REQUEST FOR INFORMATION (RFI)
I. Disclaimer
This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued.
Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary.
II. Introduction
General Services Administration (GSA) Federal Systems Integration and Management Center
(FEDSIM) is releasing this Request for Information (RFI) on behalf of the United States Marine
Corps (USMC). The purpose of this RFI is to assist the Government in conducting market research and identifying commercially available and relevant capabilities to provide services that meet USMC requirements for innovative workforce development solutions centered on digital design and manufacturing technologies. Responses will aid in the development of the acquisition strategy and Performance Work Statement (PWS) refinement. This information will be used for market research only; the Government is not obligated to release a future solicitation.
III. Background
The USMC’s Marine Maker Initiative is seeking an innovative workforce development solution centered on digital design and rapid prototyping technologies. The successful solution for the
Marine Maker effort will establish “makerspaces” at several USMC installations, furnish those locations with equipment, and provide rapid-prototyping training to uniformed Marines and
Government civilians in United States and overseas locations. Additional support provided to
Marines will be providing limited rapid prototyping support, managing skills-challenges for
Marines, developing curriculum and teaching advanced rapid-prototyping topics, and providing occasional full-time-equivalent personnel in some established maker spaces. A makerspace is a community-operated workspace where people with common interests, such as additive manufacturing, computer aided design, fabrication, machining, electronics and programming, and other hands-on skills can meet, socialize, and collaborate. This effort supports the Secretary of the Navy’s 2015 Implementation Plan for Additive Manufacturing: a call to harness the collective energy of the Marines and the Government civilian workforce to provide hands-on prototyping, improve the use of advanced manufacturing, implement team innovation training, and champion creative problem solving. The most recent service level guidance and doctrine associated with Force Design 2030 and Expeditionary Advanced Base Operations calls for
Marines at the tactical level to be technically capable critical thinkers and improvisers. The
Marine Maker Initiative builds off the global maker movement in areas such as digital design, 3D printing, 3D scanning, electronics building, computer coding, metal working, laser cutting, and digital milling.
IV. Functional Areas
The Government is seeking solutions with the following desired capabilities and characteristics:
A. Provide maker curriculum development and training facilitation services at U.S. and overseas (e.g. Okinawa, Japan; Darwin, Australia) Government furnished properties and/or non-Government furnished makerspaces, if approved by the Government. Basic topics to be taught are to include, but not limited to: computer aided design, additive manufacturing, basic circuitry design and prototyping, microcontroller and single-board computer use, basic programming, laser cutting. Advanced topics that may be taught time-to-time include but are not limited to: software defined radios, drone design and construction, sensor data collection and analysis, and computer vision.
B. Design layouts for state-of-the-art on-site maker-spaces for prototyping (design and fabrication), training, hands-on technical skill building and deliver commercial off the shelf (COTS) equipment and its associated software (e.g., additive manufacturing, computer aided design, robotics) to the Government
C. Provide on-site full-time-equivalent support at some of the established and furnished maker spaces at the direction of the Government. Support may be at OCONUS locations
(e.g. Hawaii; Okinawa, Japan) and duties will include running training out of the maker space, managing and maintaining equipment within the maker space, providing technical support to Marines and service members, and providing access to the maker-space to service members.
D. Provide maker space collaboration services to support physical and digital Marine Maker
Initiative projects and events (e.g., design sprints, workshops, and design challenges). A design sprint is a time-constrained, multi-phase process that uses design thinking with the aim of reducing the risk when bringing a new product, service, or feature to the
Government. A design challenge is a time-constrained, prompt-driven contest that encourages participants to solve problems in a constrained manner in which a winner is identified.
V. Government Estimate
The Government currently estimates the total amount of this requirement to be in excess of
$10,000,000 over a one-year base period and four, one-year options.
VI. Submission
Provide the following information in response to this RFI:
● Description of your solution as it relates to the Functional Areas (Section IV) to provide makerspaces at several USMC installations, furnish those locations with equipment, provide training to uniformed Marines and Government civilians in United States and overseas locations, and facilitate design challenges and sprints. Provide examples of prior or potential implementations of the technology that highlight the solution’s capabilities.
● Business and Solution information as follows:
1) If a company has a product or service that meets some but not all of the above specifications, the company should indicate whether their product can be adapted/modified to meet the specifications and the Level of Effort (LOE) that will be required to do so.
2) If the capability or solution was developed under any Small Business Innovation
Research (SBIR) contract (Phase I, Phase II, or Phase III) note the respective agency, contract number, the Phase, and whether the contract is complete or on-going.
3) Provide any current Federal Government contract vehicles your company currently holds, the contract number, and the respective agency they are with. If the respective product or service is available on any of them, please note the contract number it can be found on. Provide information on how the product is normally procured or sold (i.e., is it available commercially, is it dual use technology (Government and commercial), does it generally require development or modification based on the specific customer, etc.).
● Complete written responses to this RFI are to be submitted to the above referenced e-mail addresses. Responses are limited to 5 pages (contractor to determine format), however, the total number of responses is unlimited. GSA’s e-mail system has a 25MB size limitation for individual e-mails.
Responses to this RFI are due back no later than COB July 14, 2023, at 12:00 PM ET. Questions shall only be submitted in writing (e-mail) to the points of contact and should be submitted no later than 12:00 PM ET on June 22, 2023.
