About this file

This document is an Amendment of Solicitation/Modification of Contract for a fiber laser cutting machine procurement by the Amphibious Vehicle Test Branch at Camp Pendleton. The solicitation requires a laser cutter with a cutting area of at least 50 inches by 50 inches, fiber power between 3kW and 6kW, fully enclosed design, and self-contained all-in-one system. The machine must utilize existing building infrastructure, including 480V power, and fit within an 18 feet by 12 feet installation space.

Key modifications include extending the response date from August 25, 2025, to August 28, 2025, revising delivery requirements to no earlier than 120 days after contract date, and adding clarifications about electrical requirements and foreign product restrictions. The procurement emphasizes U.S.-made or designated country products, with specific compliance requirements regarding trade agreements and prohibitions on products from certain regions. Freight and rigging are to be included in the bid, and a site survey was previously conducted to assist potential vendors in understanding the installation environment.

QUESTIONS AND ANSWERS

Question

Number Questions Answer

The solicitation documents indicate that the available installation space is 18 ft × 12 ft.

Any product proposed must meet fit in the available floor space indicated in the "Minimum Specifications of Laser

Cutter" in the Specifications/Needs Statement.

Can we coordinate a walk through or obtain electrical info somehow?

Site Survey opportunity was provided on 19 August 2025 to interested parties through Amendment 2 of this Request for

Quotation.

Need to know where the main panel is located from where we will be pulling power from and specific dimensions for the run of electrical to where we will be placing the machines

Please see photos for dimensions. Main Power will be from the 240VAC.

There will also be a few disconnects for each component, and we will place those based on the layout of the space. If a print or drawing exists of the space, I can potentially work with that, otherwise, I would like to request a walk-through visit. Please see provided photos.

Do you have an approved electrical contractor vendor list you'd prefer we work with who already has base access? If not, I can use one of my own but wanted to check.

No, we do not have an electrical contractor vendor list to perform the "minor modification for extending a power line or adding a switch to be performed by the vendor." per the Specifications/Needs Statement

Section.

Could you please confirm whether Chinese-made products are acceptable for this bid?

Key Compliance Requirements for Foreign End Products

(e.g., from China):

• While not automatically disqualifying, offering a

"foreign end product" (as defined in FAR 52.225-3) requires strict adherence to M6890925Q7913 Page 17 of 53.

• The Government prioritizes offers with U.S.-made or designated country end products.

Critical Clauses for Your Review:

• FAR 52.225-5, Trade Agreements: MANDATORY review this clause for definitions and requirements related to trade agreements and designated countries.

• 252.225-7060, Prohibition on Certain Procurements from the Xinjiang Uyghur Autonomous Region: You MUST ensure the Fiber Laser Cutter, and all its components, are

NOT produced with forced labor from the XUAR. Due diligence is required.

Failure to comply with these requirements will render your offer non-responsive. Please ensure you understand and can meet ALL applicable requirements before submitting your bid

See some conflicting information in the paperwork. For the wattage, it says no less than

3kw and no more than 6kw. In other areas it says minimum wattage is 6kw. Would you accept a

3kw or 4kw laser power for this bid?

This administrative error is being corrected through this

Amendment 2. The Fiber Power must be no less than 3kW minimum and no more than 6kW maximum.

8 Do you know how many Amps are available? Please see provided photos.

Should freight and rigging be included in our bid price as well?

It is recommended that Freight and Rigging be included in the bid. See CLIN 0001.

What is the existing power that is in the machine shop? Please see provided photos.

11 What is the existing electrical you have available?

the existing building power is 480V. We use other electrical equipment (transformers etc.) to bring the correct voltage to the machines we have.”

Can you provide me with current electrical information (voltage and amperage available for use with the new machine?) Please see provided photos.

Could you please confirm whether the site visit is mandatory or optional? The visit is optional.

14 Is it acceptable to submit two quotes/bids? Please feel free to bid on them separately.

Is there any chance you have a general layout of where the main power comes into the building relative to where the machine will be placed? Please see provided photos.

Confirm that the available installation space is 18 ft × 12 ft. Please see provided photos.

For the wattage, it says no less than 3kw and no more than 6kw. In other areas it says minimum No less than 3kw and no more than 6kw.

wattage is 6kw. Would you accept a 3kw or 4kw laser power for this bid?
