About this file
This is a Market Research Survey issued by the Department of the Army to identify potential sources for the production of the Common Tactical Truck (CTT) Family of Vehicles. The CTT program aims to replace several legacy heavy tactical wheeled vehicles including the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor with six new variants: Line Haul Tractor, Off-Road Tractor, Load Handling System, Cargo Variant, Tanker Variant, and Wrecker Variant.
The survey contains 62 detailed questions covering administrative information, company capabilities, engineering specifications, manufacturing capacity, quality systems, test and evaluation experience, logistics support, and cybersecurity compliance. Key dates include responses due by March 20, 2025, with a draft RFP planned for September 2025, Industry Day in October 2025, and final RFP release in 3QFY26. The CTT vehicles must meet or exceed legacy vehicle requirements while incorporating commercial industry advances in driver safety systems, cybersecurity, autonomy, fuel economy, off-road mobility, and predictive logistics. Companies must submit responses electronically and may include proprietary information with appropriate markings. The survey states this is for market research only and does not constitute a solicitation or commitment by the government.

DISTRIBUTION STATEMENT A: Approved for Public Release
MARKET RESEARCH SURVEY
Common Tactical Truck (CTT)
1. Overview: The purpose of this announcement is to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and identify potential sources for the production of the Common Tactical Truck (CTT) Family of Vehicles (FoV). The information requested in this announcement is being sought for informational planning purposes only. It does not constitute a request for proposal (RFP) or a commitment by the Government in any way. All information will be furnished at no cost or obligation to the Government. There is no solicitation available at this time.
2. CTT Program Overview: The CTT FoV is a materiel solution intended to perform United States (U.S.) Army Tactical Wheeled Vehicle (TWV) mission roles currently performed by vehicles in the U.S. Army’s Heavy TWV fleet, which includes the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor (LHT). The U.S. Army relies heavily on TWVs capable of supporting agile and responsive sustainment and precision logistics. The CTT FoVs will be a critical battlefield maneuver and sustainment enabler, with variants capable of conducting line-haul/local-haul operations, self-load/unloading standard flat racks and containers, and transporting various mission packages to enhance the Combatant Commanders’ operational flexibility. The CTT supports widely dispersed forces through precision sustainment and provides timely delivery of supplies across complex terrain.
The CTT is intended to have the mobility, payload, survivability, and protection required to provide all classes of supply, breakbulk, containerized cargo, bridging equipment, and various mission packages from the Strategic Support Area to as far forward as the operations require. The CTT, depending on mission variants and requirements, will be designed to operate and perform its missions worldwide on primary and secondary roads, cross-country, trails, urban terrain, and in all climatic conditions. The CTT’s current and emerging warfighting domains of land and cyberspace will be highly contested, more lethal, and disruptive to maneuver and sustain operations. The CTT supports worldwide combat operations and mitigates current TWV gaps in driver safety systems, autonomy, fuel consumption, and predictive maintenance.
The goal of the CTT is a FoVs that provides Army required capabilities while incorporating as much commonality with commercial industry as possible. Aligning CTT with industry research and development (R&D) enables rapid and continuous integration of future technologies that reduce obsolescence issues. The CTT leverages industry R&D investments and allows the Army to modernize at the pace of industry, integrating new technologies with minimal cost to the Army.
The CTT FoV will consist of six variants, the Line Haul Tractor (replacing the M915), the Off-Road Tractor (replacing the M983 (HEMTT) / Light Equipment Transporter (LET) and the M916), the Load Handling System (replacing the M1120, M1074, and M1075), the Cargo Variant (replacing the M977/M985 HEMTT Cargo and M985 Missile
Transport), the Tanker Variant (replacing the M978 HEMTT Tanker), and the Wrecker Variant (replacing the M984 HEMTT Wrecker).
The requirements for the CTT vehicles are being finalized. Still, the intent of the future Performance Specification (P-SPEC) is that the CTT shall meet or exceed all of the legacy requirements for the vehicle that it is replacing while leveraging the commercial industry’s rapidly advancing fields of driver safety systems, cybersecurity, autonomy, improved fuel economy, off-road mobility, and predictive logistics.
3. Legacy Heavy Truck Information: Legacy Automotive Tank Purchase Description (ATPD) are being provided as reference to assist in understanding the future CTT requirements. The following ATPDs are attached for your reference:
