About this file
This is a Market Research Survey issued by the Defense Logistics Agency (DLA) Troop Support for Textile Webbing (NSN: 8305-00-177-5069) to be used in manufacturing parachute equipment, tentage, and clothing. The government anticipates issuing a solicitation in September/October 2025 for a Firm-Fixed Price, Fixed Quantity Contract consisting of 140,000 yards to be delivered in eight phased deliveries over 12 months to Arizona Industries for the Blind in Phoenix, AZ.
The survey seeks industry input on manufacturing capabilities, commerciality, pricing, and production lead times. The acquisition strategy may result in either an unrestricted solicitation (with evaluation factors of Price, Past Performance, and Small Business Participation) or a Small Business Set-Aside (with evaluation factors of Price and Past Performance). Respondents are required to complete a detailed questionnaire and submit responses by 5 PM EST on August 29, 2025, to George B. Williams and Chari Fix. The survey emphasizes compliance with the Berry Amendment, which requires textile items to be grown, processed, or produced in the United States.
