About this file

This document is a Market Research Long Term Contract (LTC) Questionnaire from the Defense Logistics Agency (DLA) Land and Maritime for a potential solicitation covering 17 National Stock Numbers (NSNs). The market research survey seeks information from potential suppliers about their capabilities, interest, and pricing for a three-year base contract with option years, focusing on specific parts from manufacturers Pneudraulics, Inc. (CAGE 06177) and National Machine Company (CAGE 6L817).

Key details include the request for vendors to provide insights on contract structure, pricing adjustments, commercial item status, production limitations, and minimum order quantities. The survey asks suppliers to confirm their business size, manufacturing/distribution status, willingness to hold pricing steady, preferred contract length, and ability to provide cost or pricing data. Responses are requested within 5 business days directly to Sarah Schaff at Sarah.Schaff@dla.mil, with the goal of generating a realistic and beneficial solicitation that advantages both the warfighter and contractors.

4. Proof of availability or announcement of the Commercial Item to the general public

3. Are any of these items for sale on General Services Administration (GSA) Advantage?

|_| Yes: Provide Contract Number(s):

|_| No

VII. CONSOLIDATION:

1. The Government intends to consolidate the requirements (NSNs) into a single solicitation.

a. NSNs will still be evaluated on an all or none basis per NSN, which allows contractors to quote on only the NSNs that are applicable to their company.

b. The Government sees consolidating the NSNs as an advantage to contractors because vendors reduce duplicate efforts and thereby lower administrative costs associated with quoting on multiple solicitations over the same period.

c. Multiple NSNs can be awarded on a single contract and requirements will source automatically to the proposed LTC using DLA’s automated procurement system, which will generate delivery orders against the contract

d. Another proposed advantage is that vendors are able to reduce material costs for items on an LTC by using long term production planning, which could allow buying raw or finished materials in bulk.

e. The Government would like to ask if you, as the vendor, agree consolidating NSNs would be an advantage or if you believe it is a disadvantage. If you think this would be a disadvantage, please explain why.

|_| Advantage |_| Disadvantage -- Explanation:

VIII. DELIVERY QUESTIONS:

1. Are there production limitations for any of the item(s) of which we are requesting information? |_| Yes |_| No If yes, please annotate on the attached spreadsheet.

2. Would a minimum delivery order quantity and/or dollar value apply to these NSNs? |_| Yes |_| No If yes, please annotate on the attached spreadsheet.

IX. ADDITIONAL INFORMATION/INPUT:

It is always the Defense Logistics Agency’s intent to produce Contracts that are advantageous to both the Warfighter and the Contractor. This is best achieved through open lines of communication and informative feedback. Please provide any additional information that you feel may be of assistance in building our Acquisition Strategy and possible Solicitation development.
