Center of Army Analysis – CAA Subject Matter Expertise Support Market Survey

1. Market Survey Request. Army Contracting Command – Detroit Arsenal (ACC-DTA) is releasing this Market Survey to identify prospective sources capable of providing subject matter expertise on the Cost Comparison Analysis Tool for Stationing for the Center for Army Analysis (CAA).

2. Clarification of this action. This request is for a market survey. It is an inquiry intended to measure the level of industry interest and capabilities. This is not a pre-solicitation notice or Request for Proposal (RFP), no questions will be answered at this time nor will a contract be awarded from this announcement. Participation in this survey from a potential offeror is solely voluntary; no reimbursements will be made for costs associated with participation in this survey. Data submitted to the Government will not be returned but will remain archived as part of historical records. The period of performance for this effort shall be for 12 months plus three 12-month option years. Lastly, participation in this market survey, while important to Army and DoD stationing and cost analysts, is neither mandatory nor is it requisite for future participation by the potential offeror in forthcoming Government solicitations.

The CAA and ACC-DTA are conducting a market survey to identify small businesses capable of providing subject matter expertise services which includes knowledge of the prior Base Realignment and Closure (BRAC) rounds and other strategic and day-to-day stationing analysis, the Cost of Base Realignment Actions (COBRA) model, the 2016 OSD-led joint process action team, the Cost Comparison Analysis Tool for Stationing (CCATS), cost analysis and estimating, stationing analysis, and model testing. Critical tasks include the continued testing of the CCATS model: both algorithms and functionality, subject matter expertise on continued improvements and changes to the CCATS model currently being developed, and training and continued support to the DoD and Army model users.

3. Questionnaire. Offerors who are able to meet the requirements of this survey, please take the time to respond to the questionnaire below.

Instructions for Completing the Questionnaire: Interested offerors are asked to complete the following questionnaire and provide answers back electronically to Ms. Kelsey Greenwell, Contract Specialist, at kelsey.d.greenwell.civ@army.mil.

Response Format: Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word, Microsoft Excel, Microsoft PowerPoint 2007 or Adobe Acrobat. Zip files are not acceptable. E-mail attachments are limited to 10Mb in size; e-mail attachments in excess of 10Mb must be broken into smaller submissions. The subject line must read “(Company Name) response to CAA Subject Matter Expertise Support”

Note: Be sure to number your responses in accordance with our numbering system so each answer corresponds to the correct question. Also, spell out acronyms in their first instance and clearly mark any proprietary information. Respondents to this questionnaire may be contacted directly in the future for additional comments and information as potential requirements develop.

8) Have you ever planned, designed, built, maintained, upgraded, operated, and instructed on the COBRA model for DoD and Army stationing? If so, please describe in detail.

9) Do you have secret security clearance personnel?

10) Do you have personnel capable of providing algorithm and model functionality testing support?

11) Do you have personnel designated as Certified Cost Estimator Analysts (CCEA) by the International Cost Estimating and Analysis Association?

12) Do you have personnel capable of providing training and continued support to the DoD and Army users of a stationing cost estimation model?
