About this file

This is a Market Intelligence Request (RFI) issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base, dated 31 March 2026, soliciting vendor responses regarding capabilities for an All-reflective Afocal Relay for Cryovacuum Chamber project.

The Government seeks information from vendors in NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) to assess their suitability for this acquisition. Vendors must address four key technical capability areas: (1) design experience with afocal relays for cryovacuum chambers, including experience with facilities similar to the Arnold Engineering Development Complex (AEDC) and milestone management processes (PDR, CDR, RR); (2) fabrication and integration approaches from design through testing and installation; (3) testing and commissioning methodologies to verify operation and performance; and (4) typical data deliverables including design documentation, test reports, training materials, operational and maintenance manuals, P&IDs, schematics, installation plans, manufacturing plans, FMEA, and system test plans. Vendors must also provide budgetary estimates for a business process prototype phase and full project execution, with delivery required no later than FY27Q4. Additionally, vendors must demonstrate compliance with 10 U.S.C. 4022 "Appropriate Use of Authority" by selecting one of three criteria: participation by a nontraditional defense contractor or nonprofit research institution; all significant participants being small businesses or nontraditional contractors; or at least one-third of project costs funded by non-Federal sources. The project requires NIST SP 800-171 and Joint Certification Program (JCP) compliance; vendors must provide their CAGE code by 9 April 2026 (COB) for compliance validation before accessing Distribution D documents. Market Intelligence responses are due 21 April 2026 (COB). The Agreements Officer is ERICA A. ANGLIN. This is not a Request for Proposal, and award is not guaranteed.

SUBJECT: Afocal Relay Optics – Market Intelligence Request

The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for All-reflective Afocal Relay for Cryovacuum Chamber. This is not a request for proposal, and an award is not guaranteed to be made. Information received is intended to help the Government determine the final acquisition approach. To help the Government assess your company's suitability, please provide concise responses to the following key questions:

Technical Capabilities (Top 4):

Design Afocal Relay for Cyrovacuum Chamber: Describe your company’s experience in designing afocal relays for cyrovacuum chambers. Specifically, address your experience with cryovaccum chambers, afocal relays in an industrial or test environment similar to Arnold Engineering Development Complex (AEDC). Outline your typical process for managing milestones such as Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and Readiness Reviews (RR).

Fabrication and Integration: Summarize your approach to developing a fully functional afocal relay optics for cyrovacuum chambers, from design and fabrication to installation and testing. Outline your typical process for managing milestones.

Test and Commission: Summarize your approach to testing and commissioning the relay optics for cyrovacuum chamber to verify operation and performance. Outline your typical process for managing testing and commissioning afocal relay optics.

Data Deliverables: Describe the typical reports and data you provide for a project of this scope, including design documentation, test reports, training, operational and maintenance manuals. Give examples of key deliverables such as Operational Drawings (P&IDs, Schematics), Installation Plans, Manufacturing Plans, Failure Modes and Effects Analysis (FMEA), and System Test Plans.

Budgetary & Timeline Information:

Please provide the following budgetary estimates and acknowledge the required need dates:

A budgetary price for a business process prototype for this project, which may consist of project management elements, a finalized developed statement of work, etc.

A budgetary price for the actual execution of the full project, understanding the known need delivery no later than FY27Q4.

10 U.S.C. 4022 - Appropriate Use of Authority:

Provide a brief overview of how your company anticipates satisfying the "Appropriate Use of Authority" requirement as defined in 10 U.S.C. 4022(d)(1)(A)-(C). Specifically, indicate which of the following criteria (A, B, or C) your company intends to leverage and provide a brief rationale for your selection:

(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.

(B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the Small Business Act (15 U.S.C. 638)) or nontraditional defense contractors.

(C) At least one-third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.

NIST SP 800-171, Distro D Information, and Joint Certification Program (JCP):

This project requires adherence to NIST SP 800-171 and JCP. To understand the technical performance parameters necessary to meet this requirement, you may request access to documents marked as Distribution D.

To request these documents, and before you can receive them, your company must undergo a NIST SP 800-171 and JCP compliance vetting process. Please provide your company's CAGE code to the Agreements Officer, who will then validate your organization's NIST SP 800-171 compliance and JCP active status.

Important: Distribution D attachments will be released only after the successful validation of your company's NIST SP 800-171 compliance and JCP active status. Failure to meet this requirement will prevent access to this critical project information.
