About this file
This document is a Market Research Survey issued by DLA Troop Support for Respirator Air Filters with multiple National Stock Numbers (NSNs). The survey seeks to identify potential suppliers for respirator air filters used in tactical military aircraft, specifically targeting a Joint Service Aircrew Mask for Tactical Aircraft (JSAM-TA) program. The anticipated contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract not exceeding five years, with Direct Vendor Delivery (DVD) and FOB Destination terms.
The survey covers 10 specific NSN respirator air filter items from manufacturer Cam Lock Ltd, with varying estimated annual quantities ranging from 1 to 225 units. Key requirements include a lightweight, flame-resistant protective respirator system compatible with Air Force and Navy aircrew equipment, providing protection against chemical, biological, and toxic industrial threats. Interested contractors are invited to respond by April 21, 2025, by contacting Magda Gonzalez or Matthew Eckenrode, with the goal of gathering market research information to support a potential future solicitation. The survey emphasizes that this is not a Request for Proposal and imposes no obligation on the government to purchase materials.

(i) Has been sold, leased, or licensed to the general public; or,
(ii) Has been offered for sale, lease, or license to the general public;

Minor modifications means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. (6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—
(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and
(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or

5. Please explain why and how your item is unique compared to the other similar items in the industry. (If sole source)
6. Is this item made of any type of material that is a major cost driver?
7. If you are a manufacturer, what is the production rate for these items? How many items can be produced at one time? Is the manufacturing process a batch process or a continuous process?

10. If necessary, can you deliver the items to direct vendor deliveries in the continental United States? Do you have any geographic delivery limitations? Do you have any delivery terms and conditions?
11. Would your company be interested in a long-term contract for these items?
12. We anticipate the solicitation stating a required delivery of 120 days. Is this acceptable? If not, please provide the standard delivery time your firm experiences for these items. Is a ramp-up period necessary? If so, what would be the initial quantity and how much time would be required to manufacture this initial quantity?
13. If the Government wishes to use an option to extend the term of the contract, a pricing mechanism for the option year(s) will be included in any resultant contract.
-If the Government anticipated making a firm fixed price contract, would your firm be able to provide pricing on the items for the contract base period and any option years? In other words, could your firm price out 2 year, 3 years, 4 year or 5 years? If not, please state why.
-If the Government anticipated making a fixed price with Economic Price Adjustment (EPA) contract, would your firm be willing to accept this condition?
If the Government wishes to use an option to extend the term of the contract, a pricing mechanism for the option year(s) needs to be included in any resultant contract. The EPA is based on a formula that is generally tied to the Producer Price Index and is limited to an aggregate of the increases in the contract unit price that should not exceed 10% of the original base year unit price. Would you be willing to accept an economic price adjustment, which would allow the Government to adjust the base contract price to achieve a revised contract unit price for an option year(s)?
The Government anticipates using PCU3364133641, PPI industry data for Aerospace Product and Parts Manufacturing.
-Can you suggest any other appropriate Producer Price Index that would fit for these items?
14. Do you have a minimum ordering quantity and/or dollar value that you require for an individual order and if so what would that quantity and/or dollar value be?

16. Do you currently have or have you had contracts with other Government agencies? Were there any significant problems encountered? Have you provided or are currently providing the requested items to Government or commercial customers?
17. Is the price stable for these items?
18. Are these items considered Hazardous?
19. Are you registered on DIBBS and SAM (System for Award Management)?
20. Could your firm support surge and contingency plan operations for emergency situations?
21. Delivery orders issued under any resultant contract will be communicated to your firm via Electronic Data Interchange (EDI). Does your firm have EDI capabilities? If not, do you plan on establishing EDI capabilities in the near future?
22. Please list any comment, suggestions, concerns, or questions.
