1. DESCRIPTION:

Background: Marine Corps Installations Command (MCICOM), Facilities Directorate (GF), has the core responsibility for the management of approximately 740 Unaccompanied Housing (UH) facilities at 24 installations. MCICOM is responsible for the management and oversight of these facilities, and for housing services provided to our Marines. Currently, the primary tool used to manage the unaccompanied operations is uniformed Marines. These uniformed managers are temporarily detailed from their units for not less than 12 months and are responsible for the day-to-day housing operations of the facility. The intent is to augment the housing staff personnel with contract personnel. MCICOM GF requires contractor assistance in providing housing property management services across the regions and installation in support of managing and improving the Marine Corps’ UH Program.

Scope: To obtain Housing Property Management Support for UH service members residing in USMC barracks. The intent is for each installation to have the flexibility to assign the task(s) that fits the requirement(s) of their program within the scope of the PWS to enhance their operational support and contribute to their success in providing housing support and services to our Marines.

The Contractor will be responsible for: coordinating Housing Program activities and providing detailed responses to inquiries from internal and external sources to the Marine Corps; assisting in the development, analysis and coordination of Housing requirements determination for all personnel (i.e. permanent party, students, and recruits), providing background information and advice on housing issues, entering housing data, assessing facilities, entering and tracking maintenance requests, following up on resident requests and providing technical guidance on basic policies and procedures.

MCICOM requires experienced and trained housing property managers and staff to ensure the housing is managed and maintained in accordance with MCO 11000.22 Chapter 10 and DoD 4165.63M, Housing Management.
