About this file
This is a Market Research Survey and Request for Information (RFI) issued by DLA Troop Support for acrylic sandbags. DLA is conducting market research to identify potential suppliers capable of providing two specific National Stock Numbers: NSN 8105-01-331-3704 (Bag, Sand, Acrylic HD Lusterless Tan) and NSN 8105-00-935-7101 (Bag, Sand, Acrylic HD Camouflage Green). The Government anticipates issuing a Firm-Fixed-Price Indefinite Delivery, Indefinite-Quantity (IDIQ) long-term contract not to exceed five years, with estimated annual quantities of 1,500 units and 1,000 units respectively for the two NSNs. All shipments will be FOB Origin with transportation arranged through DDC-Enterprise Transportation Group and the DLA Vendor Shipment Module (VSM), which contractors must register with and utilize.
Responses must be submitted by 3:00 PM EST on October 2, 2026, to Ryan.Kirlin@dla.mil. The survey requests detailed information on supplier capabilities, including business size and type (manufacturer or dealer), inventory capacity, production lead times, commercial item status, pricing for base and option periods of 2-5 years, Berry Amendment compliance for domestic production of fabric components, and EDI capabilities. Critical to this solicitation is the requirement that only acrylic sandbags are acceptable; no alternatives will be permitted. The Government emphasizes that this is market research only and does not constitute a binding commitment to purchase. Respondents must be registered in SAM (System for Award Management) and should provide company information, socioeconomic status, contact details, and responses to 21 detailed questions addressing commercial availability, foreign content, domestic sourcing, warranty practices, surge capacity, and prior government contracting experience.

The items provided within the Market Survey are being considered for solicitation and subsequent award on an indefinite delivery, indefinite quantity (IDIQ) contract. The contract, including the base period and option years, will not exceed five years. As a potential supplier of these items your answers to these questions and your recommendations concerning the items will enhance and speed the solicitation process. We are asking that you fill out this Market Survey to the best of your knowledge so that we can generate a realistic, effective, all encompassing, complete, and accurate solicitation. This is not a Request for Proposal. The Market Survey is for informational purposes only.
For this solicitation, the Government anticipates FOB Origin. Transportation will be handled by DDC-Enterprise Transportation Group.
The Defense Logistics Agency’s (DLA’s) Vendor Shipment Module (VSM) will make the transportation arrangements for all F.O.B. Origin orders. Utilization of VSM by the Contractor is mandatory. You will need to register with VSM. VSM is the Vendor Shipment Module and is the vehicle by which you will notify our transportation team experts that your shipment is ready for pick up. VSM will assess the information you provide, assign the carrier best suited for the shipment and notify you of the carrier choice. At that time, VSM will allow you to access your own contract information in order to print a commercial bill of lading, military shipping labels, packing slip, address labels and small parcel carrier labels.
For more information about VSM, contact the supply chain transportation office helpdesk at (800) 456-5507 or via email to delivery@dla.mil. To register as a VSM user, please visit https://vsm.distribution.dla.mil.
For additional information or assistance, contact the initiator of this Market Survey listed above.

(i) Has been sold, leased, or licensed to the general public; or,
(ii) Has been offered for sale, lease, or license to the general public;
(2) Any item that evolved from an item described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation;

(i) Modifications of a type customarily available in the commercial marketplace; or
(ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. Minor modifications means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor;

(6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—
(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and
(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or
(8) A nondevelopmental item, if the procuring agency determines the item was developed exclusively at private expense and sold in substantial quantities, on a competitive basis, to multiple State and local governments.

-If the Government anticipated making a fixed price with economic price adjustment contract, would your firm be willing to accept this condition?
17. Do you currently have or have you had contracts with other Government agencies? Were there any significant problems encountered? Have you provided or are currently providing the requested items to government or commercial customers?
18. Are you registered on DIBBS and SAM (System for Award Management)?
