SOURCES SOUGHT NOTICE

Subject: HQMC, LP Professional Services IDIQ
THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.
Marine Corps Installation Command (MCICOM) Contracting anticipates issuing a solicitation for a multiple award IDIQ contract for commercial professional services in support of Headquarters Marine Corps Installations & Logistics (I&L), Logistics Plans, Policies and Strategic Mobility Division (LP).
1. DESCRIPTION:
Background: The Marine Corps is evolving and transforming to effectively support and sustain its status as a global expeditionary force amidst uncertain threats, aging weapon systems, ever-increasing technology, reduced manpower and declining budgets. Marine Corps defense systems must be prepared to support commanders across the battlespace and provide improved solutions, addressing both anticipated and unanticipated Marine Air-Ground Task Force (MAGTF) challenges.
The Deputy Commandant for Installations & Logistics (DC I&L) is responsible for the vision, strategy, policy, resourcing, and processes that support the effective employment and readiness of Marine Corps defense systems in support of logistics operations and training. To that end, DC I&L must understand available and emerging technologies, to include their interoperability, effectiveness and sustainability in deployed environments, to pursue initiatives for Marine Corps defense system logistics and maintenance modernization. Additionally, DC I&L must be prepared to understand, evaluate, and affect action on technologies, programs, and processes (current and future) relevant to the logistics mission including, but not limited to, the following: additive manufacturing; data interoperability; unmanned logistics systems; maintenance; supply; distribution; provisioning; logistics IT portfolio management; and secure logistics transactions.
DC I&L enhances the lethality of the MAGTF through logistics speed, agility, and flexibility via the following methods: improving logistics policies; modernizing logistics processes; implementing proven technology and best practices; developing and enforcing standards of performance; and fully integrating the supporting establishment as the fifth element of the MAGTF. These methods deliver an end-state of improved policies, processes, procedures and technologies that provide optimal support to every operational Marine, regardless of location or mission.
Scope: The scope of this contract will include various types of professional services to support DC I&L through the various branches under the Assistant Deputy Commandant I&L, Logistics Plans, Policies and Strategic Mobility Division (ADC (LP)).
Potential Task Areas include: Strategic Communications Management; Logistics Advocacy; Information Technology Portfolio Management (IT PfM); Naval Logistics Integration / MAGTF Logistics Integration (NLI/ MLI); Joint Deployment and Distribution Enterprise (JDDE) Governance and Materiel Distribution Processes/Initiatives; Passenger and Personal Property Transportation Programs and Initiatives; Transportation Finance Management Programs and Initiatives; Maintenance Modernization; Information Technology Domain Services; Marine Corps Prepositioning and War Reserve Program Life Cycle Management; and Enterprise Ground Equipment Management.
Areas of expertise may include program management, logistics management and innovation, analytical support, communications, portfolio management, policy review, subject matter expertise and financial management types of services.
The work described below is representative of the type of requirements that may be anticipated throughout the life of this contract. Specific tasks would be initiated through separate task orders.
Potential Task Areas/Support required:
· Strategic Communications Management: Communications Planning; Developing Communication Products: Website Design; Outreach events; Social Media Support, technical expertise, etc.
· Logistics Advocacy: Advocacy Program Management Support; Process Analysis; logistics subject matter expertise; technical and operational evaluations; systems engineering; Policy Review; Writing/Development of Directives / Plans; coordinating conferences/meetings, etc.
· Information Technology Portfolio Management (IT PfM): Analytical and technical expertise in IT PfM; Logistics IT Strategy review; policy / strategy development/review; Logistics Operational Architecture; Technology Analysis; Logistics IT PfM Governance; Logistics IT PfM discovery and technology innovation; collaborate with R&D organizations; Cyber Operations Policy Analysis, etc.
· Naval Logistics Integration / MAGTF Logistics Integration (NLI/ MLI) Support: Analytical and technical expertise in support of NLI / MLI programs; Theory of Constraints (TOC) and Lean Six Sigma modeling; Continuous Process Improvement Initiatives Support, etc.
· Joint Deployment and Distribution Enterprise (JDDE) Governance and Materiel Distribution Processes/Initiatives: Analytical and technical expertise in area of JDDE processes and initiatives; JDDE Program Support; draft policy guidance; etc.
