Market Research Questionnaire Field Acquisition Office Building and Facilities Section (B&F) Federal Correctional Complex Coleman, Florida Sources Sought 15B30223PR000255

The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace Programmable Logic Controller (PLC) Systems. The Federal Bureau of Prisons (FBOP), Federal Correctional Complex Coleman (FCC Coleman) located at 846 NE 54th Terrace in Coleman, Florida, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, incidentals, programming, and commissioning to replace portions of the PLC system. It is the contractor’s responsibility to obtain permitting, should it be required. All manufacturers’ recommendations will be required to be implemented. All equipment specified must be brand name or an equal product.

This market research questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.

A summary of the requirements is as follows:

The new PLC systems will replace portions of the PLC system at FCC Coleman’s United States Penitentiary 2 (USP 2), and not a full replacement of the entire PLC systems. The existing systems installed at USP 2 are an Allen Bradley 1756-L7x ControlLogix PLC system and seven (7) Allen Bradley 1756-L55 PLC systems that operate the inmate duress system throughout the institution. It shall be the contractor’s responsibility to ensure that all systems are compatible and communicate with each other, and the existing and new PLC systems are commissioned and programmed to operate together.

A few notes regarding all FBOP requirements:

1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available.

The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.

2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed.

All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
