About this file
This is a cylinder specification document issued by the Maine Department of Transportation (DOT) for the procurement of original equipment manufacturer (OEM) hydraulic cylinders to support fleet maintenance operations. The specification details requirements for heavy-walled steel tube hydraulic cylinders that must be completely rebuildable and compatible with existing DOT equipment. Maine DOT requires a total of 10 cylinders across three configurations: two 3.5-inch bore by 34-inch stroke double-acting cylinders with 1.5-inch rods, two 3.5-inch bore by 43-inch stroke double-acting cylinders with 1.5-inch rods, and six 3-inch bore by 30-inch stroke double-acting cylinders with 1.5-inch rods. All cylinders must be single-stage, double-acting units rated for 2,500 psi working pressure. The specification does not identify specific response dates, due dates, or award dates, though it notes that delivery timeframes may be considered as a factor in the evaluation. Bidders must submit questions through the Question and Answer link on the Solicitation Details View page, with all responses appearing in that same forum.
Cylinders must meet stringent material and durability standards, including liquid salt bath nitriding treatment of the shaft and head to achieve Rockwell C scale hardness of 55-60 and corrosion resistance approximately five times greater than hard chrome plating—a critical requirement for salt environment exposure during winter highway maintenance operations. Chrome rods are explicitly not acceptable for this application. All cylinders must include a minimum two-year factory full replacement warranty. The specification does not address pricing terms, set-asides, incumbent information, funding sources, or contract term and renewal options.

Cylinder Specifications:
This specification is intended to describe the requirements for OEM hydraulic cylinders for DOT Fleet maintenance operations.
General requirements:
Cylinders must be heavy walled steel tube hydraulic cylinders with removable pressure packing and cylinder rods. Cylinders must be completely rebuildable and compatible with current cylinders in use by the DOT. Cylinder rods must be treated with a nitriding process, chrome rods are not acceptable for this application. The shaft and the head shall be processed through a liquid salt bath nitriding treatment to enhance the surface hardness and corrosion resistance. This process will increase product longevity in a salt environment such as winter highway maintenance. Cylinders must have a minimum of 2 year factory full replacement warranty.
Cylinder rod hardness achieved will be Rockwell C scale 55 – 60, and corrosion resistance will be roughly five times that of hard chrome plating.
The single stage double acting cylinder will have a working pressure of 2500 psi.
Dimensions and number of Cylinders required:
2 - 3-1/2” bore x 34” stroke double acting, single stage, with 1-1/2” rod 2 - 3-1/2” bore x 43” stroke double acting, single stage, with 1-1/2” rod 6 - 3” bore x 30” stroke double acting, single stage, with 1-1/2” rod
Delivery Days may be a factor in the Reward.
