Subject: USMC Identity Operations Sustainment Support
THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A
REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND
SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

DESCRIPTION:
1 BACKGROUND:
The United States Marine Corps (USMC) leads the services in developing and employing Identity
Operations and Identity Activities in support of Marine Air Ground Task Force (MAGTF) global operations. The Identity Operations enabler allows for the positive, physiological identification of transnational actors that are affiliated with terrorist and organized crime organizations that pose a threat to our forces and to our national security interests. Identity Activities provides for biometrics, exploitation, and analytical capabilities to deployed forces and installation requirements. As the nature of the operational environment increases in complexity, the need to synchronize Identity Operations and Identity Activities becomes more essential for Marines to establish the identity, affiliations, and authorizations of an individual, deny anonymity to the adversary, and protect our assets, facilities, and forces for both Afloat and Ashore operations.
The Security Branch, operating under the Deputy Commandant, Plans, Policies, and Operations
(PP&O) Security Division, is responsible for generating, implementing, and measuring the effectiveness of service policy governing the Marine Corps Identity Operations program and serves as the advocate. The Marine Corps Identity Operations program is responsible for the development, implementation, oversight of Service doctrine and policy, training, tactics, technologies, and coordination with other Department of Defense (DOD) and interagency partners to support mission area across all MAGTF. The Marine Corps Identity Operations section is charged with coordinating the development and execution of service plans and policies related to biometrics, forensics, and identity management capabilities.
2 SCOPE:
The purpose of this requirement is to provide technical, engineering, and analytical program management support to PP&O’s Security Branch for the following mission areas listed below.
Continental United States (CONUS) based Identity Operations Programs;
Exploitation and Expeditionary Forensics;
Maritime Identity Operations;

Headquarters/Command and Control Identity Operations;
Identity Intelligence.
3 APPLICABLE DOCUMENTS:
The Contractor must be familiar with the following documents, instructions, and manuals. All applicable documents will be made available by the Government.

4 SPECIFIC TASKS:
4.1 TASK 1 – CONUS IDENTITY OPERATIONS PROGRAM SUPPORT
The Identity Operations program must continue to evolve by incorporating the latest cutting-edge technology, processes, techniques, training, and policy to maximize identity operations capabilities alongside reducing the risk to United States (US) assets, information, and personnel against transnational actors. Under this task area, the Contractor will be responsible for:
a) Coordinating with DOD, DoN, other US Government entities, Force Protection, Insider
Threat, Marine Corps Combat Development Command (MCCDC), and Marine Corps
System Command (MARCORSYSCOM) Identify Operations offices in support of the overall Task area.
b) Supporting the Marine Corps Role Player Threat Screening (RPTS) program in support of National Security initiatives; and integration of policies relating to CONUS based
Identity Operations program.
c) Supporting the Marine Corps Order/MARADMIN development and staffing requirements.
d) Synchronizing technology requirements to ensure interoperability of Identity Operations systems.
e) Reviewing and providing input into directives, strategies, policies, and other publications relating to CONUS Identity Operations.
f) Considering integration of program requirements that support Marine Corps force protection and insider threat requirements.
g) Reviewing Marine Corps Identity Operations Strategy 2020, Implementation plan, MARADMINS, MCOs, and other documents related to Marine Corps Identity Operations and providing recommendations to ensure the Marine Corps CONUS Identity Operations programs adhere to and align with current campaign plans, warfighting functions, and applicability to the MAGTF, DOD, and United States Government (USG) requirements.
4.2 TASK 2 – MARINE CORPS EXPLOITATION AND FORENSICS SUPPORT
Under this task area, the Contractor will be responsible for:
a) Coordinating with DOD, DoN, other US Government entities, Force Protection, Insider
Threat, Marine Corps Combat Development Command (MCCDC), and Marine Corps

