About this file

This is a market research survey issued by DLA Troop Support to identify potential suppliers for Barbed Tape, Concertina (NSN 5660-00-921-5516). The Defense Logistics Agency plans to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a base period and option years not to exceed five years. The Government estimates annual requirements of 300,000 rolls (measured in 50-foot units) with estimated annual delivery within an unspecified number of days. Responses must be submitted by May 16, 2026. The anticipated contract structure includes FOB Origin for direct vendor delivery (with transportation managed by DDC-Enterprise Transportation Group and the DLA Vendor Shipment Module) and FOB Destination for DLA direct requirements. Contractors must register with the Vendor Shipment Module (VSM) at https://vsm.distribution.dla.mil and utilize it for all shipment notifications.

Respondents must complete a detailed questionnaire addressing their business classification (large/small business, manufacturer/dealer), inventory capabilities, production lead times, and commercial item status under FAR 2.101 definitions. The survey requests pricing information including unit prices, quantity price breaks, and estimated total prices. Additional requirements include documentation of hazardous materials content, warranty provisions, quality standards compliance, EDI capabilities, SAM registration, and past performance with government or commercial customers. Responses must include company name, CAGE code, address, contact information, socioeconomic status, and SAM verification. This market survey is for informational purposes only and does not constitute a Request for Proposal; respondents should not include proprietary information, and all response costs are the responsibility of the responding party.

The item(s) provided within the Market Survey are being considered for solicitation and subsequent award on an indefinite delivery, indefinite quantity (IDIQ) contract. The contract, including the base period and option years, will not exceed five years. As a potential supplier of these item(s) your answers to these questions and your recommendations concerning the item(s) will enhance and speed the solicitation process. We are asking that you fill out this Market Survey to the best of your knowledge so that we can generate a realistic, effective, all encompassing, complete, and accurate solicitation. This is not a Request for Proposal. The Market Survey is for informational purposes only.

For this solicitation, the Government anticipates FOB Origin for direct vendor delivery requirements and FOB Destination for DLA direct requirements. Transportation will be handled by DDC-Enterprise Transportation Group for direct vendor delivery requirements.

The Defense Logistics Agency’s (DLA’s) Vendor Shipment Module (VSM) will make the transportation arrangements for all F.O.B. Origin orders. Utilization of VSM by the Contractor is mandatory. You will need to register with VSM. VSM is the Vendor Shipment Module and is the vehicle by which you will notify our transportation team experts that your shipment is ready for pick up. VSM will assess the information you provide, assign the carrier best suited for the shipment and notify you of the carrier choice. At that time, VSM will allow you to access your own contract information in order to print a commercial bill of lading, military shipping labels, packing slip, address labels and small parcel carrier labels.

For more information about VSM, contact the supply chain transportation office helpdesk at (800) 456-5507 or via email to delivery@dla.mil. To register as a VSM user, please visit https://vsm.distribution.dla.mil.

For additional information or assistance, contact the initiator of this Market Survey listed above.

In accordance with FAR 2.101, a commercial item is defined as:

(1) Any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and—

(i) Has been sold, leased, or licensed to the general public; or,

(ii) Has been offered for sale, lease, or license to the general public;

(2) Any item that evolved from an item described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation;

(3) Any item that would satisfy a criterion expressed in paragraphs (1) or (2) of this definition, but for –

(i) Modifications of a type customarily available in the commercial marketplace; or

(ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. Minor modifications means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor;

(4) Any combination of items meeting the requirements of paragraphs (1), (2), (3), or (5) of this definition that are of a type customarily combined and sold in combination to the general public;

(5) Installation services, maintenance services, repair services, training services, and other services if—

(i) Such services are procured for support of an item referred to in paragraph (1), (2), (3), or (4) of this definition, regardless of whether such services are provided by the same source or at the same time as the item; and

(ii) The source of such services provides similar services contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government;

(6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—

(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and

(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.

(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or

(8) A nondevelopmental item, if the procuring agency determines the item was developed exclusively at private expense and sold in substantial quantities, on a competitive basis, to multiple State and local governments.
