About this file

This Request for Information (RFI) is issued by the Marine Corps Tactical Systems Support Activity (MCTSSA) to gather market research on RF shielding solutions for testing military communication and electronic systems. The RFI seeks vendors capable of providing customizable Radio Frequency (RF) shielded boxes and walk-in Faraday tents with specific technical requirements, including a frequency range of 100 kHz to 6 GHz, minimum 80 dB attenuation, and compatibility with tactical vehicles like the Amphibious Combat Vehicle (ACV).

Key requirements include modular, portable solutions with shielded input/output ports, reinforced flooring, shielded entry points, and cable pass-throughs. MCTSSA requests three units per solution type, with vendors required to submit company profiles, technical specifications, support services, estimated costs, delivery timelines, and references. The solutions must comply with standards like IEEE 299 or MIL-STD-285 and support MCTSSA's mission of ensuring interoperability, reliability, and operational survivability of Marine Corps Command, Control, Communications, Computers, Cybersecurity, and Intelligence (C5I) systems.

Request for Information (RFI) For: Customizable Radio Frequency (RF) Shielded Boxes and Walk-In Faraday Tents

Issued By: Marine Corps Tactical Systems Support Activity (MCTSSA)

Date: May 30st, 2025

I. Introduction

Marine Corps Tactical Systems Support Activity (MCTSSA), as part of Marine Corps Systems Command (MARCORSYSCOM), provides critical test and engineering support services for the development, acquisition, and lifecycle management of Marine Corps Command, Control, Communications, Computers, Cybersecurity, and Intelligence (C5I) systems. With a focus on ensuring the interoperability, reliability, operational survivability, and mission-readiness of these systems, MCTSSA seeks information from vendors capable of delivering RF shielding solutions that support controlled testing environments for USMC RF devices across a wide range of frequencies.

These solutions must prevent the emanation of electromagnetic waves and mitigate external electromagnetic interference (EMI). Vendors may propose solutions that are portable, semi-permanent, or permanent in structure.

This RFI emphasizes functional requirements (e.g., size, portability, spectrum range, emissions, power) and avoids prescribing specific technologies or enclosures to allow for innovation and flexibility.

II. Purpose

The purpose of this RFI is to gather market research to identify vendor solutions that provide RF shielding capabilities supporting MCTSSA’s operational and technical needs. These solutions should include:

• Transportable RF shielded structures for both on-site and remote RF testing requirements

• Large, modular, and portable shielded enclosures capable of accommodating military vehicles and mobile RF systems (e.g., Amphibious Combat Vehicle - ACV)

This information will enable MCTSSA to assess vendor capabilities, technical specifications, and support options, ensuring alignment with operational goals and compliance with military EMI/EMC standards.

III. Background

MCTSSA conducts testing and evaluation for Marine Corps major weapon system Programs of Record (POR).

Controlled RF environments are essential for accurate testing and validation, shielding sensitive systems from external EMI and preventing unwanted emissions.

RF shielded structures support evolving operational requirements and offer critical benefits, including:

• Improved testing accuracy: Protecting sensitive emanations and equipment from external EMI to ensure precise performance evaluations

• Compliance: Supporting adherence to stringent military EMI/EMC standards

• Operational readiness: Validating systems for reliability in real-world electromagnetic environments

• Support for advanced technology: Future-proofing testing environments for cutting-edge RF systems

These acquisitions align with MCTSSA’s mission to deliver robust and reliable testing environments for Marine Corps systems.

IV. Technical Requirements

RF Shielding Solutions must meet the following performance characteristics:

• Frequency Range: 100 kHz to 6 GHz

• Shielding Effectiveness: Minimum 80 dB attenuation

• Interfaces: Shielded input/output ports for connecting spectrum analyzers, Software Defined Radios (SDRs), and other equipment

• Design Considerations:

o Durable construction o Modular and reconfigurable configurations o Quick access and maintenance-friendly features o Optional environmental controls

Walk-In RF Shielded Enclosure Requirements:

• Purpose: Accommodate tactical vehicles and mobile RF systems

• Interior Dimensions: Minimum 20 ft (L) x 10 ft (W) x 10 ft (H); customizable to accommodate platforms like the ACV

• Features:

o Reinforced flooring o Shielded entry points for vehicles o Shielded cable pass-throughs o Optional exhaust/ventilation integration

• Portability: Modular, field-deployable, and capable of rapid setup

Quantities Requested:

• Three (3) units per solution type appropriate to distinct use cases

Compliance:

• Must conform to standards such as IEEE 299 or MIL-STD-285

Documentation and Services:

• Shielding effectiveness validation and compliance documentation

• Installation support

• Warranty and maintenance options

• Delivery schedule alignment with MCTSSA operations

V. Submission Details

Vendors are requested to submit the following information:

1. Company profile and experience in providing RF shielding solutions

2. Technical specifications and compliance certifications for proposed solutions

3. Support services offered (installation, warranty, maintenance)

4. Estimated costs and delivery timelines

5. References from similar past projects (if applicable)

VI. Disclaimer

This RFI is for information gathering purposes only and does not constitute a solicitation or guarantee of procurement. Responses may inform the development of a future Request for Proposal (RFP) or other procurement actions.