System Command (MARCORSYSCOM) Identify Operations offices in support of the overall Task area.
b) Supporting the MAGTF with forensics and exploitation capabilities for both Afloat and
Ashore operations.
c) Providing program support to ensure all modalities of the Marine Corps Expeditionary
Forensics Exploitation Capability (EFEC) can be executed by coordinating with DoD and other USG entities relating to the use of forensics and exploitation.
d) Focusing on legal, policy, CONOPS, strategies, directives, and interoperability requirements to support the Marine Corps EFEC program at the MEF, Marine
Expeditionary Unit (MEU)/SPMAGTF, and COCOM levels.
e) Ensuring there is proper coordination with elements of LE Bns, HQMC Intel, MCIA, and other entities relating to the use and employment of the EFEC program.
f) Coordinating with other DoD and USG entities to promote interoperability and a whole of government approach to the Marine Corps EFEC program.
g) Supporting the Marine Corps Order/MARADMIN development and staffing.
h) Synchronizing technology requirements to ensure interoperability of Identity Operations systems.
i) Reviewing and providing input into directives, strategies, policies, and other publications relating to EFEC.
j) Maintaining visibility and attending technology demonstrations, training, meetings, and other activities relating to expeditionary forensics that will maximize the capability of the
EFEC through innovative technology, processes, techniques, and policy.
k) Reviewing Marine Corps Identity Operations Strategy 2020, Implementation plan, MARADMINS, MCOs, and other documents related to Marine Corps Identity Operations and specifically EFEC program and providing recommendations to support updates reflecting current campaign plans, warfighting functions, and applicability to the MAGTF requirements.
4.3 TASK 3 – MARINE CORPS MARITIME IDENTITY OPERATIONS SUPPORT
Under this task area, the Contractor will be responsible for:
a) Supporting the integration of the Marine Corps Identity Operations capabilities into the mission area related to the MEU and Special Purpose MAGTF.
b) Supporting pre-deployment, deployment, and post-deployment requirements related to
MAGTF Identity Operations for both Afloat and Ashore operations to ensure compliance with the National Security Presidential Directive (NSPD)-41/Homeland Security
Presidential Directive (HSPD)-13, and Maritime Security Policy of 21 December 2004.
c) Providing program support to ensure integration of HQMC Identity Operations into the operating forces with a focus on Maritime enablers.
d) Providing guidance and liaison with elements of PP&O PO, POE, PO-SOD, and the
EOTGs to ensure Identity Operations capabilities are executed within the training/scenario development for pre-deployment training.
e) Providing clarity and references on legal authorities for commanders to execute the
Marine Corps Identity Operations capability within each COCOM, service and DoD policies, strategies, directives, and interoperability requirements to support the Marine
Corps Identity Operations program at the MEF, MEU/SPMAGTF, and COCOM levels.
f) Ensuring there is proper coordination with elements of the EOTGs, LE Bns, MCIA, and other entities relating to the use and employment of the Marine Corps Identity Operations program.

