About this file

This document is a Market Survey for a Potential Large Buy and/or Long-Term Contract (LTC) issued by the Defense Logistics Agency (DLA) Troop Support. The survey seeks industry input for a 15-pound portable carbon dioxide (CO2) fire extinguisher with National Stock Number (NSN) 4210-00-203-0217, with an estimated annual quantity of 7,500 units. DLA is exploring a five-year contract with two potential term structures: either a 1-year base period with four 1-year options or a 2-year base period with three 1-year options.

The survey contains 11 detailed questions for potential contractors, focusing on manufacturing capabilities, distribution, business size, compliance with source inspection and hazardous material requirements, first article testing, and pricing strategies. DLA is considering an Economic Price Adjustment (EPA) using a Producer Price Index (PPI) for Portable Fire Extinguisher Manufacturing or alternatively, negotiated option term pricing. Interested contractors are required to respond by close of business on October 25, 2025, to Amanda P. Breen at Amanda.Breen@dla.mil, providing information about their ability to meet the contract's specifications and requirements.

This National Stock Number is manufactured to fully competitive MIL-SPEC, which covers the requirements for a 15-pound size, portable, permanent shutoff carbon dioxide (CO2) fire extinguisher and shock proof mounting bracket.

DLA is seeking industry input for the above item and your business’ familiarity with the item and government procurement process.

1. Are you a manufacturer of the National Stock Number (NSN), 4210-00-203-0217?

2. If you are NOT a manufacturer of the exact item, are you a certified distributor of the manufactured goods? If you are a certified distributor, please provide the manufacturing CAGE Code for the exact NSN.

3. Is your company registered as a Large or Small Business under NAICS 339999?

4. Would this item be Commercial off-the-shelf (COTS) and sold to the general public?

5. Do you have minimum ordering quantities/amounts?

6. What are your best estimated delivery day for each order?

7. This item requires Source Inspection/Acceptance. Are you able to comply with these terms at your manufacturing facilities?

8. This item is considered Hazardous, requiring the appropriate SDS/MSDS, and Hazardous Warning Labels. Is your company able to comply with these requirements?

9. This item requires Contractor First Article Testing (FAT). Has your company, or the manufacturing source, passed FAT requirements in the last 2 years? If yes, please provide the contract number and date of testing report.

10. DLA Troop Support is seeking to establish a five-year, Long-Term Contract. DLA anticipates utilizing one of the following length of terms:

1 year base period, with four (4), one-year options OR

2 year base period, with three(3), one year options

Could your company comply with either of these terms?

11. In many procurements DLA will utilize an Economic Price Adjustment (EPA) to adjust unit prices in potential option terms on a Long-Term Contract. DLA would propose using a Producer Price Index (PPI) for Portable Fire Extinguisher Manufacturing.

If not planning to utilize an EPA, Option Term Pricing, negotiated at time of award, would be put in place.

Are either of these Option Term Pricing strategies more attractive to you?

A response is requested by no later than close of business on October 25, 2025.
