The Federal Aviation Administration (FAA) is conducting a Market Survey/Request for Information to better understand the present marketplace and identify responsible, capable sources. This survey is being performed in line with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This announcement is to conduct an updated Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors along with soliciting comments from industry for the attached draft market survey specification and drawing.

REQUIREMENT:

The Federal Aviation Administration (FAA) has a requirement to modernize Midland International Air and Space Port (MAF) Airport Traffic Control Tower (ATCT) and base building. This modernization includes the removal and replacement of: HVAC components, roofs at tower cab and base building, fire/ alarm and stop systems, electrical panels and breakers and Lightning Protection Grounding Bonding and Shielding (LPGBS). The location of the ATCT and base building is at the Midland International Air and Space Port, Midland, Texas. See the attached drawing and specification for additional information regarding the requirement.

The contractor will be responsible for providing all labor, materials, supplies, equipment, supervision, and transportation to complete the work in accordance with the specification and drawing.

The project's cost ranges between $2,000,000 and $7,000,000.

A site visit will be conducted. When the solicitation package is issued, it will include the date, time, place, and contact information.

PURPOSE:

The FAA is conducting this market survey to seek potential sources capable of meeting technical and delivery requirements, determining if there is sufficient competition to execute a full and open competitive strategy along with soliciting comments from industry for the attached draft market survey drawing and specification.

Any vendor that believes it can provide these services is invited to submit a capability statement (in contractor format) addressing its abilities to meet all of the requirements above.

This is anticipated to be a Firm-Fixed Price contract type. Work is anticipated to be completed in 365 days from Notice to Proceed (NTP). However, industry recommendations are encouraged.

The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 238220 – Plumbing, Heating, and Air Conditioning Contractors with a size standard of $19M.

All responses (one per company) are to be provided on company letterhead and limited to a total of 5 typewritten pages. No type font less than 11 point may be used.

CAPABILITY STATEMENT:

All responders must provide a Capability Statement that addresses each of the following capabilities that are of concern to the FAA. These topics are to be addressed in the order presented below.

a. Provide a brief description of your company's expertise and qualifications for performing similar efforts to the MAF ATCT Modernization Project. Address whether the effort(s) were part of a teaming arrangement and provide the name of the teammate.

b. List successful completion of similar projects to the MAF ATCT Modernization Project. The Size and type of services worked on previous contracts (elaborate and provide detail information on past performance).

c. Experience as a prime contractor administering Government contracts that are similar in size, scope, complexity and geographic area to this effort.

d. Number of years in business.

e. Size standard information (ie, Small Business, SDVOSB, Large Business, etc.)

f. Systems for Award Management (SAM), including UEI and CAGE Code information.

ADDITIONAL INFORMATION:

a. This is not a screening information request or a request for proposals of any type.

b. This is not a request for offers or proposals of any type

c. The FAA does not seek or accept unsolicited proposals

d. The FAA will not pay for any information received or expenses expended in preparing the response to this market survey: and,

e. Any fees connected with submitting a market survey are solely the responsibility of the prospective vendor.

REQUIREMENTS FOR EXPRESSION OF INTEREST:

In order to make this determination and to be considered responsive, the FAA requires the following information from interested vendors:

a. Capability Statement (addressing the ability to meet all the requirements identified in the Market Survey Draft Specification and Drawing)

NOTES: Electronic submission is preferred. Submissions must not exceed 5 pages in length for the Capability Statement. The electronic submission should be in either Microsoft WORD format or portable document format (PDF). Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received.

This market survey is for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. All Submissions must be received by 2:00 p.m. EDT on February 27, 2025. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the Offeror's responsibility to monitor this site for the release of the solicitation.