g) Supporting Marine Corps Order/MARADMIN development and staffing requirements related to this task.
h) Synchronizing technology requirements to ensure interoperability of Identity Operations systems.
i) Reviewing and providing input into directives, strategies, policies, and other publications relating to Marine Corps IDOPS with a focus on maritime employment.
l) Maintaining visibility and attending technology demonstrations, training, meetings, and other activities relating to maritime identity operations activities that will maximize the capability of the maritime IDOPS through evolving cutting-edge technology, processes, techniques, and policy.
j) Reviewing Department of the Navy (DoN) Identity Operations policies, Marine Corps
Identity Operations Strategy 2020, Implementation plan, MARADMINS, MCOs, and other documents related to Marine Corps Identity Operations and specifically applicability to Maritime IDOPS program and providing recommendations to support updates reflecting current campaign plans, warfighting functions, and applicability to the
MAGTF requirements.
4.4 TASK 4 – HQMC IDENTITY OPERATIONS PROGRAM SUPPORT
Security Operations is a component of the Enterprise protection construct with Identity
Operations established as an integral module. Identity Operations, specifically the Marine
Corps biometrics and forensics communities, must improve, update, and synchronize doctrine, policy, and training approaches; address unregistered and additive requirements through the Joint Capabilities Integration Development System (JCIDS) process and petition effectively throughout the Marine Corps and DoD planning and budgeting processes.
Enduring solutions will require definition and validation of capability sets, thorough assessment of associated gaps and risk exposure, and the development and execution of innovative solution approaches. Under this task area, the Contractor will be responsible for:
a) Reviewing Joint, Service, and Federal doctrine and policy relative to Security Operations, specifically focused on biometrics and forensics requirements.
b) Providing analysis, data and recommendations for the development of Service Security strategy, policy, concepts, Directives and Marine Corps Orders supporting the employment of biometrically enabled capabilities within the Supporting Establishment and the Operating Forces.
c) Conducting JCIDS Capabilities Based Assessment (CBA) for Identity Operations.
d) Developing a biometrics training program that encompasses current and future biometric equipment; biometric processes and tactics, techniques and procedures and applicable to the Supporting Establishment and Operating Forces.
e) Establishing elements of commonality between Marine Corps biometrics requirements and capability and biometric requirements and capability within Special Operations
Command (SOCOM) and exploit areas of common interest through training and exercises to advance biometric capability.
f) Conducting suitability, effectiveness, vulnerability, and technology assessments of biometric equipment to determine quality, efficiency, suitability and durability of current and developmental biometric equipment.
g) Conducting Research, Development, Testing & Evaluation (RDT&E) to include market surveys, field evaluations and engineering design reviews geared to emerging technologies and improvements for legacy biometrics systems to address evolving biometric needs.

h) Procuring limited quantities of biometrics equipment; test and evaluate this equipment to determine functionality, performance, suitability and durability.
i) Designing a process to incorporate improved biometrics technology into legacy systems for near term improvements and provide recommendations for the selection of the most promising advanced biometrics technology for the next generation of biometrics equipment and systems for the Marine Corps.
j) Identifying, surveying and standardizing forensics policy, concepts and use across the
Marine Corps enterprise incorporating lessons learned, training of personnel within the
Supporting Establishment and Operating Forces, the latest and most capable forensics equipment and use case scenarios.
k) Conducting Research, Development, Testing & Evaluation (RDT&E) to include market surveys, field evaluations and engineering design reviews geared to emerging technologies and improvements for legacy systems to address evolving forensics needs.
l) Implementing best practices and lessons learned when defining requirements or acquiring capabilities.
m) Conducting an initial market survey and analysis of existing forensics technology incorporated within equipment that is currently available and an analysis of the most promising forensics technology that will likely be available within the near term.
n) Designing a process to incorporate improved forensics technology into legacy equipment and systems for near term improvements and provide recommendations for the selection of the most promising advanced forensics technology for the next generation of forensics equipment and systems for the Marine Corps.
o) Integrating Marine Corps current and future expeditionary and maritime forensic capabilities; equipment; processes, tactics, techniques and procedures and training with those within Department of Defense, Joint and Interagency to ensure that forensic data derived from site exploitation can be shared, matched and stored according to applicable standards and capabilities across the US Government forensic enterprise.
4.5 TASK 5-IDENTITY INTELLIGENCE INTEGRATOR SUPPORT
The Office of the Director of National Intelligence (ODNI) defines I2 as “the collection, analysis, protection, exploitation and management of identity attributes and associated technologies and processes in order to locate, track, and maintain continuity on identities across multiple or disparate instances/incidents, or across space and time.” I2 is not a separate intelligence discipline but an extension of all-source intelligence analysis. It is a functional, cross-cutting capability consisting of Identity Discovery and Identity
Protection, whose missions are only achievable through the proper access and control administered by Identity Management functions. To enable these functions, the Marine
Corps Identity Intelligence (I2) Integrator serves as the HQMC Identity Operations section’s primary conduit with inter-service and interagency partners to insure all modalities of Identity Operations/Activities are integrated to provide Biometrics-Enabled
Intelligence (BEI) and Forensics-Enabled Intelligence (FEI). The Marine Corps I2
Integrator evaluates the existing and future capabilities to fuse biometric, forensic, biographic and intelligence information to enable the precise identification of individuals and support to the Marine Corps Intelligence, Surveillance, and Reconnaissance
Enterprise (MCISRE). Under this task area, the Contractor will be responsible for:
a) Coordinating with DOD, DON, other US Government entities, Marine Corps Combat
Development Command (MCCDC), and Marine Corps System Command
(MARCORSYSCOM) Identify Operations offices in support of the overall Task area.

