About this file
This is a Market Research Questionnaire issued by the Federal Bureau of Prisons Field Acquisition Office for a construction project to replace and repair stairwells at FCC Coleman, a medium and low security federal correctional facility located in Coleman, Florida. The FBOP intends to issue a single solicitation (Sources Sought 15B30226PR000130) and make a single award to a responsible contractor to provide all necessary equipment, labor, materials, and incidentals. The project involves repairing, replacing, and painting four stairwells at the Low Institution (A&B Unit) and six stairwells at the Medium Institution (A, B, C Units), with installation of security fencing between units at the Medium Institution. Approximately 50% of the stairwell structures at both facilities have failed due to coastal element deterioration over the past 31 years, requiring evaluation and replacement of non-structurally sound elements using ASTM-rated original materials such as I beams, channel iron, handrails, and rectangular tubing. The estimated performance period is 365 calendar days.
Responses to the questionnaire must be submitted by March 20, 2026, to jbergami@bop.gov. The questionnaire requests information on firm capability, business size (small or large under NAICS code 238190 with $19 million threshold), small business program eligibility, estimated pricing range, bonding capacity, proposal preparation timeline, and security clearance readiness. Respondents must have an active SAM.gov registration to access the Statement of Work and controlled documents; hard copies are not available. The resulting solicitation will be distributed solely through SAM.gov, with all future communications, amendments, and information posted to that platform. All contractors interested in obtaining a FBOP contract award must be registered in SAM.gov with current size metrics and NAICS code information.
