About this file

This is a Market Research Survey and Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Troop Support to identify potential suppliers for Breathing Apparatus (NSN 4240-01-610-9970). The Government is conducting market research in advance of a planned Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a maximum five-year term (base period plus option years). The estimated annual quantity is 2,500 units with an estimated annual delivery requirement of 15 days. Responses are due by July 15, 2026, and respondents are instructed that this is not a Request for Proposal and does not constitute a commitment to award a contract. All response costs are the responsibility of the supplier.

Respondents must complete a detailed survey addressing whether items are commercial, catalog pricing availability, hazardous material content, production lead times, inventory capabilities, warranty provisions, and pricing mechanisms for multi-year contract periods. Suppliers must also confirm registration in the System for Award Management (SAM) and EDI capabilities, as delivery orders will be communicated via Electronic Data Interchange. For FOB Origin shipments, suppliers must register with DLA's Vendor Shipment Module (VSM) to coordinate transportation through DDC-Enterprise Transportation Group. The survey requests socioeconomic status information and seeks feedback on whether suppliers prefer long-term contracts or large single-quantity buys. The Government has identified specific requirements regarding packaging, hazardous material restrictions (particularly mercury compounds), and the provision of complete data packages for evaluation.

DLA Troop Support C&E Class IV Barriers Market Research Survey

Initiator:

Jennifer Roome DLA Troop Support 700 Robbins Avenue Philadelphia, PA 19111 445-737-6375 Email: Jennifer.roome@dla.mil

The item(s) provided within the Market Survey are being considered for solicitation and subsequent award on an indefinite delivery, indefinite quantity (IDIQ) contract. The contract, including the base period and option years, will not exceed five years. As a potential supplier of these item(s) your answers to these questions and your recommendations concerning the item(s) will enhance and speed the solicitation process. We are asking that you fill out this Market Survey to the best of your knowledge so that we can generate a realistic, effective, all encompassing, complete, and accurate solicitation. This is not a Request for Proposal. The Market Survey is for informational purposes only.

For this solicitation, the Government anticipates FOB Origin for direct vendor delivery requirements and FOB Destination for DLA direct requirements. Transportation will be handled by DDC-Enterprise Transportation Group for direct vendor delivery requirements.

The Defense Logistics Agency’s (DLA’s) Vendor Shipment Module (VSM) will make the transportation arrangements for all F.O.B. Origin orders. Utilization of VSM by the Contractor is mandatory. You will need to register with VSM. VSM is the Vendor Shipment Module and is the vehicle by which you will notify our transportation team experts that your shipment is ready for pick up. VSM will assess the information you provide, assign the carrier best suited for the shipment and notify you of the carrier choice. At that time, VSM will allow you to access your own contract information in order to print a commercial bill of lading, military shipping labels, packing slip, address labels and small parcel carrier labels.

For more information about VSM, contact the supply chain transportation office helpdesk at (800) 456-5507 or via email to delivery@dla.mil. To register as a VSM user, please visit https://vsm.distribution.dla.mil.

For additional information or assistance, contact the initiator of this Market Survey listed above.

Please respond no later than July 15, 2026.

(i) Has been sold, leased, or licensed to the general public; or,

(ii) Has been offered for sale, lease, or license to the general public;

(2) Any item that evolved from an item described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation;

(3) Any item that would satisfy a criterion expressed in paragraphs (1) or (2) of this definition, but for –

(i) Modifications of a type customarily available in the commercial marketplace; or

(ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. Minor modifications means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor;

(4) Any combination of items meeting the requirements of paragraphs (1), (2), (3), or (5) of this definition that are of a type customarily combined and sold in combination to the general public;

(5) Installation services, maintenance services, repair services, training services, and other services if—

(ii) The source of such services provides similar services contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government;

(6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—

(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and

(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.

(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or

(8) A nondevelopmental item, if the procuring agency determines the item was developed exclusively at private expense and sold in substantial quantities, on a competitive basis, to multiple State and local governments.
