APPROACH. This should not be construed as a commitment by the Government for any purpose. The intent of this notice is to identify qualified contractors interested in providing proposals for a competitive Multiple Award Task Order Contract (MATOC) construction contract vehicle. All information is to be submitted at no cost or obligation to the U.S. Government. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No award will be made as a result of this market survey.
NSWC IHD is seeking potential sources for a MATOC MACC in which potential sources are capable of performing large complex facilities and processing actions. By utilizing MACC, the Government can support requirements on short notice by competing the large complex requirements among the contract holders of the contract vehicle vice initiating a new source selection process for each requirement as it may arise. This contract vehicle will issue Firm-Fixed Price (FFP) task orders. During the life of the MACC projects will be identified as task orders and will be competed amongst those successful contractors who receive a base contract.
The work will consist of multiple disciplines in Design-Build (D-B) and construction for large complex projects. Projects to be performed will primarily consist of general and industrial construction projects, including maintenance, repair work, renovation, alteration, construction, demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos-containing material, welding and masonry, conductive flooring, and any necessary design. Successful contractors will be required to furnish all labor, tools, materials, equipment, supervision, personnel, and all else necessary to complete each project.
The majority of the work will be performed at Indian Head, Maryland and surrounding annexes and stations requiring support. This contract may require awardees to provide their services to additional locations up to a three hundred (300) mile radius from Indian Head, MD. Using the Contractor’s Information Form, Contractors are required to identify whether they are capable of supporting facilities within a three hundred (300) mile radius from NSWC Indian Head. The Contractor may be provided complete plans and specifications, sketches, no design, or may be required to propose on design-build projects. Depending on the work to be accomplished, additional prescriptive Unified Facilities Guide of Specifications (UFGS) will be required.
If a MACC is awarded, the U.S. Government reserves the right to determine if a project will be competed under said MATOC MACC vehicle as a task order. The resulting base contracts, if any, are anticipated to have a five (5) year ordering period (Base period of two (2) years plus three (3) one (1) year option periods with an aggregate value of up to $98,000,000 ($98 M) which will be shared amongst all MACC holders. Contractors will compete for task orders which typically range between $1,000,000 ($1 M) to $5,000,000 ($5 M); however, task orders below or above these amounts may be considered if deemed to be in the Government’s best interest. Task orders may require both design and construction services. The Government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum amount will be guaranteed for each awardee.
The North American Industry Classification System (NAICS) code for this procurement is 2362, Nonresidential Building Construction, with the small business size standard of $45M. The Product Service Code (PSC) will be determined at the task order level.
