MARKET RESEARCH QUESTIONNAIRE

Highway Construction Career Certification Program

United States Penitentiary (USP) Marion, Illinois

The Federal Bureau of Prisons is conducting market research in compliance with Federal

Acquisition Regulation, Part 10. The services will encompass the provision of a Highway

Construction Career Certification program at the United States Penitentiary (USP) Marion, Illinois in accordance with the Statement of Work (SOW).

A session is defined as one hour. The contractor will normally provide eight sessions per day, five days per week, Monday through Friday excluding Federal Holidays, to reach a total of 240 sessions per year (only 6 weeks per year). Work hours will normally be between 7:30 A.M –

4:00 P.M. with a 30-minute unpaid lunch break. These hours may be adjusted to meet the needs of the institution. The performance period will be for a base year, period from the Effective

Date of Award (EDOA) through 12 months from the EDOA, four (4) possible 12-month option periods.

All potential quoters are advised if a solicitation is issued it will include the clause at

FAR 52.212-4 (July 2013) for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the SAM database. If your company is not registered in SAM, registration can be made at http://www.sam.gov/.

5. The Federal Acquisition Regulation requires the following insurance: Workers’

Compensation and Employer’s liability not less than $100,000 and General Liability no less than $500,00 per occurrence. Are these rates and requirements consistent with the customary commercial practice in the state of Illinois?

9. The procurement will be in accordance with FAR Part 12, Acquisition of Commercial

Items. In accordance with FAR 12.301 (e), Discretionary use of FAR provisions and clauses, the Contracting Officer may include the appropriate provisions and clauses in the solicitation(s) and contract (s) by addendum when their use is consistent with the limitation contained in 12.302. Therefore, the following clause/provisions will be included:

• DOJ-03, Personnel Security Requirements for Contractor Employees will be incorporated into the solicitation and resulting contract.

• DOJ-05, Security of Department Information and Systems the contractor or subcontractor may access, collect, store, process, maintain, use, transmit, or dispose of DOJ Information will be incorporated into the solicitation and resulting contract.

• DOJ-07, Prohibition on Access by Non-U.S. Citizens to DOJ IT System- acquisition in which contractors will have access to DOJ IT Systems will be incorporated into the solicitation and resulting contract.
