About this file

This is a DLA Troop Support Market Survey for Fire Extinguishers issued on September 18, 2025, by Ira Hedgepeth, a Contract Officer for Class IV Construction and Equipment. The survey seeks market research information for a potential indefinite delivery, indefinite quantity (IDIQ) contract for fire extinguishers with NSN 4210-01-149-1356. The annual estimated quantity is 2,910 units, with a minimum order quantity of 1,000 and a maximum order quantity of 5,000. The contract duration is anticipated to be five years, with the government interested in a DLA Direct (stock delivery) contract with FOB Destination and inspection at destination.

The market survey includes comprehensive questions covering commercial item status, pricing, manufacturing capabilities, warranties, delivery terms, and vendor qualifications. Respondents are required to provide company details, socioeconomic status, SAM registration verification, and answers to detailed questions about their ability to supply fire extinguishers. The survey emphasizes that this is for market research and planning purposes only, does not constitute a Request for Proposal, and will not result in immediate contract award. Responses are due by October 02, 2025, and must be submitted to Ira.Hedgepeth@dla.mil, with vendors needing to register with the Vendor Shipment Module (VSM) for potential future contract processing.

(6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—

(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and

(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.

(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or

6. Is this item made of any type of material that is a major cost driver?

7. If you are a manufacturer, what is the production rate for these items? How many items can be produced at one time? Is the manufacturing process a batch process or a continuous process?

9. Does your firm normally stock these items?

-If yes, how many are on hand at any given time?

-If no, would you be willing to stock these items?

11. Would your company be interested in a long-term contract for these items?

12. We anticipate the solicitation stating a required delivery of 60 days. Is this acceptable? If not, please provide the standard delivery time your firm experiences for these items. 13. If the Government wishes to use an option to extend the term of the contract, a pricing mechanism for the option year(s) will be included in any resultant contract.

If the Government wishes to use an option to extend the term of the contract, a pricing mechanism for the option year(s) needs to be included in any resultant contract. The EPA is based on a formula that is generally tied to the Producer Price Index and is limited to an aggregate of the increases in the contract unit price that should not exceed 10% of the original base year unit price. Would you be willing to accept an economic price adjustment, which would allow the Government to adjust the base contract price to achieve a revised contract unit price for an option year(s)?

17. Is the price stable for these items?

18. Are these items considered Hazardous?

19. Are you registered on DIBBS (DLA Internet Bid Board System) and SAM (System for Award

Management)?

20. Could your firm support surge and contingency plan operations for emergency situations?

21. Delivery orders issued under any resultant contract will be communicated to your firm via Electronic Data Interchange (EDI). Does your firm have EDI capabilities? If not, do you plan on establishing EDI capabilities in the near future?

22. Please list any comment, suggestions, concerns, or questions.
