Yes, IAW Attachment A, DD254, of the solicitation, in Box 1(A) "Level of Security Clearance (FCL) Required; Secret".

Can personnel assigned to do the work possess an interim SECRET clearance?

PWS 9.0

Yes, individuals proposed as part of the Contractor's may have interim Secret Clearances to meet the clearance requirement. However, if after award the individual cannot obtain a secret clearance they will be removed from the contract.

What is the canine support- level of training green, single, multi-purpose?

N/A

This contract requires administrative support only. There is no requirement for contractor support for actual MWD training.

What is the quantity of canines needed within the duration of the contract?

Canines will NOT be purchased under this contract by USMC. Dogs are purchased by the U.S. Air Force which is the

IAW PWS Section 3.8, the Contractor shall "Attend and provide support as needed at the annual MWD Working Group

(WG) and produce the deliverables report from the conference." The Joint Service Military Working Dog Committee

(JSMWDC) provides a framework to attain an institutional objective for the DoD MWD program. It serves to synchronize DoD MWD program stakeholders to ensure the DoD is postured to align DoD MWD program planning and execution to strategic priorities and to manage institutional, policy, and operational risk associated with the DoD

MWD program. The JSMWDC consists of a chair, voting members, and other units and agencies. Academia, Research

& Development, and other personnel may be invited when required.

This contract will not be used to purchase canine support equipment. This contract will support the overall logistics and management to obtain the support equipment and to establish the requirements documents for the equipment within the USMC MWD program.

IAW PWS Section 2.0, "The purpose of this requirement is to acquire technical, analytical, logistical, acquisition and financial services, to support the MWD program and its mandated mission." There is no requirement for the contractor to transport canines.

In accordance with PWS Section 3.4 the Contractor will "Support program initiatives to identify training shortfalls to ensure MWD sections receive the necessary training and expertise to effectively conduct the billet assignments of handler, trainer and kennel Master."

This contract will support the development of MWD program modernization within the scope of PWS Section 3.0. The purchase of equipment stemming from modernization initiatives will not be part of this contract.

Who governs the certification process and quarterly compliance review of standards and practice? PWS 3.1

Headquarters Marine Corps Military Working Dog Program Manager and staff. MCO 5585.5A is the policy for all qualification processes. The contractor will be responsible for updating all of this policy based on input from the

MWD Program Manager and Staff IAW PWS Section 3.1.

Does the contract support the development of data capture, data mining, and output platforms? PWS 3.3

IAW PWS Section 3.3, the contractor will provide conceptual ways to change and update the Working Dog

Management System (WDMS). They will also check all reports in the database for accuracy and basically troubleshoot data. The contractor "will not" provide any programming input to WDMS.

Who governs the Working Dog Management System and are the standards of practice requirements relative to this contract established?

PWS 3.3

Headquarters Air Force, DoD Military Working Dog Program Managers Office. IAW PWS 3.3, the Contractor shall document and test enhancements to the WDMS and will provide conceptual ideas and input for updating the system.

ITAR Certification- what are the contractor requirements for ITAR compliance on European involvement?

Not a requirement for this contract. IAW PWS Section 3.9, the contractor will provide administrative support to the

MWD Program Management Office at meetings involving cooperative efforts with foreign military units. USMC is currently the custodian for NATO Standardization Agreement (STANAG) 2623- MILITARY WORKING DOG (MWD)

PWS 8.0

IAW PWS Section 8.0, the Government will provide Contractors a USMC laptop to access websites that are only accessible via Government networks. All other support equipment shall be provided by the Contractor. IAW PWS

Section 9.2, Contractor personnel will be required to obtain Common Access Cards (CAC) that will be provided by the

Government.