b) Reviewing DOD, DON Identity Operations policies, Marine Corps Identity Operations
Strategy 2020, Implementation plan, MARADMINS, MCOs, and other documents related to Marine Corps Identity Operations and its applicability to Identity Intelligence programs.
c) Providing recommendations to support updates reflecting current campaign plans, warfighting functions, and applicability to the MAGTF requirements and MCISRE.
d) Responding to matters relating to Marine Corps I2 utilization as it relates to Identity
Operations.
5 REQUIREMENTS APPLICABLE TO ALL TASK AREAS:
The Contractor will be required to:
a) Support Government programs and initiatives within the Marine Corps, DoD and other
US Government as it relates to each Task area.
b) Respond to Marine Corps Action Tracking System (MCATS) / DoN Tracker taskers.
c) Assist in developing, maintaining, and staffing of policy documents, Marine Corps
Identity Operations Strategy, MCO, and MARADMINs in support of the required Task areas.
d) Assist the Government with organizing, planning, facilitating, and executing working groups, meetings, and forums with DoD and other USG entities.
e) Participate in National and DoD level meetings and working groups and review emerging and interagency policies, strategies, directives, and projects.
h) Support document responses, feedback, edits, and provide summary of response in report form.
i) Analyze equipment provision, sustainment, fielding, accountability, lifecycle replacements, and other technical recommendations related to respective Task areas and provide a summary in research report format.
m) Perform technical analysis to develop recommendations, guidance, training, user requirements, and acquisition for current and future programs.
j) Support the government representative within each Task area policy, capabilities, and integration.
k) Sustain and update applicable MARADMIN, MOUs, CONOPs, and strategy documents relating to each Task area.
6 KEY PERSONNEL:
A minimum of three (3) key personnel in the following labor category will be required under this contract to support the task areas above. Additional non-key personnel may be needed as well to perform under this requirement.
Subject Matter Expert (SME) :
A minimum of ten (10) years operational experience with the Marine Corps or naval service, including:
o USMC operation experience, knowledge of forward deployed and amphibious missions o A technical understanding of both biometrics and forensics technologies, and scientific processes o In-depth knowledge of the identity intelligence analysis process
- 7 -o Expert knowledge of IdOps, Marine Corps Policies, and DOD identity activities doctrine
Six (6) years expeditionary forensic and biometric experience
Has completed training courses via the National Forensic Science Training
Center’s Expeditionary Forensic Exploitation Course, Crossmatch biometric trainers-the trainers course, or certification courses in the area of Chemical, biological, radiological and nuclear defense (CBRN defense or CBRNE defense)
Law Enforcement experience, particularly in the military, is preferred
7 SECURITY REQUIREMENTS:
All personnel working on the contract will be required to maintain a Top Secret Security
Clearance. The Contractor must possess and maintain a DoD Top Secret Level Facility Clearance as well.
8 PLACE OF PERFORMANCE:
Work will be performed at the Governments facilities in Arlington, VA and Tampa, Florida.
CONUS and OCONUS Travel will be required.
9 PERIOD OF PERFOMANCE:
The period of performance is expected to be for a one-year base period with three (3) one-year option periods, if exercised. Performance is anticipated to begin mid-late April of 2017.
10 NAICS:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541690 – Other Scientific and Technical Consulting Services. This Sources Sought

11 RESPONSE INSTRUCTIONS:
This requirement is seeking Women Owned Small Businesses (WOSB) ONLY. Interested vendors are requested to include, at a minimum, the following information:
