MARKET RESEARCH QUESTIONNAIRE
Building and Facilities Section (B&F) FMC Lexington Replace Water Tower
The Federal Bureau of Prisons (FBOP) – Facility Department is conducting market research in accordance with Federal Acquisition Regulation, Part 10. The FBOP anticipates a single solicitation will be issued to (Replace Water Tank). The FBOP, FMC Lexington located 3301 Leestown Road, Lexington, Kentucky, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to complete the replacement of water tank project at FMC Lexington.
This market research questionnaire is for information purposes only. The statement of work will provide detailed information for the requirement. The project has a performance period of 385 calendar days. The described requirement and specifications are subject to change.
A summary of the requirements is as follows:
1) The Contractor shall be responsible for all labor, materials, and equipment necessary for the fabrication, construction, installation, painting, disinfection, and testing of a welded carbon steel water storage tank built at grade level on a concrete foundation. Must certify/ demonstrate that new water tank meets all institutional water needs along with all ancillary equipment required for a fully functioning water distribution supply system. Construction of the Water Storage Tank shall conform to all requirements of AWWA D100 Standard for Welded Carbon Steel Tanks for Water Storage, NFPA 22, Standard for Water Tanks for Private Fire Protection. Tank assessment based on this basis must incorporate all the provisions of this section. The requirements of Section 3 of the AWWA D100 are superseded by any differing requirements of Section 14. 2) Installing approximately 500 feet of new 8” carbon steel discharge water pipe to tie into existing discharge line for booster pump assembly. Install approximately 100 feet of new 8” carbon steel water supply pipe to tie into existing supply water pipe. 3) Demolition of existing 1-million-gallon ground-supported flat-bottom water storage tank.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration System for Award Management (SAM) website at SAM.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.SAM.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