· Passenger and Personal Property Transportation Programs and Initiatives: Program Support; Technical Expertise; Financial Support; Financial Reconciliation, Billing, Cost support; draft policy guidance; subject matter expertise; Process Improvement; Site Assist Visits; Business Case Analysis; Working Group participation; Analysis and Reporting; Customer Service Support; Quality Assurance, etc.
· Transportation Finance Management Programs and Initiatives: Analytical/Technical Support in transportation billing, metrics, data analysis and financial auditability; Program Support; finance management support; subject matter expertise;
· Maintenance Modernization: Analytical and technical expertise in Maintenance modernization programs; Program Support; Strategy and Plan development; research / review program requirements; gap / risk assessments;
· Information Technology Domain Services: Web-based Logistics Training Course Development and Maintenance; curriculum design; Technical Support; etc.
· Enterprise Ground Equipment Management (EGEM) Support: Technical and Analytical support to facilitate EGEM; Operations Analysis and Support; Gap & Capability Analysis; Financial Data Analysis; data migration; business rule development; Governance Analysis; Strategy Development; Policy Development, etc.
· Program Management: Coordinate deliverables; program management plan; recurring reports; perform quality control; program management reviews;
· Prepositioning and War Reserve Program Life Cycle Management: Engineering research, development, testing, experimentation, and analysis to promote and advance operational research and critical analysis of the Maritime Preposition Force, Marine Corps Prepositioning Program-Norway, War Reserve and other prepositioning programs; Combat system development and fielding plans; evaluation of Integrated Product Team (IPT) Prepositioning Work; Acquisition and Lifecycle Management Support / Analysis; etc.
· Logistics Innovation/Next Generation Logistics: Engineering Research, development, testing experimentation and analysis to promote Logistics Innovation; Technological Innovation; Logistics Innovation Challenge; Future Capabilities Development; Project Coordination and Information Management; Innovation Engagement Events; etc.
Security Requirements: There will be both unclassified and classified work required. Some contract personnel will be required to maintain a SECRET Security Clearance and some will be required to hold a Top Secret Clearance. A Top Secret Facility Clearance is anticipated to be required as well.
2. PLACE OF PERFORMANCE:
Work will be performed at both Government and Contractor facilities. Performance location (on or off site) will be specified at the task order level but is expected to primarily be in the Washington D.C. / Northern Virginia area. Remainder of performance will be at contractor facilities. There will be travel associated with some of the tasks as well.
3. PERIOD OF PERFORMANCE:
The ordering period is expected to be for five years. Resultant task orders are expected to include a one-year base period with up to four (4) one-year option periods. The contract ordering period and task order performance is anticipated to begin late October 2019.
4. ESTIMATED COST:
The rough ceiling estimate for the total requirement (5 years of support across all the IDIQ contracts regardless of how many contracts are awarded or task orders are issued) is between $85 - $99M. This is not a firm estimate and is only being provided for informational purposes so contractors are aware of the magnitude of this requirement.
5. NAICS:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 Administrative Management and General Management Consulting Services, with the corresponding size standard of $15.0 million. This Sources Sought Notice is requesting responses to the following criteria ONLY from sources that can provide the required services under the NAICS Code.
6. RESPONSE INSTRUCTIONS:
Interested vendors are requested to include the following information:
1. Name of Organization, Cage Code, DUNS Number, Telephone Number, Address, and Email address for the primary point of contact.
2. Business Size under NAICS 541611 (i.e. Large, Small, SDVOSB, etc.). If a Small Business, your plan to adhere to FAR 52.219-14 Limitations on Subcontracting, in the event this acquisition is set aside for small businesses. If applicable, describe any partners your organization would utilize during the performance of the effort and brief summary of the partner’s capabilities relative to the specific tasks required.
3. Description of your organization’s capabilities, experience, and history with regards to staffing a large, professional services contract with a broad range of required skill areas and expertise. This description should demonstrate your organization’s ability to perform the services described in this notice. Please include recent contracts of similar scope and magnitude your organization has performed.
4. Description of your organization’s staffing and reach-back capability to provide a qualified staff of professional employees in a timely manner in response to task order requests.
5. Description of your organization’s ability to respond to task order requests in a timely manner.
6. Feedback on the anticipated NAICS code.
7. Questions or additional comments on this sources sought notice.
