Market Research Questionnaire Field Acquisition Office Building and Facilities Section (B&F) Federal Detention Center – Miami, FL Sources Sought 15B31024PR000333
The Federal Bureau of Prisons (FBOP) is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace Chillers 1,2 &3. The FBOP, Federal Detention Center (FDC Miami) located at 33 NE 4th Street, Miami, FL 33132 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials to replace the existing three
(3) chillers and all ancillary HVAC components to include circulating water pumps, piping, valves, controls, electrical, mechanical and plumbing services.
This market research questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows: (NOTE: Requirements are subject to change)
1) Awarded contractor shall be a reputable mechanical service provider with a high level of experience to conduct Structural, Architectural, Plumbing, Mechanical, Electrical, and all disciplines to conduct full turn-key installation of a chiller system. The contractor shall provide FBOP contracting officer with all certifications of such information.
2) The Contractor shall provide a solution to selectively demolish and replace the existing chiller units, piping, condenser and chilled water pumps along with their associated system components. The existing chillers are approximately 13’-6” long and utilize a 950lbs charge of R-123 coolant each. Each chiller must be dismantled to a degree that their parts will fit into a passenger elevator and moved through standard door heights for removal from the site.
3) Dispose of existing chillers, refrigerant and oil and provide disposal documentation through a licensed recycling company. The contractor will provide this information to the Contracting Officer within 10 days after disposal.
4) The Contractor will provide for the following: Three (3) new self-contained modular chiller banks with equivalent tonnage as existing units, magnetic bearing type, energy-efficient with ease of access to conduct preventive maintenance. Installation of isolation valves necessary to conduct any future replacing or repairing of equipment. Install new control system that is capable of providing the following features – alarms, status, history, pressures, temperatures and performance of units with remote access.
5) Installation of appropriately rated chilled water pumps and motors. Installation of appropriately rated condenser water pumps and motors. Replace of all butterfly water valves, stainers, vibration isolation absorbers, provide certified pressure gauges to pumps and chillers. Replace piping and insulation as required for new units.
6) Replace make-up chilled water system with new piping, PRV valves and storage tank.
7) Replace chiller/cooling tower automation chemical loop system and all associated piping.
8) Remove all pneumatic controls from existing chiller system.
9) Remove and replace electrical wiring and components necessary to meet electrical load specifications for new chillers. Units will have individual circuits to isolate each unit to lock out for repairs when necessary.
10) Label all new and existing piping to identify its use and flow directions.
11) Provide chill water pressure, temperature, and flow meters.
12) Provide units with refrigerant charge and proper amount of oil.
13) Provide factory startup of chiller to be witness by COR and/or Facility Manager.
14) Test operations and provide report that includes sub cooling, superheat, loop static pressure, loop operating pressure, compressor amperage, condenser fan amperage, oil pressure, refrigerant pressure, and glycol mixture. Allow COR and/or Facilities representatives to witness.
15) Provide demonstration of functionality to COR, Facility Manager, and HVAC Foreman.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available.

2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement for the stated NAICS code.
