About this file

This document is a Sole Source Determination & Justification for the procurement of a Broadband Acoustic Tracking System (BATS) manufactured by EdgeTech for the Oregon Department of Fish and Wildlife (ODFW) Marine Program. The BATS system is needed to provide precise, reliable, and consistent position data for two beacons simultaneously at distances up to 1500 meters during remotely operated vehicle (ROV) seafloor surveys. The system includes a BATS processor/console, hydrophone, beacons, a motion sensor, and associated cables. This is a single purchase with an estimated cost of $67,100. The justification cites the need for compatibility with the program's existing software, equipment, and survey methodology, as well as the lack of viable competitive alternatives that can meet the technical requirements.

The sole source procurement is being conducted pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275. This is not a solicitation, but a notice of the sole source determination for the acquisition of the BATS system. The procurement involves the jurisdictions of Lincoln County and the City of Newberg in Oregon.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Scott Marion Date: 1/31/2023

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services:

Describe Goods or Services you wish to purchase. Give sufficient details: make, model, manufacturer, part number, quantity, etc.

The Broadband Acoustic Tracking System (BATS) manufactured by EdgeTech is a USBL (Ultra Short BaseLine) acoustic tracking system intended for tracking underwater objects at long range. The system includes:

EdgeTech part # Component Details Qty 0018254 BATS Processor / Console rack mounted 1 0002935 Deck cable 30 m 1 0020277 BATS MF Hydrophone model 4213 1 0012945 Omni-directional beacon programmable, model 4380 2 0014496 beacon power supply for model 4380 beacons 1 0018524 Motion Sensor (MRU) in horizontal pressure housing 1 0002940 MRU cable 10 m length 1 https://www.edgetech.com/product/usbl-broadband-acoustic-tracking-system-bats/

Reason for Need:

Describe the background or environment leading to need. Describe what it is that you need:

functionality, outcome, results, unique qualities, expertise, etc.

Background: The tracking system is needed for implementing video surveys of the seafloor using the Marine Program’s Remotely Operated Vehicle (ROV). During ROV surveys, the vehicle on the seafloor is controlled by pilots on the surface vessel via an umbilical cable, and the USBL acoustic tracking system tells the pilots the exact location of the ROV relative to the vessel. A beacon is mounted on the ROV, and the hydrophone on the vessel acoustically sends and receives signals from the beacon, which are interpreted by the processing console. A second beacon is fixed on the tow weight that pulls the umbilical through the water. The console also receives information about the boat’s pitch and roll from the motion sensor, allowing it to determine the actual direction and distance to the two beacons.

This tracking system will replace a prior generation USBL system, also from EdgeTech, which has been in use since 2001 and is in need of replacement.

Need: We need precise, reliable, consistent position data for two beacons simultaneously at distances up to 1500 m during ROV surveys. Specific needs include: tracking the ROV to 300 m depths in acoustically noisy environments; high performance in water columns with stratification and thick scattering layers; ability to simultaneously track two acoustic targets; ROV depth data transmitted directly from the beacon; beacon independent of ROV (not wired in); compatibility / integration with other software our surveys depend on (Hypack); compatibility with existing equipment (prior EdgeTech beacons, EdgeTech MRU, heading sensor); compatibility with mounting configuration on our ROV.

Single or Multiple Purchases:

Specify if this justification is for a single purchase or multiple purchases.

Single purchase.

Estimated Cost:

Total estimated dollar value of the purchase or contract.

$67,100

Research Leading to Determination:

Describe the Market Research that was conducted that supports the sole source purchase of the requested product or service.

Market Research should include the following:

• Source of the information - Internet search, trade journals, other governmental agencies, professional organizations, catalogs/industrial periodicals, etc.

Colleagues conducting similar work in government agencies in CA and WA were consulted on performance of competing technologies, and no viable alternatives were identified. Over many years, we have monitored alternative products via trade publications and internet searches and found no competitive alternatives. Internet searches were conducted and specifications of alternate products were examined.

• Supporting Documentation - Attach documentation or include information obtained showing comparisons of similar products or services available. List mandatory need vs capabilities and functionality of products or services researched proving that the requested product or service provider is the only product or service provider that can meet your minimum requirements.

Similar products:

Alternative USBL products include Advanced Navigation Subsonus (https://www.advancednavigation.com/acoustic-navigation) or EvoLogics (https://evologics.de/), but those either require wired integration with the ROV, which is not possible in our case, or are optimized for acoustic data transmission (reducing tracking performance), or do not support ranges as long as the EdgeTech system. They are also unproven for reliability under at-sea survey conditions over long periods, relative to the industry-standard, reliable EdgeTech systems.

• Compatibility - Describe any compatibility issues or requirements to maintain efficient utilization with existing equipment or continuation of consistent services (ex:

research or studies that build on previous results - consistency in study and evaluation methods).

Compatibility with our existing software and survey equipment is critical, as we do not have the capability to re-structure our survey approach to accommodate additional computers, screens, and data streams. We have invested in Hypack software (including ongoing licensing) to manage our survey planning and tracking, and the USBL system must integrate the ROV and tow-weight positions into the same on-screen display that also shows the current vessel position, heading, speed, our planned survey lines, and background maps of seafloor features.

Other compatibility benefits to using the EdgeTech BATS system include the cost efficiency of capitalizing on our other existing equipment, including ability to continue to use our existing EdgeTech beacons, deck cable, EdgeTech motion sensor (MRU), and heading sensor, either as backup systems or installed on alternate vessels. Also installation of the EdgeTech beacons can be achieved without wiring into the ROV and using existing mounts.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

Provide findings supporting your determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.

Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.

Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.
