UNCLASSIFIED: DISTRIBUTION A. RELEASE TO PUBLIC

MARKET SURVEY OF INTEREST

Fielding Agile Supplies, Support and Training (FASST) Family of Contracts

1. Sources Sought Notice. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is conducting a Market Survey to determine the level of interest among small and other-than-small business contractors to participate in a Multiple Award Indefinite Delivery, Indefinite Quantity (MA IDIQ) contract. The contract will provide supplies under the Fielding Agile Supplies, Support and Training (FASST) contract in support of Project and Product Managers under Program Executive Offices Ground Combat Systems (PEO GCS).

2. Purpose: The purpose of publicizing this market survey is to aid in the development of the new acquisition strategy, identify the number of interested small businesses and other-than-small businesses, and gather information for planning purposes about the capabilities of each industry source as defined in Federal Acquisition Regulation 15.201(e).

ACC-DTA’s vision for the overarching FASST contract is to provide supplies needed by PEO GCS program managers when transitioning existing and newly developed hardware from development to full-rate production, and support the fielding of these systems. The planned contract will be used to acquire hardware for vehicle systems and the ancillary vehicle support systems managed within the PEO GCS portfolio.

The PEO GCS portfolio consists of the Abrams Main Battle Tank, the Armored Multi-Purpose Vehicle (AMPV), the Bradley Fighting Vehicle, Foreign Military Sales (FMS), the M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System (HERCULES), the Mobile Protected Firepower (MPF), the Paladin Self Propelled Howitzer System, the Extended Range Cannon Artillery (ERCA) system, the Stryker Combat Vehicle, and sub-systems to include ancillary charging, testing, vehicle fault analysis, and servicing equipment used to maintain them.

ACC-DTA is requesting responses from both small and other-than-small businesses that are currently providing similar hardware and services of this nature.

The input will help ACC-DTA ascertain the interest, capability, and capacity of all potential offers. The projected ordering period for this planned contract is expected to be a minimum of five (5) years and no more than ten years.

If solicited, ACC-DTA will potentially issue one Multiple-Award, Indefinite Delivery Indefinite Quantity (MA IDIQ) RFP that will result in awards to an undetermined amount of other than small and small businesses.

3. Intended Scope of FASST: The purpose of this MA IDIQ is to create a competitive contract to streamline the acquisition process for PEO GCS. This contract vehicle will take the place of standalone procurements, and serve to competitively acquire hardware that has been developed under other contracts. This MA IDIQ contract is intended to provide existing and newly developed hardware using part numbers and/or drawings such as:

– Hardware Production, resulting from Upgrades (Engineering Change Proposals (ECPs), Material Work Orders (MWOs), Pre-Fielding failures)

– Electronic and Electrical components

– Training & Test equipment

The intention of this contract is not to provide development or services.
