MEMORANDUM FOR

SUBJECT: Airspace Mission Planning Division Request for Information (RFI) – KC-46 Data Staging Tool

1. The Mission Planning Mobility Air Force branch is seeking information regarding the future development of a Data Staging Tool for the KC-46 aircraft mission planning system.

2. The objective of this potential effort is to develop a Data Staging Tool to aid

KC-46 mission planners with the challenge of managing, staging, and validating the vast amount of required Data Transfer Device (DTD) files prior to loading to an aircraft. The Data Staging Tool is intended to stage, validate and authenticate required DTD files to eliminate man-hours and increase information assurance. This RFI is seeking your insight on your capabilities concerning the Data Staging Tool development.

3. This potential effort will require providing unlimited data rights to your delivery products, including source code, executable code, build environments and any tool required to build your delivery products within a common development and integration environment external to your company’s networks and systems.

In addition, this effort requires the contractor to work with an integrating contractor to develop software using standards rules and Agile Development, Independent Validation and Verification (IV&V), Configuration Management (CM), and DevOps.

4. Responses shall be in the form of a white paper that addresses the below

Questions and Problem Solution. This white paper shall not exceed 10 single-sided pages, not including Section 1, and shall be UNCLASSIFED. Contractor responses are due by noon EST on 14 June 2020.

Section 1 of the white paper shall provide administrative information (not included in the page count), and shall include the following as a minimum:

a. Name, mailing address, cage code, DUNS, phone number, fax number, and e-mail of designated point of contact.

b. Please list your Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran- owned small business)

c. CMMI Level

d. Interest as a Prime or Subcontractor

Section 2 of the white paper should clearly identify the respondent’s capabilities and recent experience (last 5 years) in providing the scope of work identified below:

1. Describe your company’s experience (within the last 5 years) with

Mission Planning systems; i.e. Mission Planning domain experience with Mobility airlift, cargo, Intelligence Surveillance & Reconnaissance (ISR), mobility aircraft, rotary-wing aircraft, or aircraft from other DoD components including payload delivery and/or airdrop capabilities.

a. Describe experience with MAF mission planning databases;

b. Describe experience with KC-46 aircraft systems;

c. Describe capabilities/experience in performing security studies, analyses, and/or surveys, as well as applying advanced tools and techniques, such as modeling and simulation to support technology development initiatives, facilitating cost and capability trade-offs, and optimizing certification processes;

d. Describe capabilities/experience providing interim and extended contractor logistics support and sustainment;

e. Describe demonstrated experience in supporting the DoD Risk Management Framework (RMF) Certification and Accreditation Process and providing requisite Information Assurance (IA) documentation;

f. Describe your method of monitoring requirements and changing requirements;

g. Describe locations where primary work described above will be located to support an Agile development approach/process.

2. Describe your company’s experience (within the last 5 years) with the

Agile DevOps and SecOps methodologies of test driven development, user input, operational testing, and common development environment expertise.

3. What is your company’s experience (within the last 5 years) working with external test organizations? (i.e. 45th Test Squadron, 28th TES, etc.)

Section 3 of the white paper should describe your company’s insights on resolving the KC-46 Data Staging problem and Data Staging Tool development.

5. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations.
