Community of Interest Questions & Answers
1. What date will the contract become effective and or announced?
The contract effective date will be 29 September 18.
2. The current policies that are to be reviewed are to be done on each of the bases listed individually?
No.
Or will the policy be available and the same for each base?
Deliverables applicable across the entire force regardless of geo-location.
If so will that be provided in a paper version or digital copy?
Those documents requiring review will be provided electronically, working groups required to produce the deliverables will be coordinated to ensure max participation and economical advantage.
3. Is a portion and or an allowance for office space something that is permittable to include as an expense?
This is a firm-fixed-price effort; therefore, all labor rates and pricing totals shall be inclusive of all overhead, G&A, profit, etc.
4. Is it required to visit each of the bases listed for implementing the new training program?
No. Many occupational series can be worked at one location and implemented virtually to other locations.
5. Is September 29th the due date for this initial contract application?
The contract effective date will be 29 September 18.
6. Will the offeror be permitted to propose additional labor categories as long as position descriptions are provided?
Additional labor categories can be proposed to succesfully support tasks in the PWS.
7. Please confirm that offerors are only requires to submit resumes for key personnel and advise if resume submission for non-key personnel are acceptable.
Resumes are only required for Key personnel. Resumes for non-key personnel are not required.
8. The following series are missing: 6901 and 2152. Does the Government no longer consider them part of the Log COI?
Series 6901 and 2152 are part of LOG COI. Series have been added to the PWS.
9. “The Contractor must upload the final OSCR for each job series to the COI SharePoint site and ensure LPC-3 has access to it at all times” Are we expected to develop, manage access, and maintain this site or just upload the documents? Also, do the other COIs have SP sites?
There is no Development, Maintenance, or Access Management responsibilities for the Contractor. LPC- 3 requires access to the documents to accomplish QASP compliance verification. LPC-3 is establishing a consolidated Share Point Page to facilitate upload, access, and distribution. Government COI Managers, and Contractors in support of this effort will be provided access. Final versions will be submitted to the HQMC Webmaster for publication on the respective website.

10. The minimum qualifications for the PM state the following: “Demonstrates experience in OCSR and/or career guide development with academic and commercial industries”. Please explain what is meant by academic and commercial industries. Are you looking for academic certifications and industry best practices or experience working in the academic in commercial environments?
Intent is to either show academic accreditation or demonstrate direct experience applying academic/commercial best practices in the development of the required products.
11. Can the Government provide insight into the specific number and type of deliverable for each COI listed in the solicitation?
The nature of variance among occupational series makes it difficult to accurately state the number of OSCR, historically this has averaged 20; the government understands that the complexity of some occupational series can adjust this number higher or lower. The CDG and ATP 1 per COI.
12. Will all 4 COIs require OSCR Prioritization Recommendations 45 days post award?
No, Admin COI will not be participating. Admin COI series have been removed from the PWS.
13. Will all 4 COIs require CDG Prioritization Recommendations 90 days post award?
No, Admin COI will not be participating. Admin COI series have been removed from the PWS.
14. Since the government anticipates a FFP contract award, can the Government clarify why contractors are required to report hours into the Enterprise-wide Contractor Manpower Reporting Application?
DoD is required to incorporate the Enterprise-side Contractor Manpower Reporting Application (ECMRA) standard language into all service contracts per NMCARS PART 5237.102-90.
15. Just to confirm: each resume cannot exceed 2 pages, they are not included in page count and should be placed in the appendix.
Resumes cannot exceed 2 pages. They are not included in the 10 page limit and shall be included in the Appendix.
16. For the role of Program Manager, would the Government accept as an equivalent eight (8) years of experience supporting COI efforts in U.S. Intelligence Community agencies, to include the USD(I)/DCIPS, DIA, and DoD Intelligence agencies?
As stated in the PWS, the 8 years of experience in supporting COI efforts can be for the USMC OR DoD.
Therefore, experience supporting COI efforts in DoD intelligence agencies would be considered.
