REQUEST FOR INFORMATION (RFI)
M68909-25-I-7711
The Marine Corps Tactical Systems Support Activity (MCTSSA) is seeking market information from vendors capable of providing an Audio Analyzer with warranty and calibration coverage to assess accuracy of its radio test outputs.
The product must have the equal performance and listing/approval requirements as the Audio Analyzer manufactured by Rohde and Schwarz Inc.
The brand name or equal alternate product/service must meet the following requirements/specifications:
1. The test device should be able to integrate and communicate with existing Ground Radio (GR)
Family of System (FoS) without additional hardware, drivers, or software added to the existing
Ground Radio FoS.
2. The device should be able to measure and record the signal quality for the analog signal of GR
FoS.
3. The test device should have a CMW-PS16 R&S CMW100 Hardware Kit 1, including Test Head
H16E, with power supply and USB 3.0 cable 3m.
4. The test device should have at least one 4 GB Baseband Generator.
5. The test device should have a parallel testing capability for up to eight bidirectional RF ports. Also, with Continuous frequency range up to 6 GHz and RF bandwidth up to 160
MHz.
6. The test device should have an IEEE Bus Interface.
7. The test device should be able to create radio frequency analog signals for over the air communications.
8. The test device should be scalable and programable and works with Python Programming language and LabView/Matlab for detailed automation scripting.
9. The test device should have an internal spectrum generator/analyzer with sweep and tracking capabilities with extended frequency range up to 6 GHz.
10. The test device should be able to measure and record the output power of the radios tested.
11. The test device should have internal SSD of 400 GB or greater.
12. The test device should be able to create reports of the analysis of test data and can be transferred via removable media.
13. The test device should have a two-channel power supply
14. The test device should have the following interface capabilities as a part of an AF Impedance
Matching Unit: 1. 50/150/300/600 Ohm. 2. mono, bidirectional, balanced/unbalanced, XLR-connectors.
15. The test device should be able to conduct battery simulation.
16. The test device should be able to test the life of batteries connected to GR FoS.
17. The test device should have one directional power sensor, 200 MHz to 4 GHz, 30mW to 300W, N-type female connector.
18. The device should be able to measure the audio quality for the analog signal of GR FoS.
Hardware: Rohde and Schwarz CMA-180 Radio Test Set
General Requirements: The test device should be able to create radio frequency analog signals. The test device should be able to measure the output power of the radios tested. The test device should be able to test the life of batteries connected to GR FoS. The device should be able to measure the audio quality for the analog signal of GR FoS. The test device should scalable and programable with Python
Programming language and/or LabView/Matlab for detailed automation scripting.
Communications: The test device should be able to create radio frequency analog signals for over the air communications. The test device should be able to create reports of the analysis of test data and can be transferred via removable media. No wireless or network communications is needed for this test device.
Warranty: 1 – 3 years warranty, Calibrations as needed (recommended 1-2 years).
Products must be Trade Agreement Act and Buy American Act compliant.
This notification is for market research purposes only and should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation, request for proposals, quotes, or invitation of bids or award a contract.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources capable of providing the requirements listed above. The government requests interested parties submit a brief description of their company’s business size (i.e., annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of any manufacturer agreements to resell these brand name or equal item(s).Interested parties should submit the following:
• A comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system.
• Technical responses shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format.
• company information, to include business size and point of contract (name, title, email, phone, mailing address).
• All contractors doing business with the Federal Government shall be registered in the System for
Award Management (SAM) database
• Recommend alternate NAICS: 334290 and PSC CODE: 5895, if applicable.
The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement.
Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned.
RESPONDENTS MUST NOT INCLUDE CLASSIFIED INFORMATION IN THEIR RESPONSE TO THIS RFI.
Telephone inquiries will not be permitted, entertained, accepted, or acknowledged, and respondents should not expect feedback regarding their capability submissions. However, entities may be invited to participate in a follow-on meeting with the Government for a question/answer session to further assist in the overall market research for this requirement.
