About this file

This is a Living Wage Certification Form required by the Town of Manchester, Connecticut, for the Manchester Police Uniforms, Equipment and Supplies procurement (ITB #22/23-48). The certification mandates that all bidders declare their status as either a Covered Employer subject to the Manchester Living Wage Ordinance or qualify for an exemption. The form requires bidders to certify their compliance with living wage requirements prior to bid submission, with failure to complete the certification resulting in bid rejection. The procurement covers police department uniforms and equipment across approximately 100 line items, including duty shirts, pants, jackets, body armor, duty belts, and specialized apparel for various police units, with quantities ranging from 3 to 750 units per item. The bid was released on February 7, 2023, with questions due by February 16, 2023, and bid responses due February 21, 2023, at 11:00 am. The contract term is one year from award with two optional one-year extensions, and the town requires on-site measuring services and proper uniform fitting at no additional cost, with delivery timelines of 60 days for dress uniforms and 45 days for other items.

Bidders must indicate whether they are exempt from the Living Wage Ordinance based on one of three criteria: nonprofit status with 501(c)(3) tax exemption, employment of fewer than 25 eligible employees, or annual contract value under $25,000. The town reserves the right to assess liquidated damages of $50 per day for late deliveries and will award contracts based on what is most advantageous to the municipality, whether by individual item, total bid, or grouping. Price adjustments for contract extensions will be indexed to the Bureau of Labor Statistics Consumer Price Index. The town will provide patches, chevrons, and service stripes, with the vendor responsible for proper application. No specific budget range or incumbent information is disclosed in this certification form.
