MARKET RESEARCH QUESTIONNAIRE
Advanced Occupational Education Programs
HVAC Instructor and Welding Instructor
FCI La Tuna, Texas
The Federal Bureau of Prisons is conducting market research in compliance with Federal
Acquisition Regulation, Part 10. The services will encompass the provision of AOE-Programs –
HVAC and Welding. The contractor will provide instruction in HVAC and welding that will qualify inmate graduates for at least an entry level position in the industries. These services will be provided for the prisoners held in the custody of the Department of Justice, Federal Bureau of
Prisons, located at the Federal Correctional Institute (FCI) La Tuna 8500 Doniphan Anthony, Texas 79821.
The requirement for HVAC and welding services will consist of an estimated 30 sessions per week. Each session will be defined as approximately six (1-hour sessions) hours in length per day. It is anticipated the services will be required 7:30 a.m. to 3:00 p.m. Monday through
Friday, excluding federal holiday. The schedule is subject to be adjusted to meet program requirements and the needs of the institution. A mutually agreed upon schedule between the contractor and the Bureau of Prisons will be determined following award of a contract. The
Government anticipates requiring 1,560 sessions per year for the HVAC program. This will include an estimates maximum of 20 inmate participants per class, two classed per year. The
Government anticipates requiring 1,500 sessions per year for the welding program. This will include an estimated maximum of 20 inmate participants per class.
The performance period will be for a base year, being Date of Award (DOA) through 12 months and four 12 month option periods exercised at the discretion of the government.
