About this file
This document is a Request for Information (RFI) issued by the United States Army Corps of Engineers, Huntsville Center (CEHNC), in support of the Defense Intelligence Agency (DIA). The RFI seeks information on interested and qualified vendors capable of providing a complete installation of a Photovoltaic (PV) Carport Assembly and Battery Energy Storage System (BESS) at the DIA Headquarters located at Joint Base Anacostia Bolling, Washington, D.C.
The key requirements include a minimum 7.0 Megawatt (MW) nominal power generation using parking lots and garages, with panels providing a minimum efficiency of 20 watts per square foot, up to 1.0 MW of BESS, and compliance with the Buy American Act. Respondents are requested to provide a whitepaper/capabilities statement addressing various technical, security, and business-related factors by June 13, 2024 at 10 AM CST. REQUEST FOR INFORMATION (RFI)
FY25 Defense Intelligence Agency (DIA)
Procure and Installation of Photovoltaic (PV) Carport Assemblies
1.0 Description
The United States Army Corps of Engineers, Huntsville Center (CEHNC), in support of the Defense Intelligence Agency (DIA), is seeking information on how many interested and qualified vendors could provide complete installation of a PV Carport Assembly and Battery Energy Storage System (BESS) that will provide for passive power generation at DIA Headquarters at Joint Base Anacostia Bolling, Washington, D.C.
The Government is performing market research to determine if any firms are capable of providing the design and installation of the complete system as well as building tie-in.
1.1. The following are the required salient features:
Minimum 7.0 Megawatt (MW) nominal (nameplate) power generation using parking lots and garages identified in the attached Figure 1. Panels will need to provide a minimum efficiency of 20 watts per square foot for power generation.
Up to 1.0 MW of BESS located at the HQ facility.
All design, engineering, construction, installation, and building connection requirements.
The finishes of the new PV assembly shall be weather resistant and not cause adverse effects to the panel assembly or system for each of the four seasons.
Comply with Buy American Act.
Network capability with remote monitoring and maintenance services.
1.2. Request For Information (RFI) Only. This RFI is issued solely for information and planning purposes – it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
