About this file
This document is a Justification for an Exception to Fair Opportunity (J&A) for the Department of the Navy's Mid-Atlantic Regional Maintenance Center. The document seeks to award additional work to an unnamed contractor for maintenance, modernization, and repair of a naval vessel during a Continuous Maintenance Availability (CMAV) scheduled from April 21 to May 30, 2025. The justification cites urgent operational needs, stating that providing fair opportunity to other contractors would result in unacceptable delays of approximately 60 days, potentially disrupting the ship's scheduled deployment.
The key details include a critical timeline where the work must begin by April 21, 2025, and be completed by May 30, 2025. The contractor is described as the only company capable of performing the work under such short notice, enabling the vessel to meet its fleet mission commitments. The Contracting Officer has determined the anticipated costs to be fair and reasonable, based on historical data, an Independent Government Estimate, and the Project Manager's technical knowledge. The document emphasizes the urgency of the work and commits to reviewing future acquisitions to promote full and open competition where possible.
