About this file

This document is a Market Research Survey for the Defense Logistics Agency (DLA) Troop Support's Special Operational Equipment (SOE) Tailored Logistics Support (TLS) Program. The survey seeks to gather comprehensive information from potential contractors about their capabilities to support a high-volume, worldwide special operational equipment supply chain contract. The program anticipates a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with annual sales estimated at $13 billion, involving 10,000 delivery orders across 49,000 lines for 1,200 DoDAACs.

The survey covers critical contractor assessment areas including business size, government contract experience, supplier relationships, pricing capabilities, customer support infrastructure, order processing capacity, international shipping capabilities, and quality control procedures. Key contract requirements include 24/7 customer support, 90% on-time delivery rates, ability to quote 90% of delivery order RFQs, worldwide shipping across multiple combatant commands (SOUTHCOM, PACOM, EUCOM, AFRICOM), and providing ceiling pricing for potential 7-10 year contract periods. The SOE TLS Program will supply commercial products across categories like survival gear, tactical equipment, personal protection equipment, and protective eyewear for military installations and federal activities worldwide.
