecasted annual demand. Responses must be submitted within seven business days to Benjamin Breidigan, Contracting Officer, DLA Weapons Support, at benjamin.breidigan@dla.mil, with all technical drawings and specifications available through the DLA's cFolders system.

MARKET SURVEY QUESTIONNAIRE

DATE: 14 May 2026 REPLY TO: DLA Weapons Support- Columbus (614) 693- 0653/ Email: Benjamin.breidigan@dla.mil

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.
