About this file

This is a Marine Corps Administrative Message (MARADMIN) announcing the second sequence fielding of bioelectrical impedance analysis (BIA) devices to support the Marine Corps Body Composition and Military Appearance Program. Issued on December 5, 2024, the document details the distribution of 54 BIA devices to selected Fleet Marine Force and Headquarters Marine Corps units during the first quarter of FY25. The Inbody 770 is currently the only TECOM-approved BIA device, with the Management Control Number (MCN) 6515-00-M00-0678. Devices include a 4-year warranty as part of a service level contract, with receiving units responsible for daily care and operation. Units that violate warranty terms are responsible for replacement costs; replacements outside warranty coverage require unit funding.

The selected recipient commands span three Marine Expeditionary Forces (I MEF, II MEF, and III MEF) and include division headquarters, marine regiments, air groups, logistics groups, Marine Expeditionary Units, forward-stationed commands in Spain and Japan, and warrior workload balancing nodes. By January 1, 2025, command physical training representatives (CPTR) and force fitness instructors (FFI) must complete BIA familiarization training using TECOM-published materials and be certified by their commanders before administering assessments. BIA evaluations are required only for Marines exceeding maximum weight standards who fail circumference (taping) measurements or present unsuitable military appearance. Body fat percentages must be verified by CPTR or FFI prior to formal BCP assignment, with results documented on printed sheets signed by verifiers and recorded in MCTIMS. Marines may travel to alternative BIA locations for verification, with identity verified via Common Access Card. A survey in the second quarter FY25 will solicit feedback to inform potential future fielding. Supporting documentation including warranty information, training templates, technical contact details, and daily care guidance is available at https://www.fitness.marines.mil.

GENTEXT/REMARKS/1. The purpose of this MARADMIN is to announce the second sequence of bioelectrical impedance analysis (BIA) device fielding. Reference (a) was the first BIA device fielding.

2. Reference (b) announced that effective 1 January 2023, Commanders will not formally assign Marines to the body composition program (BCP) or separate Marines for BCP failure unless body fat is estimated by BIA and validated by a unit representative. Training and Education Command (TECOM) is conducting sequence two of fielding BIA devices to the Fleet Marine Force and Headquarters Marine Corps units in support of a long-term plan to transition all body composition evaluation from height/weight tables and circumference method to viable alternatives.

3. The second fielding of 54 BIAs to selected locations will occur during the first quarter of FY25. The following commands have been selected to receive one BIA device each:

3.a. I MEF (I MEF HQSVC) 3.a.1. 1st MARDIV 3.a.1.a. 1st Marine Regiment 3.a.1.b. 5th Marine Regiment 3.a.1.c. 7th Marine Regiment 3.a.1.d. 11th Marine Regiment 3.a.2. 3rd MAW 3.a.2.a. MAG 11 3.a.2.b. 4. Commands/units that receive BIA devices in this fielding tranche must support or allow access to any Marine Corps unit that has not been identified to receive a BIA. Marines requiring body fat verification may be required to conduct unit funded travel to locations where approved devices are fielded.

5. Units must use TECOM approved BIA models in the conduct of body composition evaluations (BCE). Currently, the Inbody 770 is the only USMC approved BIA device. TECOM will continue to monitor the capabilities available in the commercial marketplace. If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible.

6. TECOM Human Performance Branch (TECOM HPB) coordinated with commands in paragraph 3 to confirm shipping addresses and unit supply points of contact to receive BIA devices.

7. A survey in 2d quarter FY25 will solicit feedback on fielding that will inform potential follow-on fielding.

8. Upon receipt, all commands that are a custodian to a base property office must report all key supporting documentation to their base property office so that the BIA device may be added to their DPAS custodian account. Commands that are not a custodian to a base property office will coordinate with their parent command for their BIA device to be entered into DPAS through a base property office. The vendor will supply a copy of the warranty, receiving invoice with BIA serial number, item unique identification (IUID) number, and management control number (MCN) for units to enter into DPAS. The following is the MCN number for the BIA devices:

6515-00-M00-0678. For assistance with DPAS utilize the following email: MCICOM_G4_DPAS@usmc.mil.

9. BIA devices have a 4-year warranty as part of the service level contract. Receiving units are responsible for the daily care and operation of BIAs. Units must adhere to the daily care and terms within the warranty to receive warranty support. If warranties are violated, commands are responsible for replacement. For any device replacement outside of warranty coverage, it is the unit’s responsibility to replace their BIA device via unit funding.

10. No later than 1 January 2025, command physical training representatives (CPTR) and force fitness instructors (FFI) will conduct initial BIA familiarization training using the materials published per para. 15 until MarineNet training is updated.

Commanders will verify that CPTRs and FFIs have conducted BIA Training using the TECOM published materials and will certify each CPTR and FFI prior to any CPTR or FFI administering BIA assessments, using the commander’s training certification letter.

A template of the commander’s certification letter is published per para 15. Once MarineNet Course FFDBCP02 is updated, CPTRs and FFIs will be required to recertify their training to include BIA training procedures.

11. Body composition evaluations (BCE) using BIA are only required for Marines who exceed their maximum weight standard and fail the circumference method (taping) or for Marines that present an unsuitable military appearance due to improper weight distribution, as determined by their commander.

12. Body fat percentages must be verified by a CPTR or FFI prior to formal assignment to BCP. The BIA device printed results sheet is required as proof of verification and must be retained in accordance with reference (c). A CPTR and FFI must sign the bottom of the results sheet and create a separate calendar event in MCTIMS to document body fat verification.

13. If a Marine is not within height and weight standards, then the

CPTR or FFI will conduct a BCE initially using the taping technique.

If a Marine is not within standards using this method, then the CPTR or FFI must conduct a BCE using an approved BIA device within 7 working days. The BCP assignment process may be initiated while Marines await the conduct of a BIA scan.

14. Marines required to travel for a BIA scan may have their scan verified by a local CPTR or FFI prior to BCP assignment rather than using the CPTR or FFI assigned to the Marine’s command. If a Marine must travel to another command location for body fat verification, the Marine’s identity must be verified by the local CPTR or FFI conducting the BIA scan via Common Access Card. A physical copy of the results sheet will be provided to the Marine to take back to their unit. The verifying CPTR or FFI will also send an electronic copy of the results sheet to the Marine’s unit CPTR, FFI, or unit operations section via encrypted messaging.
