Interactive, Intuitive, Web-Based, Cloud-Hosted, Mapping Solution to Support Training Delivery at the Center for Domestic Preparedness (CDP/FEMA/DHS)
1.0 General
1.1 Background
The CDP is a federal entity (a component of the Department of Homeland Security). On March 1, 2003, the CDP transitioned from the Department of Justice (DOJ) to the Department of Homeland Security (DHS). CDP was subsequently included in the new DHS Preparedness Directorate. Enactment of the Post-Katrina Emergency Management Reform Act (PKEMRA) on April 1, 2007 resulted in the realignment of most of the DHS Preparedness Directorate functions to FEMA. FEMA established the National Preparedness Directorate (NPD) and aligned many of the former DHS Preparedness Directorate functions into the NPD, to include the CDP.
As a national training facility located in Anniston, Alabama, the CDP prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction, by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training classes delivered by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) incidents; mass casualty incidents; and incidents involving hazardous materials by providing advanced, hands-on and classroom-based state of the art training.
The Noble Training Facility (NTF) at the CDP is the only hospital facility in the United States dedicated solely to training hospital and healthcare professionals in disaster preparedness and response. The facility includes classrooms, exercise and simulation areas, an emergency operations center, emergency department, clinical ward, and an isolation ward for ‘patients’ with highly infectious diseases. Training conducted at NTF includes, though not limited to, Emergency Medical Operations for CBRNE Incidents (EMO), Hospital Emergency Response Training for Mass Casualty Incidents (HERT), and Healthcare Leadership for Mass Casualty Incidents – Integrated Capstone Event (HCL-ICE). Presently, EMO, HERT and HCL students train with varying forms and designs of simulation tools, all of which help to facilitate a multitude of learning objectives. To bolster simulation capabilities in management-level classes and other programs participating in training exercises at NTF, the CDP requires an interactive, intuitive, web-based mapping solution. Present capabilities are antiquated and fail in leveraging the sophistication and expertise available on the commercial market today.
1.2 Scope
The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach providing the best value and meeting the requirements outlined herein. The contractor shall provide the Government customer an interactive, intuitive, web-based, cloud-hosted, mapping solution that supports training delivery at the Center for Domestic Preparedness located in Anniston, Alabama. Contractor tasks include integrating selected components of FEMA’s Emergency Management Institute’s (EMI) Exercise Support Simulation Document (ESSD) into the required mapping solution. Additional tasks include mapping and cartography, application development, training the Government customer on use of the platform and providing technical support and hosting throughout the life of the contract. Contractor-generated data and maps shall be the property of the Government. The contractor shall maintain the web-based application and ensure hosting and delivery via a FedRAMP-certified cloud. The contractor shall ensure its mapping solution configures with WebEOC or similar emergency management software application configured with standard mapping and GIS integration protocols.
2.0 Contractor Tasks
The contractor is fully responsible for the development, hosting, maintenance and delivery of an interactive, intuitive, printable, web-based mapping simulation application in support of multiple CDP training programs. The contractor shall perform all tasks associated with mapping and cartography, application development, training the Government customer on use of the platform and providing technical support throughout the life of the contract. The mapping simulation application, hereafter referred to as the mapping solution, will be based upon the state of Columbia, a fictional community developed to support training and exercises at FEMA’s Emergency Management Institute (EMI). Toward extrapolating the maps and base layers required to develop the web-based mapping solution, the contractor shall refer to EMI’s Exercise Support Simulation Document (ESSD) located at https://training.fema.gov/programs/essd/curriculum/1.html.
Note: FEMA developed the ESSD for use at EMI and other training and exercise organizations at the national, state, local, tribal, territorial governments, the private and nonprofit sectors, and the public. The ESSD is a compilation of information and resources that would typically be available in any community as they respond to and manage an emergency or disaster in a local community. FEMA understands that not all communities are set up like the community described in the ESSD. However, emergency responders and organizations may adapt the ESSD, as appropriate, in support of community-specific exercises and training events.
2.1 The contractor shall configure the mapping solution with the state of Columbia initially visible to the user.
2.2 The contractor shall include the following maps as base layers to the state of Columbia, ESSD Appendix Z.1. (Appendices included below to facilitate identification within the ESSD):

2.4 The contractor shall create a new map representing the city of Fisherville. The map shall be similar in appearance to the Central City map located in Appendix Z.6., ESSD. The Government will provide details related to roadway and railway networks, landmarks, police/fire stations and other critical infrastructure following contract award.
2.5 The contractor shall create a new map for Model City, a fictious city featured in CDP’s Incident Command System Emergency Operations Center Interface Workshop. The Model City map shall be located to the west of Columbia in the state of Marshall. The map shall be similar in appearance to the Central City map located in Appendix Z.6. in the ESSD. The Government will provide details related to roadway and railway networks, landmarks, police/fire stations and other critical infrastructure following contract award.
2.6 The contractor shall configure the mapping solution to allow users the ability to toggle base layers on and off. Users shall have the ability to populate information, including, but not limited to, incident sites, command posts, HAZMAT evacuation zones, and Community Lifeline resources. Users shall not have the ability to edit foundational data comprising maps or diagrams.
2.7 The contractor shall configure the mapping solution to allow users to populate maps and diagrams with varying data and then save them as image or PDF files.
2.8 The contractor shall ensure maps and diagrams are printable. Maps and diagrams shall have sufficient resolution so as to allow for clarity in a 36-inch x 48-inch print.
2.9 The contractor shall configure the mapping solution to allow users to seamlessly run simultaneous exercises without cross-populating data from one user to the next.
2.10 The contractor shall configure the mapping solution to allow for facilitation of inter-disciplinary, multi-jurisdictional exercise play; that is, multiple, geographically dispersed participants shall be able to overlay varying data onto a single virtual map in the course of a training exercise.
2.11 In similar fashion to Para 2.10, the contractor shall configure the mapping solution to allow participants to overlay real-world data onto real-world maps/communities in the course of a training exercise. For example, if users from Salt Lake City were participating in an exercise, managers at CDP would be able to utilize a GIS map of that community; additionally, managers would be able to overlay real-world fire stations, hospitals, command posts, evacuation zones and so on.
Note: It is understood that the capability addressed in Para 2.11 will not necessarily manifest itself in the mapping solution’s initial development. The Government customer understands that this capability will evolve over time.
2.12 The contractor shall configure the mapping solution to operate across Android and iOS platforms.
2.13 The contractor shall configure the mapping solution with permissions within student and instructor modules. The Government will provide input regarding permissions following contract award.
2.14 The contractor shall configure the mapping solution to integrate with WebEOC or similar emergency management software application configured with standard mapping and GIS integration protocols; such configuration shall allow the user to quickly retrieve mapping and resource data that will be used in critical decision-making.
2.15 The contractor shall create a resource annex (table of contents) for each map/diagram inclusion; the resource annex shall be similar in layout to the annex located in the ESSD.
2.16 End users shall have the ability to incorporate a (mapping solution) training exercise onto an Adobe Connect or Zoom platform.
2.17 The contractor shall avail itself throughout the base year of the contract toward providing training to the Government customer on use of the platform; to facilitate training, the contractor shall develop an instructor training guide and a user training guide.
2.18 The contractor shall provide ongoing technical support and FedRAMP-certified cloud hosting throughout the life of the contract.
2.19 The contractor shall meet via a remote meeting platform with the COR and other members of the project team within 7 calendar days after contract award for a start work meeting. The contractor shall be prepared to discuss the content and frequency of progress meetings over the base year of the contract. The contractor shall prepare electronic reports detailing the results of all scheduled meetings with the Government customer.
3.0 Deliverables
