Subject: Combined Synopsis / Solicitation RFP: MACPAC-11-0020 – Task Order Contract for Projects relating to Medicaid and State
Children’s Health Insurance Program (CHIP)
Attached is solicitation number MACPAC-11-0020 which seeks contractors capable of undertaking projects on a potentially wide range of topics relating to Medicaid and CHIP. The Medicaid and CHIP Payment and Access Commission (MACPAC) is soliciting proposals to establish multiple award Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contracts. Tasks may include: conducting literature reviews and preparing research papers; undertaking policy analyses;
conducting data analyses; assisting with data development and management;
convening panels of experts; conducting structured interviews; administering small scale surveys; organizing and conducting site visits; providing actuarial analyses;
analyzing state budget and operational impacts; assisting with report preparation;
and conducting additional services as requested.
All services offered shall be in accordance with the terms and conditions of solicitation number MACPAC-11-0020.
Questions regarding this Request for Proposal (RFP) must be submitted in writing via e-mail no later than Wednesday, September 7, 2011 at 4:00 PM Eastern Standard Time (EST). You may email questions to contracts@macpac.gov.
Offerors must submit proposals by Thursday, September 29, 2011 at 12:00 noon EST. Proposals received after this date and time will be considered late and will not be considered for award. MACPAC requires that proposals be valid for a period of up to 120 days after submission.
Offerors are requested to submit technical and business management and cost/price proposals in accordance with ATTACHMENT A – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS and ATTACHMENT B – EVALUATION FACTORS FOR AWARD of the RFP.
One original and six copies of the technical proposal and one original and six copies of the business management and cost/price proposal under separate covers must be submitted to the following address:

In addition to the above, the following documents must also be submitted with offerors’ proposals:
1. An executed Standard Form (SF) 1449 with all required blocks, as specified at the top of the form, completed. Offerors should submit one signed original of SF 1449 and 6 copies.
2. Completion of the pricing tables in Clause 1.3.2 of the RFP for inclusion in the offeror’s business management and cost/price proposal. These tables may be “recreated,” but must replicate the exact content of the pricing tables contained within Clause 1.3.2.
Offerors are advised that an award may be made without any follow-up, clarification, or negotiation with individual offerors. For this reason, proposals should provide an offeror’s best offer from a technical and cost standpoint. Failure to provide all required information could result in an offeror’s proposal not receiving full consideration.
