Attachment 1 - Relevant Background Information

Campus: The William J. Hughes Technical Center (WTHTC) (Technical Center) is a 5,000-acre campus comprised of approximately 50 occupied buildings.

Estimated Potential Patronage: Prior to COVID-19, the estimated number of potential patrons working at the Technical Center was 4,000. Currently, there are an average of 908 employees onsite Tuesday, Wednesday, and Thursday, an average of 478 employees onsite Monday, and an average of 610 employees onsite Friday, with the number of employees onsite expected to increase as time goes on. However, since the extent of occupancy and patronage cannot be guaranteed at any particular time, the Government is not and cannot be responsible for any subsequent variation in these estimates. Further the Government cannot guarantee specific gross revenues or operative costs related to any patron count and will not reimburse the Contractor for any losses of revenue.

Facilities and Equipment: The Cafeteria is Government-owned, located in the Technical Building, Building 300, on the 1st floor. The Technical Center Cafeteria area is approximately 15,000 square feet with a seating capacity of about 250 persons. This area includes the kitchen area, pantry, storage, dishwashing, refrigeration spaces, and dining area. The kitchen is Government-equipped to provide an "in-house" food preparation capability. The Government maintains all Government Furnished Equipment in the Cafeteria.

Hours of Services and Operation Responsibilities: Cafeteria service must be provided five (5) days per week, Monday through Friday (except on all federal holidays) during the hours of 7 a.m. to 3 p.m. The Contractor must serve a breakfast menu from 7 a.m. to 10:30 a.m.; serve a luncheon menu from 11 a.m. to 1:30 p.m. and serve light refreshments and snacks continuously from 7 a.m. to 3 p.m. Additional hours of service in the evenings, weekends, and/or holidays may be directed by the Contracting Officer to meet emergency conditions or circumstances. The Contracting Officer may direct early closings, as necessary.

Revenue: Payments are made to the Contractor by individual patrons at time and point of sale.

In consideration for performance of this requirement, the Contractor will be entitled to all profits over and above expenses incurred.
