About this file
This is a Market Research Questionnaire issued by the Naval Surface Warfare Center (NSWC) Crane Division to solicit information from potential suppliers regarding the production and delivery of 9mm Jacketed Hollow Point (JHP) Special Purpose (+P) ammunition. The questionnaire seeks detailed information about supplier capabilities, pricing, and business terms for ammunition featuring a 135-grain JHP projectile, WPR 291 smokeless propellant, and percussion primer intended to enhance effectiveness and lethality for military weapons systems across multiple services.
The questionnaire addresses critical procurement factors including standard delivery terms (FOB Destination or Origin), payment terms, quantity discount structures, published pricing, and small business status certifications. Respondents must indicate production capacity to meet one million rounds per month within 120 days of order receipt, quality assurance standards (such as ISO-9001 compliance), and willingness to provide supporting documentation including Lot Acceptance Test Reports and Ammunition Data Cards. Additional questions target proprietary rights ownership, acceptance of contract types such as Indefinite Delivery Indefinite Quantity (IDIQ) arrangements, and willingness to provide fixed pricing over extended periods (5 to 10 years). The questionnaire also requests pricing per round or box and inquiries regarding military packaging capabilities. Responses should be submitted to Mrs. Emily Strange at emily.a.strange.civ@us.navy.mil. This market research supports the anticipated award of a Firm-Fixed-Price, five-year IDIQ supply contract with an estimated value of approximately $40,000,000.
