Market Research Questionnaire Field Acquisition Office Building and Facilities Section (B&F) Federal Correctional Institution Edgefield, South Carolina Sources Sought 15B30325PR000144

The Federal Bureau of Prisons (FBOP) is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace Fire Alarm System. The FBOP, Federal Correctional Institution Edgefield (FCI Edgefield) located at 501 Gary Hill Road in Edgefield, South Carolina, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, incidentals, programming, and commissioning to replace the fire alarm system at FCI Edgefield. It is the contractor’s responsibility to obtain permitting, should it be required. All manufacturers’ recommendations will be required to be implemented. All equipment specified must be brand name or an equal product.

This market research questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.

A summary of the requirements is as follows:

The Contractor will remove the existing fire alarm system and install a new Edwards EST-4 Fire Alarm System or equal. The basis of the Edwards EST4 Fire Alarm System is high efficiency switch mode, increased power distribution efficiency – power supplies parallel up to 28 amps in a single node, universal 120 to 240 VAC operation, 7 AMP filtered and regulated, two 3.5 AMP outputs, temperature compensated, dual rated battery charger, electronic power limiting, automatic load testing of batteries, fully approved to UL/ULC standards and all specifications listed in the Statement of Work (attached controlled document). To consider an equal product, the Contractor will submit all technical specification of the equal product to be analyzed for approval. The Contractor shall submit shop drawing package for approval prior to commencing work. The demo and installation shall meet all federal, state, and local codes. All recommendations suggested by the manufacturer will be included in the installation. The Contractor will provide as-built drawings of the installation, clean-up work area, start-up/test, and commission the equipment upon completion of installation and train FBOP staff.

A few notes regarding all FBOP requirements:

1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available.

2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed.

All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
